About this file
This is a Treasury Department SF 1009 Sole Source Justification for an acquisition below the Simplified Acquisition Threshold (FAR 13.106-1(b)).
The Bureau of Engraving & Printing Office of Engraving requires ninety (90) units of Notamesh Screens 230 mesh for optically variable ink (OVI) screen printing and testing, to be installed in rotary screen presses located in Fort Worth, Texas. The Treasury Common Services Center (TCSC) will execute the acquisition. The contract will be awarded as a firm-fixed price sole source agreement to Koenig & Bauer (K&B) Banknote Solutions, a large business. The justification is authorized under 41 USC 253(c)(1), citing only one responsible source as capable of meeting agency requirements. K&B developed and owns the proprietary and patented hardware, software, and algorithms used in manufacturing the rotary screen presses. The parts are proprietary to K&B, and the manufacturer will only guarantee equipment warranty performance if K&B parts meeting exact specifications are used. Non-OEM parts could damage equipment, resulting in additional repair costs or complete replacement. K&B maintains design specifications and possesses exclusive in-house manufacturing capability with the specialized knowledge necessary to ensure no disruption to U.S. currency manufacturing and to guarantee system integrity. The justification was categorized as "Brand-name" and "Other Sole Source." A Notice of Intent to award was posted on SAM.gov on July 21, 2026, with a closing date of August 4, 2026, and no capability statements were received.

DEPARTMENT OF THE TREASURY
SF 1009 - FAR 13.106-1(b) SOLE SOURCE JUSTIFICATION FOR
ACQUISITIONS AT OR BELOW THE SIMPLIFIED ACQUISITION THRESHOLD
1. Identification of the requesting activity and contracting activity.
The Bureau of Engraving & Printing Office of Engraving is acquiring ninety (90) units of Notamesh Screens 230 mesh for optically variable ink (OVI) screen printing and testing. The requirement will be acquired by the Treasury Common Services Center (TCSC).
2.a A description of the supplies or services required to meet the agency’s needs.
The purpose of this sole source justification is to obtain approval to award a firm-fixed price contract to the original equipment manufacturer (OEM) Koenig & Bauer (K&B) for the NotaMesh 230 OV mesh screens which will be installed into the highly specialized rotary screen presses located in Forth Worth, Texas.
The part shall be awarded under the Authority of 41 USC 253(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements.
2.b Name and business size of the vendor.
Name: Koenig & Bauer (K&B) Banknote Solutions Size of the vendor: Large Business 2.c Requisition No.
3. IGCE/Estimated dollar value. The IGCE is for a total of 4.a Identification of the circumstances that preclude competition (Check the appropriate box that applies).
Urgency Exclusive licensing agreements Brand-name Industrial mobilization.
Other Sole Source 4.b Supporting information and facts (i.e. the details surrounding the requirement that supports the selection made in 4.a).
The proposed contractor developed and owns the propriety and patented hardware, software and algorithms that are used in the manufacture of the Rotary Screen Presses. Therefore, any changes that are required to the interworking of these machines must be done by K&B as they are the only source that can provide the expertise to guarantee no disruption in United States currency manufacturing.
In addition, K&B maintains the design for these parts and has the capability to make the required parts in-house with the correct specifications for the rotary screen presses. OEM parts are designed and manufactured specifically for the equipment, ensuring optimal fit and performance. Non-OEM manufacturers may not have the same level of expertise and specialized knowledge as the original manufacturer, which could lead to improper repairs or installations. Any attempt to use non-OEM parts could damage the equipment which would lead to additional repair costs or a complete replacement of the equipment.
Therefore, the parts required for this requirement are proprietary to K&B. In addition, K&B will only guarantee the equipment warranty performance if the parts utilized are K&B parts and are exactly as described as the level of precision with obtaining the correct parts is of the utmost importance considering that an incorrect part could put the entire system at risk.
