About this file
This is a Best and Final Offer (BAFO) response submitted by SAGE Counseling, Inc. to the Arizona Department of Corrections, Rehabilitation and Reentry (ADCRR) for RFP BPM007036 regarding Community Accountability Program Services for Community Corrections. The response addresses ADCRR's request for price improvements on community-based counseling and rehabilitation services. SAGE proposes to provide intake assessments for outpatient substance abuse treatment, cognitive behavioral therapy screening for career criminals, sex offenders, and general populations, case management services, and alcohol detection monitoring for offenders in community corrections programs. The company positions itself as a licensed outpatient treatment center credentialed with all AHCCCS Managed Care Organizations and the AHCCCS Fee for Service American Indian Health Plan.
SAGE's pricing strategy reflects its core value proposition: reducing actual costs to ADCRR through Medicaid billing optimization. The company projects that 60 to 70 percent of referred individuals will qualify for Medicaid benefits, allowing SAGE to bill AHCCCS health plans for medically necessary services rather than charging ADCRR directly. The proposed rates are as follows: intake assessments for outpatient substance abuse treatment at $100 per person; intake screenings for career criminal, sex offender, and general cognitive behavioral therapy at $50 per person each; case management services at $8.25 per ten-minute increment; and alcohol detection monitoring at $13.50 per day per offender. This approach reflects SAGE's commitment to high-quality clinical services while substantially reducing the budget impact to the state through leveraging existing healthcare coverage and comprehensive assessment protocols that identify client eligibility for medically necessary services.

RE: BAFO Response RFP BPM007036 Community Accountability Program Services for Community
Corrections
Dear Ms. Romero, Thank you for the opportunity to provide a best and final offer response for RFP BPM007036. SAGE understands that ADCRR is requesting a price improvement to the items listed below due to budget appropriations, fiscal restraints and industry market trends. During the BAFO process for the first solicitation for this contract in June 2025, we did reduce some of our rates at your request. SAGE would like to offer an explanation on our approach, and how we intend to reduce the overall expense to ADCRR.
SAGE Counseling, Inc. is a licensed outpatient treatment center, credentialed with all AHCCCS
Managed Care Organizations as well as the AHCCCS Fee for Service, American Indian Health Plan.
Based on our experience with clients referred to SAGE via ADCRR’s Transition Program, as well as additional contracts whose population we serve are court involved and based in the community, we estimate that approximately 60% - 70% of individuals referred to SAGE under this contract will be eligible for Medicaid benefits. This means that instead of charging ADCRR for the cost of treatment services, SAGE will instead bill the client’s AHCCCS health plan for all services deemed medically necessary. It is also our experience that nearly all clients being referred to SAGE by ADCRR qualify for medically necessary services due to behavioral health conditions that have likely existed prior to incarceration.
Furthermore, as an AHCCCS registered provider, SAGE is also required to conduct comprehensive assessments of all AHCCCS members receiving treatment at SAGE. Because an individual may become eligible for AHCCCS benefits at any given time during their treatment period, SAGE’s procedure is to provide a comprehensive assessment of any newly referred clients, and match treatment needs based on the assessment outcomes. Our assessment process was explained in detail within the initial proposal; therefore, we won’t provide that detail here.
The reason for the rates indicated below is twofold.
1) SAGE is committed to providing high quality assessment and treatment services, which require an investment in staff time, resources, and curricula.
2) We expect a large majority of clients being referred to SAGE to be qualified for AHCCCS benefits, and therefore the actual budget impact to ADCRR will be much lower than that of a non-AHCCCS provider.
