The Office of Financial Research (OFR) is the requiring activity on behalf of the Financial Stability Oversight Council (FSOC); with Treasury Consolidated Services Center (TCSC) as the contracting activity.
2.a A description of the supplies or services required to meet the agency’s needs.
The mission of OFR and FSOC is charged with three primary purposes: to identify risks to the financial stability of the United States, to promote market discipline, and to respond to emerging threats to the stability of the U.S. financial system. The Financial Stability Oversight Council (“the Council”) brings together the expertise of federal financial regulators, state regulators, and an insurance expert appointed by the President. The Council promotes financial stability by collecting data, providing data to the Council and member agencies, standardizing types and formats of data reported and collected, performing applied research and essential long-term research, developing tools for risk measurement and monitoring, performing other related services, making the results of the activities for OFR available to financial regulatory agencies. The types of formats of data needed and authorized by the Dodd-Frank Act to be collected by the agencies are assembled by the use of the Infopro Digital software.
This data covers four main areas:

c) Investing: They cover risk management, markets and regulation from the buy-side, tracking how asset managers and hedge funds model and manage investment risk for clients.
d) Regulation: Practical insight from regulators outlining their thinking behind directives, and from the banks themselves about how they are implementing, and reporting against, the latest regulations
2. Data and Benchmarking:
a) Risk Quantum: Tracks thousands of public data points, then highlights key insights.
b) Counterparty Radar: Assembles publicly disclosed regulatory data across 11 different instruments.
c) Risk Quantum Database: Database gives full access to the datasets, complete time series and export options.
d) Risk Benchmarking: Scrutinizes risk practices at a range of financial institutions.
