SECTION 1: INTRODUCTION

1.1 BACKGROUND

United States Marine Corps Base Camp Pendleton (MCB CAMPEN) in San Diego County, California intends to promote and implement innovative water management strategies to conserve water and energy resources while still satisfying its water needs. MCB CAMPEN has been producing recycled water at the Southern Region Tertiary Treatment Plant (SRTTP) since November 2006. It is currently operating under Order No. R9-2009-0021 Master Reclamation Permit for SRTTP United States Marine Corps, Camp Pendleton, San Diego County, California. Pursuant to California Water Code Section 13523.1(b)(3), MCB CAMPEN is required to establish and enforce rules and regulations governing the design, construction, distribution and use of recycled water. These rules and regulations shall be based on the following:

• California Water Code, Division 7, Water Quality

• Health and Safety Code, Division 104, Part 12, Drinking Water

• California Code of Regulations Title 22, Division 4, Chapter 3, Wastewater Recycling Criteria

• California Code of Regulations Title 17, Division 1, Chapter 5, Subchapter 1, Group 4, Drinking Water Supplies

• Department of Environmental Health Recycled Water Plan Check and

Inspection Manual

• The California Department of Public Health Preparation of an

Engineering Report for the Production, Distribution and Use of Recycled Water

• Any measures that are deemed necessary for protection of public health, such as the American Water Works Association California-Nevada Section, Guidelines for the Distribution of Non-Potable Water and Guidelines for the On-Site Retrofit of Facilities Using Disinfected Tertiary Recycled Water or alternate measures that are acceptable to the California Department of Public Health

1.2 POLICY

The California Water Code (CWC) establishes a state requirement to use recycled water to the maximum extent possible where recycled water is otherwise reasonably available in order to augment existing water supplies and prevent the waste of water (CWC Sections 13510-13512, and 13551). MCB CAMPEN is mandated by Executive Order 13423 and 13514, Base Order 5000.2K, the Camp Pendleton Water Resources Plan and the Energy Independence and Security Act (EISA) of 2007, to reduce water consumption while implementing water reuse strategies. It is in the best interest of MCB CAMPEN to use recycled water for any purpose approved for recycled water use to the extent practically and economically feasible. Use of potable water for non-potable uses is contrary to the Base’s water resource management interests, and shall be avoided to the maximum extent possible whenever recycled or raw water is otherwise reasonably available. The distribution and use of recycled water shall be consistent with the legally enforceable standards and requirements of regulatory agencies for the protection of public health and welfare, and the preservation of environmental quality on Camp Pendleton.

1.3 GOALS

These Rules and Regulations establish procedures for the distribution and use of recycled water within designated use areas under the following conditions:

1. Recycled water shall be distributed and used in a manner that meets all applicable Federal, State, and Base requirements. Any amendment to Federal, State, and Base requirements pertinent to these Rules and Regulations shall be incorporated accordingly.

2. Recycled water shall be distributed and used in a manner that shall not cause pollution, contamination, or nuisance, as defined by Section 13050 of the California Water Code.

3. Recycled water shall be distributed and used in a manner that protects public health (CWC Sections 13521, 13522, 13550(a)(3)).

4. Recycled water shall be distributed and used in a manner that prevents direct human consumption.

5. Recycled water shall be distributed and used in a manner that prevents cross-connection between recycled and potable water systems.

6. Recycled water shall be distributed and used in a manner that prevents contamination by other sources, such as wastewater, sludge, and urban run-off.

7. Recycled water shall be distributed and used in a manner that minimizes or eliminates the possibility of unlawful connections, tampering or use.
