About this file
This document is a Treasury Standard Form 1009 Sole Source Justification for a procurement by the Bureau of Engraving and Printing (BEP). The agency seeks to purchase OIL1100 ISOSOLV LOW VOC wipes from Ecolink, Inc., a small business, for cleaning Currency Over Printing Equipment (COPE) presses. The solvent must comply with District of Columbia environmental regulations requiring a solvent below 70% Volatile Organic Compound (VOC) levels to minimize health risks to employees.
The sole-source justification is based on Ecolink being the sole developer and owner of this specific solvent, which allows BEP to meet environmental regulations while maintaining equipment performance and employee safety. A Notice of Intent was posted on SAM.gov on October 16, 2025, with a response closing date of October 23, 2025, and no industry responses were received. The procurement falls under NAICS code 325199 (All Other Basic Organic Chemical Manufacturing), and BEP intends to award the contract directly to Ecolink, Inc. as the only qualified supplier meeting their specific requirements.
