About this file
This is a Treasury Standard Form 1009, a sole source justification document for a non-competitive contract award.
The Bureau of Engraving and Printing (BEP), through its Office of Supply Chain Management (OSCM) and Office of the Chief Procurement Officer (OCPO), seeks to procure specialized spare parts for its currency production equipment. The required parts include MAP3911-Guide Ink Ductor Side 1 (KBA P/N L7087681), MAP5552-Bush (K&B P/N L6228230), SI Chablon Spindle Housing Outer Bushing, and MAP3910-Guide Ink Ductor Side II (KBA P/N L7087691). These components are essential for operating Super Simultan Offset presses, Intaglio presses (I-10 and Super Orlof models), COPE presses, and LEPE presses at both BEP facilities. The vendor is Koenig & Bauer Banknote Solutions SA (KBBS), a large business classified under NAICS code 333248. The estimated dollar value and specific requisition numbers are redacted in the document.
The justification for sole sourcing is based on proprietary design and exclusive manufacturing rights held by KBBS. These spare parts were designed and manufactured exclusively by KBBS for their specialized printing systems, and no other vendors are authorized to produce them. Using aftermarket parts would void equipment warranties. A Notice of Intent (NOI 2031ZA26N00013) was posted on SAM.gov on February 11, 2026, with a closing date of February 20, 2026, but received no competitive responses. Market research confirmed no alternative sources possess the necessary technical capabilities. The contracting officer, in accordance with FAR 13.106-1(b)(1), has determined that only one source is reasonably available, precluding competition.

5. Any other important information.
Market research indicates that market conditions remain unchanged for requirements of this nature. Despite BEP’s ongoing efforts to foster competition, it has been unable to identify sources with the necessary technical capabilities and expertise to provide the requirement spare parts.
Given the unique nature of BEP's business, the specific machinery and spare parts available to BEP, and the essential components needed to sustain operations, it is unlikely that BEP will be able to foster competition under this proposed contract action or any future action involving proprietary items necessary for this highly specialized equipment.
