About this file
This Treasury Standard Form 1009 is a Sole Source Justification document for the Office of Financial Research (OFR) to acquire a SEDOL Masterfile® license from London Stock Exchange Group (LSEG). The procurement supports OFR's mission under the Dodd-Frank Act to monitor financial market stability, specifically to enable data transmission from the Depository Trust and Clearing Corporation (DTCC) for National Securities Clearing Corporation's ETF portfolio data.
The sole source contract is for a 12-month license period from January 1-December 31, 2026, with an estimated value of $64,549.72. LSEG is classified as an Other Than Small Business, and the license is critical because LSEG's SEDOL Masterfile® is the exclusive intellectual property containing 30 years of historical data covering over 100 million securities across various asset classes. An intent Sole Source notice was posted on SAM.gov from 11/20/2025 to 12/05/2025 with no responses received, further justifying the direct award.

Treasury Standard Form – 1009 (Rev 10/18)
Prescribed by Treasury: DTAP 1013.106(b)
DEPARTMENT OF THE TREASURY
SF 1009 - FAR 13.106-1(b) SOLE SOURCE JUSTIFICATION FOR
ACQUISITIONS AT OR BELOW THE SIMPLIFIED ACQUISITION THRESHOLD
1. Identification of the requesting activity and contracting activity.
The requiring activity is the Office of Financial Research and the contracting activity is Bureau of the Fiscal Service.
2.a A description of the supplies or services required to meet the agency’s needs.
On July 21, 2010, President Obama signed the Dodd-Frank Wall Street Reform and Consumer Protection Act (the "Dodd-Frank Act"), which created the Financial Stability Oversight Council (FSOC) and the Office of Financial Research (OFR).
The FSOC is charged with three primary purposes: to identify risks to the financial stability of the United States, to promote market discipline, and to respond to emerging threats to the stability of the U.S. financial system. The FSOC brings together the expertise of federal financial regulators, state regulators, and an insurance expert appointed by the President.
The mission of the OFR is to support the Financial Stability Oversight Council (“the Council”) in promoting financial stability by: collecting data on behalf of the Council; providing such data to the Council and member agencies; standardizing the types and formats of data reported and collected; performing applied research and essential long-term research; developing tools for risk measurement and monitoring; performing other related services; making the results of the activities of the OFR available to financial regulatory agencies; and assisting such member agencies in determining the types of formats of data authorized by Dodd-Frank Act to be collected by such member agencies.
Pursuant to its mandate, the OFR has an Memorandum of Understanding with the Depository Trust and Clearing Corporation (DTCC) for DTCC National Securities Clearing Corporation (NSCC's) ETF PCF Portfolio Data, Historical Data, and Near-Time Supplemental File. This data is provided to OFR from DTCC, however the agreement requires OFR to maintain its own license with the London Stock Exchange Group (LSEG) for LSEG’s Stock Exchange Daily Official List (SEDOL) Masterfile®. The SEDOL Masterfile is a unique securities identifier specific to the London Stock Exchange.
The purpose of this justification is to obtain approval to award a firm fixed-price contract with the London Stock Exchange Group products listed in paragraph 3.a. The SEDOL Masterfile License is needed by January 1, 2026. The period of performance is 12 months; January 1, 2026 through December 31, 2026.

4.b Supporting information and facts (i.e. the details surrounding the requirement that supports the selection made in 4.a).
The Department of Treasury, Office of Financial Research (OFR), and the Financial Stability Oversight Council (FSOC), requires current and historical financial information in a variety of financial datasets and publications in pursuit of its mission to monitor and promote financial stability of financial markets in the United States and related global markets. The London Stock Exchange Group (LSEG) SEDOL Masterfile® has 30 years of history covering over 100 million securities and financial instruments for all types of asset classes including all US Municipal and US Corporate Bond Data. The LSEG SEDOL Masterfile® license enables the OFR to receive SEDOL data sourced from any other data agreements, such as from the OFR MOU with the Depository Trust and Clearing Corporation (DTCC) for DTCC National Securities Clearing Corporation (NSCC's) ETF PCF Portfolio Data, Historical Data, and Near- Time Supplemental File.
This acquisition is for the SEDOL Masterfile® license only; the LSEG is providing no data to the OFR. This procurement is required to support OFR's MOU with DTCC for NSCC's ETF PCF Portfolio Data, Historical Data, and Near-Time Supplemental File. Without OFR's own license from LSEG for its SEDOL Masterfile®, DTCC is unable to transmit data to OFR under their agreement.
5. Any other important information.
To fulfil the requirements of DTCC pursuant to OFR’s MOU for DTCC NSCC’s ETF PCF data, OFR must maintain the appropriate license with the London Stock Exchange Group to receive data from DTCC. The LSEG SEDOL Masterfile® license is the exclusive intellectual property of the London Stock Exchange and no other vendor is capable of providing an equivalent license. An intent Sole Source was posted on SAM.gov on 11/20/2025, closed on 12/05/2025, with no responses received.

6.a Program Office certification (Requiring Activity). I hereby certify that the supporting information and data provided and which form the basis for this justification are accurate and complete to the best of my knowledge and belief.

6.b Contracting Officer approval. In accordance with FAR 13.106-1(b)(1), as a warranted contracting officer, I hereby determine that the circumstances of the acquisition make only one brand-name or source reasonably available for the reasons provided above; therefore precluding competition and supporting the Government’s determination to solicit as a brand-name requirement or solicit and award to the vendor stated in section 2.b.
