About this file

This is a Sole Source Justification for Acquisitions at or Below the Simplified Acquisition Threshold (SF 1009 form) submitted by the Department of the Treasury.

The Bureau of Engraving and Printing (BEP), Office of Currency Manufacturing, is requesting approval to award a Firm Fixed contract to purchase ten (10) Graco Pumps 63:1 Ratio 200 L D200 Supply Units (part number RCM1559) for new Intaglio printing presses being installed at the Fort Worth, Texas facility. The Treasury Common Services Center (TCSC) Acquisition Services is the contracting activity. The requisition number is 166453, with an estimated delivery date of 30 days after contract award. The justification is classified as a brand-name acquisition under the simplified acquisition threshold. The contractor must supply only the specified Graco model, as these units are the sole version approved by the original equipment manufacturer (OEM), Koenig & Bauer Banknote Solutions, for compatibility with the Super Orloff Intaglio presses. The presses are engineered specifically around the Graco D200's unique fluid pressure specifications (up to 6,300 psi), delivery flow rates (1.6 GPM), and pneumatic configurations. Alternative pump brands such as Aro, Binks, or Lincoln were evaluated but do not match the required physical form factor or pneumatic hose connections, and substitution would require extensive custom engineering, risk catastrophic production downtime, and void manufacturer warranties. The acquisition is critical for the procurement and installation of components necessary for the new Super Orloff printing presses to function effectively and support bureau acceptance testing and currency manufacturing operations.

Other 4.b Supporting information and facts (i.e. the details surrounding the requirement that supports the selection made in 4.a).

The Contractor is required to supply only Graco 63:1 Ratio 200 L D200 Supply Units, part number RCM1559. These units must be compatible with the Super Orloff Intaglio presses utilized by the Plate Printing Division within the Office of Currency Manufacturing. The specified model is the sole version approved by the original equipment manufacturer (OEM) for use in this application.

The Super Orlof Intaglio Presses are multi-million dollar high-speed security printing assets.

Their automated ink-fountain feeds are highly engineered and calibrated explicitly around the specific fluid pressure (up to 6,300 psi), delivery flow rates (1.6 GPM), and pneumatic tandem-post ram footprints unique to the Graco D200 frame.

Koenig & Bauer Banknote Solutions serves as the original equipment manufacturer (OEM) for the Intaglio Presses. These supply units are engineered to reliably deliver one-component sealants, adhesives, and other mediums, specifically handling high-viscosity materials from pails or drums to metering and dispensing systems.

The Contractor must ensure that only Graco part RCM1559 is provided. Substituting an alternate brand or similar part number is not permitted, as such alternatives are not supported by the OEM.

Alternative industrial pump brands (such as Aro, Binks, or Lincoln) were evaluated via web research. However, these commercial alternatives do not match the exact physical form factor or pneumatic hose connections of the Super Orlof ink-lines. Utilizing a non-Graco system would require extensive custom engineering, pose an immediate risk of ink-line failure/blowout, cause catastrophic downtime to currency production, and immediately void the commercial manufacturer warranties on the Super Orlof printing presses.
