About this file
This document is an amendment to a solicitation for the design and construction of an electrical power plant and associated site work at Camp Lemonnier, Djibouti. The Navy is seeking responses to pre-bid inquiries, revising the experience requirements to allow projects completed within the past twelve years rather than ten, and updating site visit instructions. Offerors must inspect the organized site visit on August 22, 2023 at 0900 and submit visitor information by July 27. The solicitation seeks design and construction of a new 10+ megawatt power plant, including procurement and installation of two 2-megawatt generators in parallel, and integration of a supervisory control and data acquisition system.

AMENDMENT 0001
The purpose of this amendment is to:
1. Respond to PPIs
2. Solicitation Revisions
3. Revise FAR 52.236-27 Site Visit Instructions
1. Responses to PPIs
1. Inquiry: (Reference: Page 10 of 53; Section 2 Basis for Award; Para. 2.1.5) In Factor 1, experience on page 10 of 53, it says “Projects submitted for the Offeror shall be completed within the past ten (10) years of the date of issuance of this RFP”. Since the last power plant built, PP III, was done 12 years ago, can you consider extending this relevancy of projects to within 15 Years?
Response: See Amendment detail below.
2. Inquiry: (Reference: Section Drawing No: GI-003) At DWG GI-003 states that there are two project comprimising the total solicitation: P332 and P334. We understand hatches for P332 and P334 given in drawing GI003 corresponds to pricing clins at price schedule. As an example, Power Plant building will be embedded under Base Clin-1a and site work for P334 (including bu not limited to new fuel farm) will be embedded under Clin-5 Option-4. In order to avoid any confusion please confirm.
Response: Drawing GI-003 does not necessarily correspond to pricing clins in the price schedule or as specific limits of construction for either MILCON. The intent of drawing GI-003 is to provide a general overview and representation of the two MILCONs upon completion of construction and to work with Spec Section 01 14 00 described construction activities. The contractor is to interpret the complete construction document package as a whole with respect to construction scope alignment to the clin structure.
With that understanding, the P332 Power Plant building is included in the construction scope of CLIN 1a. The P334 site work is included in the construction scope of CLIN 5 Option 4.
3. Inquiry: (Section MEP Specifications) UL listed materials has been defined at MEP specs sections part 2 . However asper sections 1.4.3 and 1.4.3.1 alternative products allowed to be used. ''1.4.3 Standard Products Provide materials and equipment that are products of manufacturersregularly engaged in the production of such products which are of equal material, design and workmanship and:
a. Have been in satisfactory commercial or industrial use for 2 yearsprior to bid opening including applications of equipment and materialsunder similar circumstances and of similar size.
b. Have been on sale on the commercial market through advertisements, manufacturers' catalogs, or brochures during the 2-year period.
c. Where two or more items of the same class of equipment are required, provide products of a single manufacturer; however, the component parts of the item need not be the products of the same manufacturer unless stated in this section.
1.4.3.1 Alternative Qualifications
Products having less than a 2-year field service record will be acceptable if a certified record of satisfactory field operation for not less than 6000 hours, exclusive of the manufacturers' factory or laboratory tests, is furnished.'' Please kindly confirm European standarts such as IEC , DN etc can be used ?
Response: Where UL listed standards are referenced in the specifications, the design intent is to not limit products or equipment to US standards. The Alternative Qualifications paragraph referenced is applicable to all products and equipment and European construction standards are acceptable.
4. Inquiry: (Section MP-706) As per DWG #MP-706 LUBE OIL SYSTEM/COMPRESSED AIR SYSTEM P&ID , COMPRESSED AIR SKID (BY VENDOR) will be supplied by vendor. Please kindly send clarification about scope ? Will government provide the compressor or not ?
Response: On P&ID Drawing MP706 the compressed air skid is a vendor provided delegated design to be installed per the construction drawings. Refer to the drawings for details on the pre-assembled vendor provided compressed air skid to be supplied per the construction documents.
5. Inquiry: (Section Structural Steel Drawings) Steel profiles are given as US type steel profiles.
Since this project is not located inside USA, and the project place is more closer to European countries, for being cost efficient please kindly confirm EN compliant equivalent steel profiles will also be acceptable.
Response: The decision was made during design, as directed/concurred by NAVFAC LANT, to use US shapes for steel. EN shapes are not directly equivalent, and structural elements would need to be re-analyzed to provide EN sizing. Recommend maintaining US sizes.
6. Inquiry: (Reference: Page Drawing CD101, CD102) Reference to Civil Drawings, Drawings CD101 and CD102, please confirm that the required demolition work is included under line item 1.
Response: Drawings CD101 and CD102 do not necessarily correspond to pricing clins in the price schedule or as specific limits of construction. Specification Section 01 11 00, Summary of Work, Paragraph 1.2, Work Covered by Contract Documents describes Base and Option construction activities. The contractor is to interpret the complete construction document package as a whole with respect to construction scope alignment to the CLIN structure. The site demolition is included in the construction scope of CLIN 1B which addresses work outside the facility 1.5-meterline, for Project P-332 Site Work.
7. Inquiry: (Reference: Page Drawing CG101, CG102) Reference to Civil Drawings, Drawings CG101 and CG102, please confirm that the Site Grading and Storm Drainage are included under line item 1B.
Response: Drawings CG101 and CG102 do not necessarily correspond to pricing clins in the price
Paragraph 1.2, Work Covered by Contract Documents describes Base and Option construction activities. The contractor is to interpret the complete construction document package as a whole with respect to construction scope alignment to the clin structure. The site grading are included in the construction scope of CLIN 1B which addresses work outside the facility 1.5-meterline, for Project P-332 Site Work.
8. Inquiry: (Reference: Page Drawing CS101, CS102 (Attachment 1)) Reference to Attachment 1 below (consisting of Drawings CS101 and CS102), please clarify under which Line Item the following items should be included:

2. Solicitation Revisions:
CURRENT:
Factor 1 – Experience:
(a) Solicitation Submittal Requirements:
The Offeror shall submit the following information:
(1) Construction Experience:
Submit a minimum of two (2) and maximum of five (5) relevant construction projects for the Offeror that best demonstrates your experience on relevant projects that are similar in size, scope, and complexity to the
RFP.
For purposes of this evaluation, a relevant project is further defined as construction, renovation or alteration of an electrical power plant and associated switchgear, or other industrial power generating facility.
1. At least one (1) project shall demonstrate experience in construction of a power plant of a minimum of 10-megawatts.
2. At least one (1) project shall demonstrate experience in procurement, shipment, installation, and testing of a minimum of two (2), 2-megawatt-sized generators configured in parallel.
3. At least one (1) project shall demonstrate experience with complex Supervisory Control and Data Acquisition (SCADA) integration.
Projects submitted for the Offeror shall be completed within the past ten (10) years of the date of issuance of this Request for Proposal (RFP).
A project is defined as a construction project performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project; rather Offerors shall submit the work performed under a task order as a project.
The attached Construction Project Data Sheet (Attachment C) is MANDATORY and SHALL be used to submit project information. Except as specifically requested, the Government will not consider information submitted in addition to this form. Individual blocks on this form may be expanded; however, total length for each project data sheet shall not exceed one (1) double-sided page (or two (2) single-sided pages).
For all submitted projects, the description of the project shall clearly describe the scope of work performed and the relevancy to the project requirements of this RFP (i.e., unique features, area, construction methods).
In addition, the description should also address any sustainable features for the project, including specific descriptions of those features. Provide applicable documentation on projects that were validated and/or certified through a Sustainable Third Party Certification program.
If the Offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by the Joint Venture entity. If the Joint Venture does not have shared experience, projects may be submitted for the Joint Venture members. If a project was performed by a JV, and not all partners from that JV are on the JV proposed for this contract, the offeror shall clearly demonstrate what portion of the work was performed by the JV member offering on this contract and shall not include work performed by the JV as a whole. The JV member proposed for this contract shall specifically address field work performed by that JV member including field staffing and direct field work oversight. The JV member proposed for this contract shall also address home office management performed by that JV member including the number/percentage of employees provided for the overall contract by the JV members as well as the overall percentage of work performed by the JV member. The Offeror shall also submit a SIGNED copy of the Joint Venture agreement indicating the proposed participation of each Joint Venture member.
Offerors are still limited to a total of five (5) projects combined.
If an Offeror is utilizing experience information of affiliates/subsidiaries/parent/LLC/LTD member companies (name is not exactly as stated on the SF1442), the proposal shall clearly demonstrate that the affiliate/subsidiary/parent firm will have meaningful involvement in the performance of the contract. The proposal shall state specific commitments of technical resources (e.g. personnel, equipment) that the affiliate/subsidiary/parent/LLC/LTD member companies commit to the performance of this contract. In particular, the proposal will clearly state the specific commitments of resources of the affiliate/subsidiary/parent/LLC/LTD member that will be located at the worksites and company offices in the city/area of the project. The proposal shall also describe specific roles of the affiliate/subsidiary/ parent/LLC/LTD member companies in terms of the work it will either self-perform or manage on behalf of the Offeror in performance of the contract. The Offeror MAY NOT utilize experience of a subcontractor to demonstrate construction experience under this evaluation factor unless specialized subcontractor experience is stated as acceptable. Failure to submit this information may result in a lower rating.
The Offeror may utilize experience of a subcontractor that will perform major or critical aspects of the requirement to demonstrate construction experience under this evaluation factor. The Offer must provide a letter of commitment and an explanation of the meaningful involvement that the subcontractor will have in performance of this contract. More weight may be given to the Offeror’s projects than to those submitted for subcontractors.
