The following have been added by full text:
AMENDMENT 0008
The purpose of this amendment is to:
1. Respond to Preproposal Inquires (PPIs)
2. Revise Specifications
3. Revise Drawings
4. Provide Attachments
5. Clause Revisions
1. Responses to PPIs
214. Inquiry: (Reference: Drawing No: EW 602) Can you please confirm that the 150kAIC rating and
6000A bus rating with the 3200A mains and tie per the provided drawings?
Response: A 4000A bus rating and 100kAIC bracing is acceptable. Main and tie breaker should remain 3200A. See amendment detail below.
215. Inquiry: (Reference: Section 002100 paragraph 1.2.1. Specification 263215 paragraph 2.1.1 .) Is there a loadbank on base that can the contractor can for onsite testing? If so, what size is it? Are these equipment listed in the specs (loadbank, test equipment) required to be turned over to the client?
Response: Review SECTION 01 91 00.15 20, TOTAL BUILDING COMMISSIONING, Para 1.5 and
2.1 which details power generation systems and power distribution systems to be commissioned;
including tools, instruments, etc. required to be provided. Additional detail provided in SPEC 26 32 15, ENGINE-GENERATOR SET STATIONARY 4500 KW, WITH AUXILLIARIES.
216. Inquiry: (Reference: Drawing EW601) Section 002100 paragraph 1.2.1 and specification 263215 paragraph 2.1.1 require the diesel generator sets to be sized 5.625MVA/4.5MW each. However, the One line diagram drawing EW601 shows the gensets sized at 5.2MW. Please confirm which size is to be priced.
Response: 4.469MW (4.5MW) is the correct eMW size. See amendment detail below.
217. Inquiry: (Reference: 263215; 2.2) Specification 263215 paragraph 2.2 requires a UL 489 breaker on the genset enclosure. UL 489 is a low voltage <600VAC standard. Please confirm this requirement can be ignored.
Response: The isolation breaker for the generator is medium voltage. See amendment detail below.
218. Inquiry: (Reference: 263215; 2.2) Specification 263215 paragraph 2.2 requires an IEEE element 52 MV Breaker be mounted on the genset enclosure. Yet we are unable to locate that enclosure and its working space clearances around the genset. Please confirm if the genset is required to have a standalone 11KV breaker ahead of the paralleling switchgear. Otherwise, is the design intent to extend the genset protection zone of each genset protection relay between the grounding bond and the paralleling switchgear breaker downstream in lieu of an MV breaker?
Response: The medium voltage generator isolation breaker will be in the paralleling switchgear in the electrical room. See amendment detail below.
219. Inquiry: (Reference: EW630 & EW631) The network connections shown for far right side on EW630 show fiber being used and the same connections shown on EW631 call this this cables shown as shielded twisted pair (STP) Ethernet. Please confirm if fiber or copper is to be used.
Response: Single Mode optical fiber should be used. See amendment detail below.
220. Inquiry: (Reference: 7; 01 50 00; 3.2.2b) Spec section 01 50 00 indicates that utilities will be made available at the following rates. However, no rates are given in the table. Please provide the rates.
Response: The contractor is required to have an independent source of power and water supply and should not rely on or connect to the Camp's infrastructure. See amendment detail below.
221. Inquiry: (Reference: Price Schedule Line Item 1) Will the Navy provide the diesel fuel necessary for startup, commissioning, and testing of the generators?
Response: See PPI #215. Contractor to provide all materials required for system commissioning (including startup and testing) as per the requirements of SECTION 01 91 00.15 20.
222. Inquiry: (Reference: 02 41 00 and Drawing ED101; 3.1.10) Please clarify what the contractor is to do with the generators that are removed. Do they become contractor proprerty or do they remain government property? If they remain government property, where is the contractor to locate the generators that have been removed.
Response: Propose in accordance with the solicitation. Review SPEC 02 41 00 para 3.3.1, which references equipment removed and not reused or equipment to be salvaged.
223. Inquiry: (Reference: 14; 26 32 15; 2.1.1) Drawings EW621, EW622, EW623, EW624 and specification section 26 36 15: Please clarify the minimum electrical kW rating required for each generator set. The drawings indicated list 5200kW. Specification section 2.1.1 Engine-Generator Parameter Schedule Power Rating of the referenced specifications list a minimum of 4500kW net brake power rating at design ambient conditions, which is not the same as electrical kW output as it does not take into account parasitic loading and alternator efficiencies. Specification section 2.1.1 Engine-Generator Parameter Schedule Service Load lists 5625kVA (Prime). Please note that the maximum ambient operating capability RFI will have a direct impact on the rating Caterpillar will be able to offer. For example, the maximum electrical kW rating of each generator set operating at 50 degree C will not meet 4500ekW. Each unit would approximately be rated for 4469 ekW at 50 degrees C
Response: 4469 electrical kilowatt (eKW) rating at 50 degrees Celsius is acceptable. See amendment detail below.
224. Inquiry: (Reference: Sheet EW110) Near DG-01 there is a Section Callout (A3/EW112). Detail A3/EW112 is a 650mm wide Direct Buried Duct Bank that seems to be in direct conflict with the 300mm wide Utility Trench Walls shown on Detail A1/SB301. It does not appear that the Duct Bank and the Utility Trench Wall can occupy the same space. Please clarify if it is acceptable to place the Duct Bank below the Utility Trench. If acceptable please clarify how the Duct Bank section will change to work with the Structural Detail A1/SB301. Additionally the Direct Buried Duct Bank elevations are NOT consistent with the depths shown on Structural. The top of the Generator
Foundation is at 000. The bottom of the Generator Foundation is at -2200 per SB104 . The bottom of the undercut is at -2500 per SB100.
Response: Ductbank may be installed below the utility trench. However, ductbank should not be routed underneath or within the generator pads. In the event of inconsistent elevations between the electrical and structural drawings for the pads and trenches, the structural drawings take precedence.
See amendment detail below.
225. Inquiry: (Reference: EW602) There is a tie between MCC-PP4-01 and MCC-PP4-02 via a 2000A breaker in both MCCs. There is no feeder or raceway markings and there is not a ductbank for this on drawing ES401. Please provide an SOO for this tie. Will this be an automatic function or a manual only function?
Response: Provide this feeder and raceway. The tie will operate manually only. See amendment detail below.
226. Inquiry: The demolition plan states to remove certain items and to salvage certain items, If the note is to remove the items, is it the contractor's responsibility to remove and dispose this material from the site? To clarify, the owner only will retain items that are stated to be salvaged on the Demolition Plan.
Response: See PPI #222.
227. Inquiry: (Reference: 276-279; EW621/4) Could you confirm that genset neutrals are solidly grounded (without neutral ground resistor) ? Should'nt we at least provide a MV switch on the earthing of each genset in order to avoid resistive dividers on the homopolar fault currents? Not mentionned on MV sld.
Response: Based on final generator selection, a study should be performed to determine if resistance ground neutrals are necessary. See amendment detail below.
228. Inquiry: (Reference: EW603 and E002; 262000; 2.17e) Per the legend on E-002, the 2000A main breakers, ties, and feeder breakers in MCC-PP4-01 and MCC-PP4-02 should be electrically operated drawout breakers. Per the specificiation, the main shall be a molded case circuit breaker. Please clarify the symbols and requirements for the main, ties, and feeders circuit breakers in these MCCs. It is common for mains and ties of MCCs to be fixed mounted and not within a MCC "bucket". The smaller feeder breakers such as 250A breakers and 600A breakers in MCC construction can be of bucket construction and have the capability to be withdrawn.
Response: Mains and ties should be fixed-mounted breakers. Feeder breakers should be withdrawable bucket construction. See amendment detail below.
229. Inquiry: (Reference: EW603 and E002) Is the intent for MCC-PP4-01 and MCC-PP4-02 breakers(mains, ties, feeeder) to be manually operated only? If manual only, will their need to be some interlock(kirk keys) provided on the mains and ties? Or is the intent for this to be an auto throwever with electrically operated mains and ties? Please provide a Sequence of Operation for MCC-PP4-01 and MCC-PP4-02.
Response: MCC-PP4-01 and MCC-PP4-02 breakers should be manually operated. Provide kirk-key interlocks to prevent transformer paralleling. Open transition only. Tie breaker on MCC-PP4-01 should be keyed normally open. Tie breaker on MCC-PP4-02 should be unkeyed and normally closed. See amendment detail below.
230. Inquiry: (Reference: EW603 and E002) Per the legend on E-002, the 2000A mains and tie breakers in MCC-PP4-01 and MCC-PP4-02 should be electrically operated drawout breakers. The depth of these sections do not allow this function. The depth of the sections and ultimately width of the building will have to be adjusted if a true electrically operated drawout is required. This is not common construction of a MCC.
Response: Electrically operated drawout in not required. See amendment detail below.
231. Inquiry: (Reference: EW603, 604, 605, 606; 262000; 2.17.c) All MCCs are shown as 3W on the drawings, however, the specificaiton for motor control centers states "Provide control centers suitable for operation on 400-volt, 3-phase, 4-wire, 50 Hz system with minimum short-circuit withstand and interrupting rating of 65,000 amperes rms symmetrical." MCC-PP4-01 and MCC-PP4-02 need to be 4W due to the 600A feeder to MDP feeder and MDP having 1P breakers. Please clarify 3W vs. 4W for all MCCs.
Response: Provide 3W or 4W MCCs as required by drawings. See amendment detail below.
232. Inquiry: Per the legend on E-002, all breakers feedeing ASDs, AHUs, and Motor Controllers in MCC- PP4-01 and MCC-PP4-02 should be electrically operated drawout breakers. Please confirm the intent is to be a manually operated breaker feeding a MCC "bucket" and only the bucket is meant to be withdrawn based on the symbol. Please clarify the symbols and intent of these smaller breakers.
Response: Each breaker should be manually operated and feed a MCC bucket. Only the bucket is meant to be withdrawn. See amendment detail below.
233. Inquiry: (Reference: 263215; 2.1.1 and 2.15) 2.1.1 Engine-Generator Parameter Schedule states "Max Time to Start and be Ready to Assume Load" as 10 seconds. This is a common parameter for NFPA 110 for smaller electrically started units for Life Safety loads. 2.15 states "maximum start time of 5 to 7 seconds". These large gensets are started by compressed air and these requirements cannot be met.
Please adjust these requirements to a more reasonable value.
Response: The compressed air system is designed for 14 seconds of total start time which includes seven (7) seconds of full start and two three (3) second restarts. The generators must be started within these parameters. See amendment detail below.
234. Inquiry: (Reference: EW602; 262300; 2.2.3.a) The spec states: "IEEE C37.13. manually operated drawout, unfused, low-voltage power circuit breaker with a short-circuit current rating as indicated at 400 volts." Low Voltage Swtichgear LVS-PP4-L1 is shown to have a 150kAIC rating. At this high rating, power circuit breakers are fused. The limit for unfused power breakers is 100kA. Based off the sizes of transfomrer TR-PP4-01A and 01B, the kA rating could be reduced to 100kAIC to meet this specification requirement. Please provide direction on the breaker ratings for LVS-PP4-L1.
Response: See PPI#214.
235. Inquiry: (Reference: EW602) Low Voltage Swtichgear LVS-PP4-L1 is shown to have a 6000A bus but only 3200A Mains and Tie Breakers. Please confirm this large bus size as bus size is usually equivalent to the main sizes.
Response: See PPI#214.
236. Inquiry: (Reference: UFGS 01 14 00 MILCON P332 & P334 CONSTRUCTION SCOPE AND SEQUENCING) RFP says, Pre-construction activities/conditions are to be performed and established by parties other than prime construction contractor. Since these activities have to be incorporated to prime contractor schedule and critical for fullfilling the project period of performance, please kindly advise planned time frames for these pre-construction activities.
Response: The planned activities to relocate items at the project site, noted in Specification 01 14 00, and are scheduled to occur within 30 days of award.
237. Inquiry: (Reference: 26 20 00; 2.17.1.4) The specification calls for 3-phase, 4-wire and a full rated neutral. However, the one-lines for the MCC’s all show 3-phase, 3-wire and there are no neutral loads depicted. Will the govt allow the contractor to provide 3-phase, 3-wire and no neutral bus?
Response: Provide 3W or 4W MCCs as required by drawings. See amendment detail below.
238. Inquiry: (Reference: EW601) On PP4-01 and PP4-02, both are shown with 2000AF/2000AT Main CB’s fed from a XFMR. At the other end of each lineup, the one-line shows a 2000AF/2000AT feeder CB shown going to the other MCC, i.e, the Feeder CB in 01 feeds 02 and vice versa. What is the intent of this? Are they wanting to possibly back feed thru these to power the MCC from the other MCC? An MCC bus with potential separate power sources typically needs Kirk Locks on the Mains to prevent power being applied simultaneously from 2 different sources.
Response: MCC-PP4-01 and MCC-PP4-02 should include kirk key interlocks to prevent paralleling.
239. Inquiry: (Reference: 323516; 2.1 & 2.2.1) 2.1 Structural performance requires panels to be designed form 25 psf at 4800mm. 2.2.1 Panel construction has the walls as 600mm tall x 127mm thick and up to 6.1m in length. What is the wall panel height? Given that the generators are within a reinforced concrete building and air cooled chillers are generally quite, the STC walls are not necessary and create addition initial and maintenance costs.
Response: The Acoustical Analysis required a wall height of 5.5 meters. The total height of the wall (5.5 meters) is the key parameter, the individual height of panels can vary as long as the total height is
5.5 meters. The horizontal alignment of the wall depicts the overall length and location of the wall and is shown in drawing CS101. See amendment detail below.
240. Inquiry: (Reference: DFARS 252.225-7045) 252.225-7045 Balance of Payments - Construction Material Under Trade Agreements - Basic (JAN 2023. (B) Construction Material is a COTS item or ..., "Does project specific equipment, such as Motor Control Centers (MCC), Switchgear, Cranes, etc.)
included in WTO GPA and Free Trade Agreement Countries considered "designated country construction material"?
Response: Propose in accordance with the solicitation.
241. Inquiry: (Reference: 250511.23) Risk Management Framework (RMF.) What are the RMF impact levels assigned to the project by the NAVFAC. (For example, Mod-Mod-High).
242. Inquiry: (Reference: 250511.23) NAVFAC Camp Lemonnier Cybersecurity Points of Contact. For this project, who are the NAVFAC and Camp Lemonnier Cybersecurity Organization(s) and Points of Contact? What are the current cybersecurity measures provided at Camp Lemonnier.
Response: Points of contact will be provided to the awardee, if required. Propose in accordance with the solicitation.
243. Inquiry: NAVFAC to Define the Limits of the Cybersecurity. Please define the limits of the Cybersecurity scope. Is the scope limited to the new generators and mechanical equipment included in P332 and P334? Does the scope include existing PP4 and existing fuel systems?
244. Inquiry: (Reference: ES702 and ES401) Drawing ES702 shows Spare Breaker 52-FD-C in PP2A to be reterminated in a Unknown Manhole # to Feed "S-650….P688 BEQ." Drawing ES401 shows this termination to be located in EMH-2A. If the unknown manhole # is the correct termination location, please provide distance to this manhole or provide drawing showing this manhole location.
Response: Splice point is in the existing manhole via intercepting the existing ductbank feeder on ES402 and rerouting to manhole. Demo point identified on ED101, Demo note 6. See amendment
245. Inquiry: (Reference: ES601, ES503, ES402 and EW711) Feeders M124(PP4 to PP2A) and M120(PP4 to PP2A) on EW711 shows up as 5 sets with a 250MCM ground. Drawing ES402 shows these feeders as 6 sets with a 4/0 ground per schedule on ES601 and detail on ES503. Please clarify the number of sets and the size of the ground for these two large feeders from PP4 to PP2A.
Response: Price as 6 sets of 500MCM, with #4/0G as indicated on ES601 and ES401/ES402 revised drawings. See amendment detail below.
246. Inquiry: (Reference: EW104/EW603) The local panel in the ASD building is not shown on any single line diagram. Please advise on where the two ASD buildings receive local power from for HVAC, lighting, and receptacles. The spec requires a local panel but does not state where it is fed from.
Response: The ASD building's components should be fed from panel within building. See amendment
247. Inquiry: (Reference: EW611/EW713) The 125VDC system single line shown on EW611 does not match the panel schedules on EW713. For example, a main breaker is shown on EW611 but not on EW713 for the two ACP panels. Also on the two DC panels, a 100A main is shown on EW713 but based on the load that is not large enough. There are no spare space on the panel schedule as shown on the single line. The battery charger is shown tied to a feeder breaker on the single line but does not show up on the panel schedule. In the DC feeder schedule, there is a direct connection betweent the battery charger and the batteries, this doe snot show up on the single line. Please revisit these 125VDC drawings and update accordignly.
Response: DCP panels (DCP-PP4-01A & DCP-PP4-01B) should have 400A main breakers. ACP panels (ACP-PP4-01A & ACP-PP4-01B) should have 100A main breakers. Provide a minimum of 24-space for each ACP panel. Connect battery chargers to DCP feeder breaker as indicated in single-line.
248. Inquiry: (Reference: EW611) Please provide size of the two inverters shown as INV-PP4-01A and 01B
Response: The two inverters shown as INV-PP4-01A and 01B should be rated for 100A. See amendment detail below.
249. Inquiry: (Reference: EW602) Please confirm if any of the main breakers (CB-L1-M1/M2) or Tie breakers (CB-L1-T1/T2) are 4 pole type that maintains neutral integrity to prevent against nuisance LSIG trips.
Response: Main and Tie breakers should be 4 pole. See amendment detail below.
250. Inquiry: What gate will the contractors be required to come in on a daily basis?
Response: Contractor access is normally through the Viper Gate of the installation. Review Specification 01 14 100 Work Restrictions, in entirety, specifically para 1.4 Security Requirements.
Changes to security entry procedures are subject to change.
251. Inquiry: (Reference: EW602) Please confirm the switchgear tie breakers operate on an open transition auto throw over mechanism where only one of the mains shall be open before closing the N.O. tie CB- L1-T1 on the bus. Provide SOO if possible.
Response: The switchgear tie breakers should operate on an open transition manual throw over.
Provide interlocks to prevent paralleling of sources. See amendment detail below.
Response: This will be a manual only function. See amendment detail below.
253. Inquiry: (Reference: SB105 SB106; 33000; 3.10.2 Flat Floor Finishes) The specifications call for
Ff=30 and FL=20. The engine hall as designed and detailed on SB105 & 106 includes mat foundation for gensets, extensive covered trenches, and small slab on grade areas. The mechanical and electrial support areas will have equipment on concrete curbs. It is not possible to test these areas per ACI 117.
Please provide alternate test method or remove F numbers.
Response: Perform testing as specified in 3.10.2. Select slab areas away from gensets and trenches. It is understood that testing lines may be limited by obstructions.
254. Inquiry: Please confirm that Chiller 2 is to be included in CLIN 1 and that Chiller 2 is to be included in CLIN 5.
Response: Chillers to support the engine hall on Sheet GI003 are included in CLIN 1.
255. Inquiry: (Reference: MP301; 263215; 2.11.2) Please confirm a silencer is required per spec 2.11.2.
This silencer is not reflected on the drawings that shown the exhaust such as MP403A/B or MP301.
Response: Propose in accordance with the solicitation. A silencer cannot be used in the exhaust stack due to the max back pressure limit provided by the generator manufacturer.
256. Inquiry: (Reference: EW631) EW631 shows the ASD building only tieing to the SCADA system for control, however the ASD buildings are critical for control of the remote radiators. Should the ASDs asscociated with each genset be controlled from MAUX panel associated with each genset?
Response: The ASDs associated with each genset should be controlled by its respective MAUX panel.
257. Inquiry: (Reference: EW630, 631,632) The Plant Control System(PCS) as described on EW632 is not clearly shown on EW630 and EW631. For example, the mechanical room 113 PLC is only shown tieing to the SCADA. Would this not be part of the PCS? Is the PCS and SCADA the same system? If not, the delineation between SCADA and PCS is not clear.
Response: The Plant Control System (PCS) should control the mechanical systems supporting operation of the generators. The PCS should function independently from the SCADA system with connections to SCADA for monitoring only. The generator's mechanical start-up functions should be initiate by the generator set controllers. See amendment detail below.
258. Inquiry: (Reference: TS101) Drawing DS101 shows telecom requirements for building 315. The route between Building 315 and this project cannot be located on any site layout drawings. This drawing also shows two EUC in bold which means to provided as new but the manhole associated with it is grayed which means existing. The notes associated with A and S regarding the cabling states the conduit is exisiting. If the contract is to include this conduit, a full route needs to be shown as there is substantial distance between P332 and Building 315. Please clarify the route to Building 315 and if this is new conduit to Building 315 or existing.
Response: EUC indicates the conduit is existing and contractor only needs to provide cabling. See E- 004 for overall site plan for relation of Bldg 315 to P332/P334. For bidding, assume Ductbank Schedule 'A' and 'S' are 250 meters each from Bldg 315 to manhole MH-A-11 on TS101.
259. Inquiry: (Reference: 25 08 11.00 20 & 25 05 11.23 & 25 05 11.26) Please advise if the RMF ATO required within the contract, includes the networks extending into PP2A and PP3 as would typically be required to complete the RMF ATO Process and it is the responsibility of the contractor to complete the required modifications and certifications for PP2A and PP3.

Response: No. Propose in accordance with the solicitation.
263. Inquiry: (Reference: 26 28 01.00 10; 2.1.1) Section 26.28.01.00 10 2.1.1 - Arc Flash, Relay Coordination and Trip Coordination Study is required for the new plant as well as PP2A and PP3 and all downstream 11kv gear. Please confirm if it is the responsibility of the contractor to apply the relay trip coordination study output to PP2A, PP3, breakers (applying) and testing per NETA Standards each protection relay at various locations.
Response: It is the responsibility of the contractor to apply the relay trip coordination study output to PP2A, PP3, breakers (applying) and testing per NETA Standards. See amendment detail below.
264. Inquiry: (Reference: 26 28 01.00 10; 2.1.1) Section 26.28.01.00 10 2.1.1 – Please advise if installation, modification, or testing of PP2A and PP3 ground protection relays is responsibility of the contractor, or is this being completed under another project, the specification is not clear.
Response: Installation, modification, and testing of PP2A and PP3 ground protection relays is responsibility of the contractor. See amendment detail below.
265. Inquiry: (Reference: 26 28 01.00 10) Please confirm if a preliminary NODAL Power Flow model has been built (it is also a requirement of the specification), the Sequence of Operation does not indicate any restrictions that would be an output of NODAL model. Confirm that the Centralized plant control system should enact a NODAL model limitation of operation via the PCS or Complex Paralleling Power Management system example XFMR-PP4-1A/B would easily be able to be damaged if certain breakers were closed at same time.
Response: Preliminary power flow model has not been built. Control system should limit overload of equipment. Final control system design should be developed by the system integrator. See amendment
266. Inquiry: (Reference: EW630) EW630 indicates intertie protection relays are closing breakers, note there are no PTs between Tie Sections in many places on the design drawings which would be required to have this device close these breakers. The synchronizer device should act directly on the breaker, please confirm concurrence.
Response: PTs should be added and synchronizer should act directly on the breaker. See amendment
267. Inquiry: Please confirm an outage of the entirety of PP3, or PP3-A and PP3-B is amenable for the integration into the new plant. We are hoping to ensure upgrading and integration modifications are not required to be completed serially (1 at a time) as has been experienced on past projects.
Response: There are specific restrictions to scheduling of utility outages. At a minimum, review Specification 01 11 00 Summary of Work, 01 14 00 Work Restrictions, and 01 35 26 Governmental Safety Requirements. Propose in accordance with the solicitation.
268. Inquiry: (Reference: 26 32 15.00; 3.6.12) 26 32 15.00 3.6.12 indicates paralleling with commercial power source, there is no commercial power source on this base? Please advise.
Response: Confirmed. There is no commercial power source. See amendment detail below.
269. Inquiry: (Reference: EW620) MVS-PP4-M1A CB-M1-01 and MVS-PP4-M1B CB-M1-08 would require a feeder PT towards PP2A to accommodate sensing across this breaker, otherwise integration of PT’s would have to pass through aux contacts which does not meet the specification, please advise solution or update drawing accordingly.
Response: Provide additional CTs to provide this function. See amendment detail below.
270. Inquiry: (Reference: 26 32 15.00; 3.6.1.3) Spec 263215 Paragraph 3.6.1.3 states: "Contractor Supplied Items: Provide equipment and supplies required for inspections and tests including fuel, test instruments, and loadbanks at the specified power factors." Is there a loadbank on base that can the contractor can use for onsite testing? If so, what size is it? Are these contractor supplied items in the specs (loadbank, test equipment) required to be turned over to the client?
Response: See PPI#215. Contractor to provide all materials required for system commissioning (including startup and testing) as per the requirements of SECTION 01 91 00.15 20.
271. Inquiry: (Reference: 01 50 00; 3.2.2) In the section that discusses Payment for Utility Services, there is a table that is supposed to list cost per unit for base provided utilities so that we can pay. This table is blank. Please provide all cost for utility services for us to use in our proposal.
Response: The contractor is required to have an independent source of power and water supply and should not rely on or connect to the Camp's infrastructure.
272. Inquiry: With the normal difficulties of submitting a proposal via currier service being compounded by the Thanksgiving holiday, please consider extending the proposal due date to December 19th.
Response: The Government has considered the question and the proposal due date will remain unchanged. See details of Amendment 0007. Propose in accordance with the solicitation.
273. Inquiry: (Reference: CP101; 264212; 1.6.3) Resistivity data is typically performed as part of the geotechnical investigation. Were these taken? If taken, please provide. If this data is not available, what is the contract basis of design? Multiple systems have been described in the specification. On a Bid Build project, the design is typically by the USG. The Navy has subject matter experts on corrision and protection of systems.
Response: Soils are considered to be corrosive. Two soil resistivity values that were provided were recorded at 2.11 and 3.09 Ohm-meter. Additional historical data from nearby projects was also provided as part of a desktop study to supplement the site specific geotechnical report. Active cathodic protection is required. Review Specification 26 42 13 CATHODIC PROTECTION SYSTEM and contract drawings for complete requirements.
274. Inquiry: (Reference: CP101; 264213) Is the cathodic protection requirements limited to the piping shown on CP101?
Response: Review Specification 26 42 13 CATHODIC PROTECTION SYSTEM and contract drawings for complete requirements.
275. Inquiry: (Reference: 26 29 23; 2.1.2) The VFD specification mentions 4-20mA, BACNET or manual control. With all 50 VFD’s being mounted in the 8 MCC’s, is the governments intent for the contractor to provide the standard I/O board that has the digital and analog I/O or do is a BACNET/IP card or an EtherNet IP card required?
Response: The controls communication methods can be either 4-20mA, BACNET or manual control.
The selected materials must meet system performance requirements required by the totality of the solicitation documents, including all Specifications within Division 25 - INTEGRATED
AUTOMATION.
