AMENDMENT 0007
The purpose of this amendment is to:
1. Extend the proposal due date
2. Respond to Preproposal Inquires (PPIs)
3. Revise the Solicitation
1. The proposal due date is extended from Tuesday, 28 November 2023 at 2:00 PM Norfolk, VA local time to Monday, 04 December 2023 at 2:00 PM Norfolk, VA local time.
2. Responses to PPIs
167. Inquiry: (Reference: Page CU 101) Underground fire containment (fuel/water) tanks do not shown any means to pump out the tanks. Confirm no pump out insfrastructure required?
Response: Propose in accordance with the solicitation. See Sheet C-507.
168. Inquiry: (Reference: Page CU 102) Fuel containment dikes around the above ground fuel storage tanks do not appear to have any means to drain rain water from the area during normal operation.
Please confirm the fuel containment dikes are designed to hold rain water at all times unless removed manually and contractor is not required to provide any dewatering equipment.
Response: Correct. Draining the fuel containment dikes will be through manual operations.
169. Inquiry: (Reference: PL 102) The drawings do not include HX for domestic water. On other NAVFAC projects constructed in Djibouti, the domestic cold water required a CHW heat exchanger to reduce incoming water temps. Note tepid water for the emergency eyewash/showers are required to be between 15.5C and 37.8C. Please confirm domestic water heat exchangers are not required to precool incoming water.
Response: Domestic water heat exchangers are not required to pre-cool incoming water.
Contractor shall bid construction documents as shown.
170. Inquiry: (Reference 01 14 00) MILCON P334 Construction (Option) - Item #13: Stormwater conveyance system associated with fuel farm and fuel truck offloading containment. Currently there is no oil water separator shown in the design. Please confirm an oil water separator is not required.
Response: Confirmed. No oil water separator is required.
171. Inquiry: (Reference 23 09 00 and 23 09 23.02) Specification 230900 - Section 1.1.2.d states "The hardware is installed such that individual control equipment can be replaced by similar control equipment from other equipment manufacturers with no loss of system functionality. Please confirm if this is related to just field devices (e.g. temperature sensors, relays, actuators,..) and not related to DDC controllers.
Response: Confirmed. Interchangeability is related to field devices, not Direct Digital Control
(DDC) controllers. See paragraph 1.1.1 or 1.1 for these sections.
172. Inquiry: (Reference 23 09 00) Specification 230900 - Section 1.5.c Table II - Items #8 (XIF Files and LNS Plug-Ins ), 9(Draft LNS Database ),& 14 (Final LNS Database) reference data and/or software related to a LON system. Spec 23 09 23.02 required the BAS to be BACnet. Please confirm the provided BAS system is BACnet.
Response: Confirmed. The provided Building Automation Systems (BAS) is to be Building
Automation and Control Network (BACnet) compatible.
173. Inquiry: Due to the design and function of the building (sombustion air, roll up doors, etc) the air barrier test has no purpose for this project. Please remove this requirement.
Response: Air Barrier inspection only is required for the Engine Hall. Air Barrier testing is required for the rest of the building.
174. Inquiry: In the prevous Q&As it was noted that site demolition for P-332 would be put into CLIN
1B since it was OUTSIDE of the facility 1.5 meterline. Are we to include all demolition for the project (P332 and P334) in CLIN 1B since all of it is technically outside the 1.5 meterline?
Response: See revised Bid Schedule, Amendment 0006 and reference Sheet GI003. Site work associated with each Military Construction (MILCON) project should be allocated appropriately to their respective CLINs.
175. Inquiry: Please clearly denote what demolition scope is to be included with P-332 and what is to be included with P-334.
Response: Refer to PPI#174. Additionally, review Specification Section 01 14 00 WORK
RESTRICTIONS in their entirety, including attachments.
176. Inquiry: (Reference 26 32 15.00) Limiting the entrance velocity around the perimeter of the radiator group is required to prevent derating caused by circulating warm air flow. Industry standard is approximately 2.5 m/s maximum air velocity at the unobstructed perimeter line. With the radiators grouped together as shown on CS101, the bottom of the radiator cores should be placed at roughly 6-7 meters above ground level using basis of design radiators shown on MP603.
This elevation exceeds standard base frame offerings from most radiator vendors, and an engineered equipment platform will be required. Can the DOR provide a conceptual design for the platform to allow competitive bidding between contractors? A final equipment-specific design by contractor will be necessary.
Response: The design is reflective of the placement and the elevation needed in the drawings.
The elevation is critical to the airflow and was engineered for both performance and radiated sound. Propose in accordance with the solicitation.
177. Inquiry: (Reference Page SF103 and SF301) SF103, SF301 and AE301 provide only a general information on hook coverage, hook vertical travel, clear hook height. The implied coverage of 1000mm from the face of wall may not achieveable due to the configuration of an overhead crane.
Also, the hook height of 7010mm may not be achieveable with crane trolley. Note that the distance from the face of wall to the centerline of the crane rail is 300mm. Please provide the basis of design crane used by NAVFAC to design the layout of the generator bays
Response: Propose in accordance with the solicitation.
178. Inquiry: (Reference Page SF301) The continuous corbel design for the support of a crane rails is problematic due to the following. 1. ACI concrete tolerances for the height of the corbel allow a greater variation in height than CMAA crane rail requirements. 2. The embed detail does not allow for field adjustment. 3. Welding the rail to the base plate makes rail replacement difficult.
Response: Refer to Overhead Bridge Crane Notes, Sheet SF101, and to Typical Crane Runway
Haunch Detail, Sheet SF503. Rail attachment to the haunch is part of the delegated design. Use of rail clips, shims, and pad is anticipated. The indicated embed plate may be omitted if not needed for rail. Drawings to not indicate welding of rail to base plate.
179. Inquiry: (Reference Section 412213) Has Navy Cranes reviewed and approved the design, specifically the installation procedures? On previous NAVFAC projects, Navy Cranes has required a roof hatch on the cranes centerline to facilitate installation.
Response: Navy Crane Center involvement not required for the cranes. Propose in accordance with the solicitation.
180. Inquiry: (Reference Section 412213) Please confirm that crane test weights will be supplied by the Navy.
Response: Refer to Spec 41 22 13.14, para 3.4.2, Contractor must furnish test weights.
181. Inquiry: (Reference Page SF301) Per section C1, there is 240 mm between the bottom of the steel trusses and the top of the crane clear zone. Has design coordinated any and all utilities that need to occupy this void, such as, fire protection?
Response: Design has been coordinated. Refer to Overhead Bridge Crane Notes, Sheet SF101.
182. Inquiry: (Reference Page CS101) Please provide dimenstions on the acoustical wall panel length.
Response: Refer to PPI#42, Amendment 0004.
183. Inquiry: (Reference 211313 Fire Protection) Specification States, "A waterflow test was performed on 10/20/2021 along Third Street and resulted in a static pressure of 448.2 kPa with a residual pressure of 413.7 kPa while flowing 8086 L/min. Perform a fire hydrant flow test prior to shop drawing submittal in accordance with NFPA 291. Results must include hydrant elevations relative to the building and hydrant number/identifiers for the tested hydrants, including which were flowed, which had a gauge. This information must be presented in a tabular form if multiple hydrants were flowed. The results must be included with the hydraulic calculations." Please confirm that if water pressures are lower than those listed in the specification, a contract modification will be issued.
Response: Propose in accordance with the solicitation. Differences in the flow tests will be evaluated on a case-by-case basis.
184. Inquiry: (Reference 014500.0020 Fire Protection) The requirement for a full time US registered
FPE is an unnecessary expense for the complexity of this project. (Also, staffing the project is problematic.) Inspection of underground piping installation, flusihing, and testing can be conducted by the QC team. The faciliity has minimal ceings. Inspection of the FP piping and Fire Alarm installation can be inspected by a FPE in less than two weeks.
Response: No question is posed. Propose in accordance with the solicitation.
185. Inquiry: (Reference Section 33000) All of the aggregate available in Djibouiti is susceptible to
ACR. Fly ash, which has been imported, is the recommended solution to the ACR problem. Given the existing known problem, is testing necessary?
Response: Prohibition on aggregate susceptible to ACR (alkali-carbonate) remains. Fly ash (as specified) helps mitigate ASR (alkali-silicate). Retain testing requirement, as aggregate is not required to be sourced locally.
186. Inquiry: (Reference Page AF601 Section 096723.13 and 09723.15) Epoxy Resinous Flooring inlcuding the fuel resistant is not durable. It is easily scarred. Sealed concrete provides a durable more cost effecitive finish. Consider removing to reduct initial and long term maintenance costs.
Response: Epoxy Resinous Flooring provides the chemical resistance this facility requires. Epoxy
Resinous Flooring remains the floor finish for all rooms indicated to receive floor finishes ERF1 or ERF2, per drawing AF601. Propose in accordance with the solicitation.
187. Inquiry: (Reference Section 99713.27) What steel receives the High Performance Coating for
Steel Buildings? Please confirm only steel.
Response: The high performance coating is for steel structures. To clarify, the word “structures” includes more than inhabitable buildings. Per Paragraph 3.2 of Specification 09 97 13.27, “Coat exterior surfaces of structure including steel roof, shell, legs, stair, railing, and other appurtenances."
188. Inquiry (Reference Page AF601, Section 99713.27) Certified Industrial Hygienist. Given the location of the project, steel will prAobably be painted at the fabricator. Is a CIH required for shop painting. Given the small amount of steel on the project, consider removing CIH requirement.
Response: Shop painting is not permitted, so the Certified Industrial Hygienist requirement still applies. Review specification Section 09 97 13.27, Paragraph 2.2.

2. Revise the Solicitation:
CURRENT:
2.1.5 The Government intends to award a contract to a single contractor for CLIN 1, with CLINs 2 through 9 as priced options. The Government reserves the unilateral right to award CLINs 2 through 9 to the Contractor at the proposed price at the time of award or within 365 calendar days after the contract award. A firm fixed proposed price is required for ALL CLINs (CLINS 1 through 9). No provision is made for economic price adjustment. Offerors not submitting pricing for all CLINs will be considered nonresponsive to the solicitation and will not be evaluated.
REVISED TO:
2.1.5 Award will be made on the total sum of CLINs 1 through 9.
The Government intends to award a contract to a single contractor for CLIN 1 and 2, with CLINs 3-9 as priced options.
If there is a difference between a unit price and the extended total, the unit price will be held to be the intended bid and the total recomputed accordingly. If an Offeror provides a total but fails to enter a unit price, the total divided by the specified quantity will be held to be the intended unit price.
The Government reserves the unilateral right to award CLINs 3, 4, 5, 6, 7, 8, and 9 to the Contractor at the proposed price within 365 calendar days after the contract award. A firm fixed proposed price is required for all CLINs. No provision is made for economic price adjustment.
Evaluation of Options (JUL 1990). Except when it is determined in accordance with FAR 17.206(b) Evaluation not to be in the Government's best interest, the Government will evaluate offers for award purposes by adding the price for the Option(s) to the total price for CLIN 1 and 2. In accordance with FAR 52.217-5 Evaluation of Options, evaluation of options will not obligate the Government to exercise the Option(s).
If all CLINS are exercised at the time of award, the contract completion date remains 1,348 calendar days after issuance of the NOTICE TO PROCEED. The award of one or more options will NOT extend the contract completion date (regardless of the number of options awarded). Offerors not submitting pricing for all CLINs will be considered nonresponsive to the solicitation and will not be evaluated.
The Government may reject an offer as nonresponsive if it is materially unbalanced as to prices for the basic requirement and the option quantities. An offer is unbalanced when it is based on prices significantly less than cost for some work and prices, which are significantly overstated for other work.
If any of the Option CLINs 3, 4, 5, 6, 7, 8, and/or 9 are exercised, additional bonding and consent of surety is required. Consequently, the Performance Bond must reflect 100 percent of the aggregate amount of all Items.
