About this file
This document is a Responses to Vendor Questions addressing clarifications for an RFQ for ten Graco RCM1559 pumps. The contractor's responsibility is limited to furnishing and delivering the pumps only; no installation, commissioning, or onsite services are required. Shipping costs must be included in the CLIN pricing, and Graco's standard manufacturer warranty satisfies all warranty requirements. The delivery location is the Western Currency Facility in Fort Worth, Texas (9000 Blue Mound Road, Fort Worth, TX 76131), with delivery required within 30 days after contract award. Any District of Columbia references in the original RFQ have been removed.
The quote deadline is Tuesday, September 8, 2026, at 2:00 p.m. Eastern Time. Offerors must submit pricing using the CLIN structure in Section B and may create their own Excel workbook rather than using a government-provided template. The solicitation is a strict brand-name-only requirement for Graco Part Number RCM1559 with no substitutions or alternate configurations permitted; the pumps will be used in an industrial environment to transfer inks used in intaglio printing from 55-gallon drums to printing press ink fountains. Small-business resellers may rely on relevant past performance references from authorized distributors, installation subcontractors, or teaming partners. The procurement is not anticipated to exceed the simplified acquisition threshold, and nonmanufacturer rules do not apply.

Responses to Vendor Questions
1. Whether the contractor is responsible only for furnishing and delivering the ten Graco RCM1559 pumps, with no installation or onsite services required.
The contractor shall only provide the pumps, no installation is required.
2. Whether Graco’s standard manufacturer warranty satisfies the warranty requirements.
Standard manufacturer warranty satisfies the requirement.
Please note that Section 4.1 has been updated.
3. The RFQ states that the 10 Graco RCM1559 units need to be delivered and installed within 30 days after contract award. What exactly is expected for the installation? Are you looking for full installation and commissioning, or only delivery of the assembled units?
No installation is required.
4. Should our CLIN price include all freight and any required installation costs?
The costs should include shipping. No installation is required.
5. The RFQ requires a one-year warranty after acceptance that includes labor, parts, and travel. Can you confirm that you are requiring the contractor to provide onsite labor and travel during that warranty period in addition to the standard manufacturer warranty?
Labor and travel are removed from the SOW.
6. The RFQ mentions that a completed Excel pricing sheet needs to be submitted with the price volume. Is there a separate Excel pricing sheet that should have been included with the RFQ, or should we create our own using the CLIN structure in Section B?
Please use CLIN structure in Section B.
7. Lastly, can you confirm the quote is due September 8, 2026 at 2:00 PM EST? The RFQ lists September 8 but also refers to that date as a Friday, but September 8th is a Tuesday. I wanted to make sure we have the correct deadline.
Tuesday, September 8th is the deadline.
8. Could you please clarify whether the requirement is for delivery of the 10 ink pumps only, or if installation and commissioning services are also required at the BEP Fort Worth facility?
No installation or commissioning service is required.
9. Installation scope: Sections F.1 and F.4 require the units to be “delivered and installed,” while the SOW primarily describes furnishing the pumps. Please define the required installation and commissioning scope, including connections, hoses, wiring, utilities, testing, training, site-access requirements, and any required installer qualifications.
No installation is required. Sections updated.
10. Quote deadline: Page 67 states “Friday, 08 September 2026.” September 8, 2026 falls on a Tuesday. Please confirm that quotations are due Tuesday, September 8, 2026, at 2:00 p.m. Eastern Time.
Tuesday, September 8th is the deadline.
11. Delivery and installation location: The SOW identifies the Western Currency Facility at 9000 Blue Mound Road, Fort Worth, TX 76131. However, Section F.1 also refers to a replacement location within 30 miles of the District of Columbia. Please confirm that Fort Worth is the required delivery and installation location and that the District of Columbia reference does not apply.
The delivery location is Fort Worth, Texas. The District of Columbia information has been removed.
12. Nonmanufacturer rule: The RFQ is a total small-business set-aside and appears to anticipate a value above the simplified acquisition threshold, but FAR 52.219-33 is not marked as applicable in FAR 52.212-5. Because the specification requires an exact Graco product, please confirm whether the nonmanufacturer rule applies and, if so, whether SBA has issued an individual or class waiver for this procurement.
This is not anticipated to be above the simplified acquisition threshold. Non-manufacturer rules do not apply.
13. Could you please provide a Technical Data Sheet (TDS) for the material that will be used?
Additionally, please provide more information regarding the specific application for this equipment.
