About this opportunity

The Internal Revenue Service is seeking to procure 176 Caseware IDEA software licenses through a sole-source acquisition under FAR Part 13 Simplified Acquisition Procedures. The software enables IRS auditors to analyze taxpayer books and records, acquire and analyze taxpayer data in multiple formats, and improve audit integrity through comprehensive data examination. The procurement requires the vendor to provide maintenance and customer support for technical issues and security patch updates throughout the contract period. The IRS has justified this as a sole-source award based on Caseware USA Inc.'s proprietary and patented technology, Section 508 compliance, compatibility with Government network security requirements, and position as the only solution in its class meeting these specifications. Interested parties who believe they can provide equivalent functionality are invited to submit capability packages demonstrating their capacity to meet these requirements to louis.c.browniii@irs.gov by 4:00 PM EST on February 9, 2026, with technical questions due by February 6, 2026. The Government will use submissions solely to determine whether to conduct competitive procurement in the future and will not reimburse costs for submitted information.

This acquisition is designated as a Total Small Business set-aside with a WOSB (Women-Owned Small Business) procurement component, and the potential incumbent is Caseware USA Inc. The contract will be awarded on a Firm Fixed Price basis for a 12-month base period beginning February 21, 2027, with two optional 12-month renewal periods extending through February 20, 2029, with deliverables due within 48 hours of award. Required support services include Monday through Friday, 9:00 AM to 5:00 PM EST technical assistance via telephone and email, access to an online e-support center, and all patches and maintenance releases at no additional cost beyond annual maintenance fees. The successful offeror must be an authorized reseller of Caseware IDEA products (version 13.1) and comply with extensive FISMA requirements, IRS security controls per Publication 4812, Federal Tax Information safeguards, and mandatory employee security training. Performance of work will take place in Houston, TX 77084, and the NAICS code for this acquisition is 423430 (Computer and Computer Peripheral Equipment and Software Merchant Wholesalers) with a small business size standard of 250 employees.
