About this file

This attachment document outlines the reference requirements for the Arizona Department of Corrections, Rehabilitation & Reentry (ADCRR) Request for Proposal BPM007036 for Community Accountability Program Services for Community Corrections Rehabilitation & Reentry. Offerors must provide a minimum of three client references for assignments that replicate or mirror the solicitation requirements, with at least one reference demonstrating public sector work experience. All references must document work completed within the past five years. The state reserves the right to conduct reference checks on submitted references and may contact additional clients not presented by offerors, including internal state clients, at its sole discretion.

The document provides five detailed reference examples submitted by SAGE Counseling, including clients from the Arizona Department of Corrections (since 2011), Maricopa County Attorney's Office (since 2009), City of Phoenix Prosecutor's Office (since 2009), City of Mesa (since June 2024), and Maricopa County Sheriff's Office (since 2001). All referenced contracts demonstrate behavioral health service delivery including assessment, counseling, case management, peer recovery support services, and program reporting. Additionally, a letter of support from Eric Stewart, Assistant Director of Education, Programs and Community Reentry at ADCRR, dated November 8, 2024, affirms SAGE Counseling's 20-year partnership with the department and endorses their expansion into Medically Assisted Treatment services, noting that SAGE serves as the department's largest community treatment provider with approximately 4,500 client referrals annually.

Re: Substance Use Prevention & Response Interventions: Serial PH RFP 250031

To: SAGE Counseling

We understand that SAGE Counseling is submitting a proposal in response to an RFP from the Maricopa County Department of Public Health. We are writing to provide our strong support for SAGE’s proposal which is specifically to expand their existing substance abuse treatment program by implementing Medically Assisted Treatment (MAT), increasing their Peer Recovery Support Program, and developing a Long-Term Recovery and Resiliency / Aftercare program for their substance abuse treatment clients.

The Arizona Department of Corrections, Rehabilitation, and Re-Entry (ADCRR) has contracted with SAGE for well over 20 years under 5 different contracts to provide a range of behavioral health services for individuals under our supervision. Over that time period, they have long been our largest community treatment provider and have served our inmates in our prisons, our Re- Entry Center, and in the community. Our contracts with them have included:

• Transitional Services Program for Non-Violent Drug Inmates and Offenders [Current]

• Substance Abuse Disorder Treatment [In-Prison Complexes: Current]

• Substance Abuse Treatment Services for Coconino, Mohave, and Yavapai Counties

• Alcohol and Substance Abuse Treatment & Educational Services: Perryville Complex

• Transitional Services for High-Risk Offenders with Co-Occurring Disorders

Substance abuse treatment along with re-entry from prison into the community are the largest programs SAGE provides for us. Since 2001, they have been our contracted agency for our primary prison re-entry program: Transitional Services for Non-Violent Drug Inmates and Offenders. In 2023, we referred about 4500 clients to SAGE under this program, and in 2024, the rate has been slightly higher. The Department currently has several thousand inmates receiving MAT services in prison, so it would be very beneficial for our continuity of care initiatives to have the agency that administers our large Transition Program to provide MAT services as well. We also support the expansion of their Peer Recovery Support Program, as both our experience and research show that forensic peers are generally very effective with our criminal justice population.

SAGE is a high-integrity agency that provides high quality clinical and administrative services.

They have been excellent partners in our rehabilitation efforts for many years, and we http://www.corrections.az.gov/ support their application for this contract. Please feel free to contact me if you have questions at estewart1@azadc.gov or 602.771.5705.

Sincerely, Eric Stewart
