About this file

This is a specification section for work restrictions applicable to Design-Bid-Build construction projects at Portsmouth Naval Shipyard (PNSY) in Kittery, Maine. The section establishes comprehensive operational, security, and administrative requirements that contractors must follow when performing work at the facility.

Key operational requirements include: regular working hours between 7 AM and 3:30 PM Monday through Friday, with requests for weekend/holiday work requiring two working days' notice and weekend work needing 15 calendar days' advance notice; compliance with fire protection standards including 20-foot minimum fire lane width and 13.5-foot vertical clearance, with parking in fire lanes expressly prohibited and subject to towing; and detailed outage procedures for any interruption of Portsmouth Naval Shipyard facilities or utility services. Outage request packages must be submitted at least 18 calendar days in advance (30 days for Tier 1 Infrastructure outages) and must include specific location, duration, scope, work plan, impact analysis, hazardous energy control procedures, and sketches. All outages involving Tier 1 Infrastructure—including the 12-inch water line under Building 60—require a Risk Analysis and Risk Mitigation Plan submitted to the Contracting Officer's Representative for completeness review before forwarding to PWD ME BSR for final approval.

Security and personnel requirements mandate that all employees must be U.S. citizens with Department of Homeland Security Form I-9 verification; security badges and CIA vehicle passes must be obtained at PNSY's Pass and Security Office with advance notice; construction work must be performed by U.S. firms using U.S. citizens; and electronic security systems work must be performed by U.S. companies using U.S. citizens subjected to trustworthiness determinations. Contractors must comply with radiological controls, cannot use ionization-type smoke detectors, must mark seamed pipe with lead-free white paint and the word "welded," obtain fire department approval seven calendar days prior to hot work operations, and follow strict controls regarding yellow materials and portable electronic devices. Restrictions on Controlled Industrial Area (CIA) fencing require 30 calendar days' advance notice for any fence breaching work, with Portsmouth Naval Shipyard Police presence required during breached periods. Additional requirements address occupied building security, utility cutovers and interruptions, work adjacent to CIA security fencing, Tier 1 Infrastructure coordination with buffer zones, and comprehensive security protocols including prohibition of alcoholic beverages, controlled substances, firearms, cameras without approval, and unauthorized computer equipment on the facility.
