DESCRIPTION OF THE WORKS

AECOM Urs Italia S.p.A. Page 21

4 DESCRIPTION OF THE WORKS

The work covered in this Plan involves the construction of an addition to and renovation of an existing squadron operation facility (Building 7300) at Aviano Air Base (PN) Italy, to support beddown of the

Combat Rescue Helicopter simulator. Alteration includes renovation of existing facility including removal/alteration of exterior walls, windows, doors, utilities, and the roof. Primary facility includes operational flight trainer and simulator bay, multipurpose mission planning and computer training rooms, and maintenance and utility areas.

All the above activities require civil preparation works, such as excavations, surface foundations with slabs and beams, lighting systems and various utilities.

Preliminary activities

Prior to the demolitions it will be necessary to carry out preparatory activities, such as:

• Clearing of the work areas and surroundings of materials currently stored on the area affected by the work and surrounding work areas.

• Identification of active overhead lines and underground utilities (gas, drinking water, telecommunications, electricity, etc.) by the contractor.

• Fencing of the work area and marking of the existing one with signage: in the sector concerned there are plant components not related to the works which may need maintenance by third parties who must not be able to enter the specific work area without prior authorization and coordination.

• Fence off area subject to future excavation.

• Plan works due to the need for the use of tower cranes. N.B.: The crane and all structures higher than the existing building must be equipped with a flashing light signal active 24/24 h for view from above by the operating aircraft.

Dismantling

It is planned to divide the paths and passages between the existing building and the new construction site area through provisional closures and correct indication for the personnel operating in the base and on the site, according to the logic of division and compartmentalization of areas without interference.

It is to be evaluated in advance the possibility of dedicating a portion of the parking and outdoor area for the exclusive use of the construction site.

Please note that, before the start of the demolition work, the Contractors must provide the Client, the

Works Manager, the Safety Coordinator during the Execution phase, and the Works Director with:

• Demolition Plan, attached to the POS, in which must be defined the type of equipment used, the operations to be carried out, their sequence and the consequent prevention measures;

• Environmental Plan of Construction Site related to the management of environmental aspects such as construction waste, possible reuse and recycling of materials from demolitions (for example: aggregates, bricks, glass, electrical cables, ferrous materials, etc.), hazardous substances, etc.

Excavations

Before realizing shallow foundation, a specific excavation plan must be submitted to the CSE as well as to the competent municipal and supra-municipal bodies.

Regarding underground utilities, the mapping of existing utilities will have to be verified by the Contractor in coordination with the technical management of the air base.

On-site excavation activities may be linked to the following activities:

• Leveling;

• excavations for foundation laying surface

• Removal of unsuitable materials.

Based on the geotechnical studies carried out and on the characteristics of the soil found in the first meters, the excavation activities can be conducted through the use of normal excavators.

The superficial open-air excavation (shallow excavation) can be carried out with a maximum slope of 1

(vertical): 3 (horizontal); the deepest excavations can be carried out with the same slope if the appropriate space is present; otherwise, in case of deep excavation with a narrow section or with vertical walls, support works such as reinforcements or sheet piles must be used.

The surface soil (topsoil) resulting from the excavations will be temporarily stored within the construction site areas and managed in accordance with industry standards to maintain its quality features (see excavation plan).

Please note that, prior to the beginning of the excavation work, if applicable, the Plan for the reuse of excavated land and rocks or self declaration (Ref. Presidential Decree 120/17) must be sent to the

Competent Authorities , containing indicatively the following information: description of the excavations

(sections, depth, width, slope), volume of excavated soil, location of the storage point of the soil within the construction site, results of the characterization, indications on the future use of the soil and timetable.

Before this phase, the usual chemical-physical analysis of the soil must be carried out to exclude the possible presence of polluting materials or contaminants.

5 CONSTRUCTION SITE LOGISTICS

5.1 Access and viability

The base has several access gates (arrows): it is prescribed that the executing company agrees before the start of the works which access gate to use for traffic to the construction site, based on the operational activities of the base and the staff present, especially because the internal traffic routes must be kept as short as possible.

The CSP indicates to use the access gate located on road SP 7 (red color).

Figure 3: Entry and exit of vehicles from the construction site area

Please note that the vehicles must respect the existing internal road network (also and especially in case of large vehicles). It is not excluded that for operational military activities the routes may undergo changes

AECOM Urs Italia S.p.A. Page 26 upon request by the management of the base. The changes in routes must then be implemented and verified by the CSE taking into account any interference that these may cause.

The vehicles must be equipped with acoustic alarm devices activated in reverse movement, complying with the UNI EN 474-1 standard and shall not stop near emergency devices such as hydrants, etc.

In general, for the viability:

• Traffic is regulated according to the rules of the Italian Traffic Code;

• The general speed limit is set at 30 km/h.

5.2 Preparation and organization of logistics

The logistics preparation includes:

1. Installation of a prefabricated structure to host changing rooms and offices;

2. Setting up of an area dedicated to the parking of vehicles and storage of equipment;

3. Connection of construction site utilities (water, electricity, drains);

4. Positioning of fire and first aid devices and equipment, tables with utility and emergency contact numbers, behavioral rules and working hours;

5. Positioning of a construction site sign with the contents provided for by current legislation;

6. Preparation of a temporary waste storage area appropriately marked with appropriate signage.

5.2.1 Fencing

The construction site area must be delimited by a fence made of 2 meters high metal mesh of impassable type with the addition of orange polyethylene fence. There must be an access gate for the transport and construction site vehicles (driveway access suitably closed with padlock or lock) and a pedestrian access with gate / door (suitably closed with padlock or lock).

Any delimitation of areas inside the construction site / building site can be made using two-tone white / red tape and metal stakes.

The construction site fence will be installed according to the location of the works; when the work is completed, it will be removed and installed in the area covered by the following works.

AECOM Urs Italia S.p.A. Page 27

Access closure and division of construction site area from training area

5.2.2 Water supply

The water supply will take place through a special connection point to the water network made available by the Client.

While waiting to be able to connect to the water network, the Contractor will provide for the supply of the water necessary for construction site uses autonomously, through tank trucks.

5.2.3 Electrical supply

The power supply will be obtained by means of 220 and 380 V electricity present on site: by connecting to the point made available by the Client.

AECOM Urs Italia S.p.A. Page 28

The executing company will then be able to equip itself with interposed electrical panels for the exclusive use of the construction site and extension lines in accordance with CE standards, connected to the existing grounding system.

In particular, contractors will have to equip themselves with:

• Mobile electrical panels type ASC 2P+T 16 A (IP≥44, magnetothermal and differential protection

Idn≤30mA) for the connection of all fixed and portable equipment;

• Connection cables for mobile installation, extension cords and cable reel type H07RN-F 3x2.5 or higher with terminals equipped with industrial sockets 2P + T, IP≥44 "blue color" for coordinated use with ASC panels on site.

At the end of the installation, the Contractors will issue the declaration of conformity of the electrical panels on site to the Client and to the Safety Coordinator during the Execution phase.

It is forbidden to leave tools attached to the power supply during breaks from construction site activity.

The construction site must also be equipped with a grounding system and protection from atmospheric discharges (all the relative documentation must be submitted to the Coordinator during the Execution phase).

5.2.4 Water discharge points

In the preliminary phase at the beginning of the construction site activities it will be necessary to agree with the Client, the Safety Coordinator during the Execution phase and the Competent Authorities, the methods of water discharge from construction site activities, such as water used for dust abatement during demolition and excavation, water from washing the wheels of vehicles.

The possibility of discharging such water into the on-site sewage system or treating it as waste should be evaluated on the basis of the estimated quantities (as production) and the chemical-physical characteristics of such water.

5.2.5 Loading and unloading areas

The areas of loading and unloading of the material will be identified near the driveway access, while the routes inside the construction site for the handling of the material must be defined from time to time in order to minimize interference with the areas where work is underway.

5.2.6 Equipment storage and material and waste storage areas

The areas of equipment and materials storage must be identified and sized according to the quantities to be placed; the internal logistics of the construction site has to be taken in account, too.

Waste storage areas should preferably be located in a peripheral area of the construction site.

The access routes to the areas indicated above must be well identified, leveled, drained and always accessible to means of transport.

It is forbidden to set up temporary deposits of material at the edge of the excavations.

Deposits in stacks or piles must be carried out in such a way as to avoid collapse and sagging and so that materials can be taken without resorting to dangerous maneuvers.

AECOM Urs Italia S.p.A. Page 29

The deposits must be protected from the weather by resorting, depending on the case, to canopies or drapes for temporary coverage.

Waste from demolitions and other construction site activities must be divided according to the CER code.

It is also reminded that a temporary storage occurs when the amount of non-hazardous waste deposited does not exceed 20 cubic meters, or - where this limit is not exceeded - the waste is taken away on a quarterly basis.

The conventional waste of the construction site must be divided by type and sent for separate collection.

5.2.7 Storage areas for material with fire or explosion hazard

The areas for the storage of materials with fire or explosion hazard must be located in peripheral areas of the construction site, less affected by the movements of work vehicles and / or workers. In these areas, adequate signs must be placed indicating the existence of danger and the behavioral precautions to be followed (do not smoke, do not use open flames, etc.). The deposits must be protected from atmospheric agents, and the quantity of substances must be clearly indicated.

As for gas cylinders, these must be kept in protected and ventilated areas. Full cylinders must be separated from empty ones, as well as gases that are not compatible with each other (oxidizer-fuel). The cylinders must always be kept in an upright position and fixed to special supports with ropes or chains.

Near the storage or decanting areas, it will be necessary to keep spill kits (rags or sawdust or absorbent material). These equipment of first environmental aid will be used by the personnel present on site for the timely activation of the initial containment measures.

All safety data sheets of substances used on site must be kept available and updated.

5.2.8 Construction site lighting system

If it is necessary to carry out activities during the night, adjustable and shielded lighting fixtures will be used to limit the diffusion of light, well below 2250 lumens.

Any planning of night work must be agreed upon by the Client, the Safety Coordinator and the contractor.

The works carried out must be non-noisy. In addition, the shifts of the work teams must be established in such a way as to respect the rest breaks and thus avoid sleep disturbances.

5.2.9 Preparations for MCA remediation

The area of building BLDG 7300 is newly built, and no asbestos-containing materials should be found. If during the work materials potentially containing asbestos are found, the contractor must immediately suspend the work and inform the Client, DL, CSE who will proceed to secure the area and evaluate the actions to be taken, including reports, notifications, sampling, PSC supplementation, etc.

RISK ANALYSIS

AND INTERFERENCES

AECOM Urs Italia S.p.A. Page 32

6 RISK ANALYSIS AND INTERFERENCES

6.1 Identification of risk elements and analysis of the area

The construction site area is located inside a military base, where there are facilities and infrastructures.

The area is a restricted area with limited access, except by authorized and qualified personnel.

Before starting the construction work, the Client must inform the staff of the base about the activities that will be carried out and the areas concerned, both as a construction site area and as internal roads. Signs must therefore be posted with indications regarding the areas that must be left free for the construction site (free from vehicles for example), any changes to the road network, changes to the route of the internal bus shuttles, etc.

Mitigation measures against the environment outside the construction site will be described in paragraph

8.14 of this document.

In close proximity to the site there is a radar for detecting air traffic.

6.1.1 Investigation on the presence of unexploded ordnance

In application of Art. 91 paragraph 2-bis of Legislative Decree 81/08 and subsequent amendments, the

Safety Coordinator in the Design phase must carry out the risk assessment due to the possible presence of unexploded ordnance (UXO) that may be found during the excavation activities.

There is no information regarding the presence of unexploded ordnance, but since several underground utility lines are already crossing the site, the risk of finding unexploded ordnance can be considered negligible.

In any case, even for the purpose of preserving infrastructure and underground utilities, it is required that the Contractor carries out through a specialized and qualified company the UXO clearance as per ministerial procedures.

In case an unexploded ordnance or any other infrastructure is found during the excavations, it is necessary to urgently notify the Client, the Works Supervisor and the Safety Coordinator during the execution phase.

6.1.2 Confined spaces

During the construction of the new utility lines, it may be necessary to access “confined spaces”

(manholes-wells), for interconnecting new infrastructure with the existing one.

According to OSHA 1910.146, confined spaces are defined as a "Space large enough and configured for a worker to access it entirely to perform the assigned work, it has limited or restricted access for entry/exit, it is not designed for continuous activity"

Confined space is therefore a place where the following conditions are met:

• Wide enough to allow a worker to enter entirely with the body and perform the planned work;

• That creates limitations and / or impediments for entry or exit (i.e. not being able to enter or exit without bending over, without obstacles, without climbing up or down, without turning around or squirming);

AECOM Urs Italia S.p.A. Page 33

• It is not designed to be continuously occupied by a worker;

• The following conditions may occur within it:

✓ Potential risk of explosive atmosphere;

✓ Risk of burial;

✓ Risk of drowning;

✓ Risk of entrapment;

✓ Other serious risks

When the affected space falls within the characteristics described above, it is possible to classify it into three categories:

CLASS A CLASS B CLASS C

PROPERTIES A confined space that presents a high and immediate risk to the health and life of the worker. It includes lack of oxygen, presence of flammable or explosive atmospheres, high concentrations of toxic substances.

Confined space that can lead to injury situations if no preventive measures are taken but is not immediately dangerous to life and health.

Confined space in which the risk is negligible, does not affect the normal course of work and is not expected to worsen.

OXYGEN % O2 < 18 or %O2 > 25 18 < %O2 < 25 20 < %O2 < 25

EXPLOSIVENESS Equal to or greater than 20% of the LFL

10% to 19% of LFL Equal to or less than

10% of LFL

TOXICITY >IDLH Above or equal to VLE

(TLV) but below IDLH

Below VLE (TLV)

LEL: Lower Explodibility or Flammability Limit. Minimum concentration in air of flammable substances in the form of gases, vapours, dusts, fibres or volatile solid residues, which, after ignition, allows the self-sustaining propagation of flames.

IDLH: (Immediately Dangerous to Life or Health). Concentration level at which a healthy worker has a maximum time of 30 minutes to move away from the danger zone.

ELV: Occupational exposure limit value. Average concentration of substance measured or calculated over an eight-hour period, of which there is a list in Annex XXXVIII of Legislative Decree 81/2008 as amended. For substances not present in the list it is necessary to refer to the TLV-ACGIH of similar meaning to the VLE.

The safety measures to be taken, based on the classes identified in the table above, are as follows:

COMMUNICATION Continuous communication with the inside must be ensured by security personnel stationed outside the confined space.

Eye or hearing contact with the workers inside is necessary. If direct contact creates a dangerous situation for outside personnel, communication may also be prohibited *.

Necessary communication with the workers inside.

DPI FOR RESCUE WORKERS Rescue workers must have adequate and complete individual protection for breathing and/or explosion hazard.
