Question #65: Factor 4, Past Performance requires that a CPARS be submitted if one is available. For construction projects that included an O&M period of 12 months or more, the CPARS does not discuss or evaluate the O&M performance of the contractor. In that instance, are Offerors permitted to provide a PPQ specifically addressing the O&M performance?

Response #65: If a CPARS is not available, Factor 4 – Past Performance on Page 17 of 26 of the Solicitation provides “If a completed CPARS evaluation is available, it shall be submitted with the proposal. If there is not a completed CPARS evaluation, the PPQ included in the solicitation is provided for the offeror or their team members to submit to the client for each project the offeror includes in their proposal for Factor 1 – Recent, Relevant Experience of the Firm.”

Question #66: Many recent O&M contracts at DoD facilities are part of longer-term design-build-operate contracts. As such the "award date" is greater than 5 years ago. The O&M, either as an exercised option or a continuation of the contract will have started within the past 5 years, however, is not a stand-alone contract. May Offerors use that experience, as long as the annual costs are broken out.

Response #66: A response will be forthcoming.
