5. Revise the Solicitation

6. Provide Attachments

1. The proposal due date is extended from Tuesday, 07 November 2023 at 2:00 PM Norfolk, VA local time to Tuesday, 28 November 2023 at 2:00 PM Norfolk, VA local time.

2. Responses to PPIs

125. Inquiry: (Reference: Drawing No: IF 101) Please kindly confirm that all items listed starting from

A1 and ending with T2 in the furniture legend are GFGI and to be evaluated under Option Item-8 with Government Estimated Price and HAR Percent

Response: Line item 9 in the Attachment E - Price Proposal Form - discusses Option No. 8 regarding Furniture, Fixtures and Equipment (FF&E) items A1 through T2. There is only one Government Furnished Government Installed (GFGI) item, and that item is a printer which is shown in Control Room 106 on the credenza.

126. Inquiry: (Reference: SPECS : SECTION 26 29 23 ADJUSTABLE SPEED DRIVE (ASD) SYSTEMS UNDER 600 VOLTS) Per the spec 26 29 23, the Total Harmonic Distortion (THD) % for the VFD’s and with these MCC’s being 400VAC, SVX drives will be used. Passive Filters will be added to help to achieve the THD %, however, with the amount of VFD’s adding passive filters will increase the structure counts. One additional structure for every 2 VFD’s.

Please kindly confirm, if the passive filters are OK or a Harmonic Correction Unit (HCU) is required in the lineup to help keep the structure count down. No HCU was noted on the onelines.

If so, please provide the size and quantity wanted to be added for each lineup as the MCC Plant takes exception to any Harmonic Analysis.

Response: Passive filters or Harmonic Correction Units (HCUs) are acceptable. Harmonic requirements may be met by Packaged Adjustable Speed Drive ASD Building overall instead of individual ASDs. Propose in accordance with solicitation.

127. Inquiry: (Reference: 263215; 2.6.8 and 2.8.3.2) 263215 Paragraph 2.6.8 conflicts with 2.8.3.2 fuel cooling. Please confirm if a chilled water cooling heat exchanger is required or a shell and tube type air cooled radiator is to be considered in the pricing.

Response: Chilled water Heat exchanger is required and basis of design was a plate and frame type but the contractor may choose between the two types. Both will be cooled by the chilled water system.

128. Inquiry: (Reference: MP603) MP603 schedules R134a for the air cooled chillers. However, R134a for new equipment is being phased out by end of 2023. Manufacturers in the US and Europe will no longer manufacture chillers with this refrigerant. Please provide updated chiller selection criteria considering the phase out of R134a refrigerant.

155. Inquiry: (Reference: 25 10 11.1.1) Contractor requests documentation of existing SCADA and controls system sufficient to quantify material and integration effort outlined in the general requirements of the Div 25 specification. This should include Operations manuals containing current sequence of operations, Network Diagrams, Controls System Schematics, List of user interface software platforms .

Response: See previous PPI responses and propose in accordance with the solicitation.

156. Inquiry: (Reference: 26 32 15.00; 2.8.4) The required generator coolant expansion tanks and associated pressure control and active vent lines are not shown on drawing MP711, MP60X Schedules, or floor MP40X floor plans. At a minimum, please show expansion tanks on the P&ID drawings along with pressure control lines and active vent collection headers. Expansion tanks can be mounted on the radiator package per 26 32 15.00 2.8.4, however, elevated and sloped pressure equalization lines are typically required between the expansion tanks and a suitable location near the coolant pump inlets. Controlling pressure at the radiators headers is not advisable for remote radiators. A second elevated and sloped active vent collection line must be provided between the expansion tank and powerframe. If separate LT and HT expansion tanks are used, this could result in the addition of four elevated 50mm lines running from each genset to the remote radiator.

Active vent lines collect flow from various high points on the genset powerframe with small diameter tubing and throttling valves to avoid equipment failures, startup problems, and cooling performance problems caused by trapped air pockets.

Response: See PPI #131. The expansion tanks for the radiators, as well as the air vents will be provided by the radiator manufacturer as stated in the radiator schedule on MP603. This is a design that is delegated to the radiator manufacturer and is provided with the radiator package.

157. Inquiry: (Reference: 26 32 15.00; 2.6.4) MP601 Requires single-wall UL 142 Fuel Oil Day Tanks. UL 142 tanks are required to have emergency vents that are not shown on drawing MP701.

Can the emergency vents be fixed to the tanks, or is a separate line required to direct the emergency vents outside the building as required by NFPA 30? A DN150 lines size would be typical for a day-tank e-vent application. UL 2085 (fire-insulated) tanks can be used in some instances to avoid the need for externally routing e-vents.

Response: See amendment detail below. The required emergency vent is changed to reflect the added DN150 vent pipe up through the roof. The rupture disk with bolted access door on the day tank and the vent pipe will terminate with goose neck fitting minimum of 460mm above the roof line with a bird screen. The rupture disk will be designed for 34 kpa to relieve pressure in the day tank. The primary vent will also be terminated with a gooseneck fitting with a birdscreen.

158. Inquiry: (Reference: EW604, EW605) Please confirm MCCs MCC-PP4-3, MCC-PP4-5, and MCC-PP4-6 are not required in the P332 project as they are only associated with the Gensets 1 thorugh 5 which are part of the P334 project.

Response: Propose in accordance with the solicitation.

159. Inquiry: (Reference: EW602) Since the unit substation that includes TR-PP4-01A and LVS-PP4- L1A is asscociated with Gensets 1 through 5, can these items be removed from the project 332 Price Schedule Line Items 1 through 4 and only be carried in project 334 Price Schedule line items?

160. Inquiry: Can you confirm if the neutral system of the LV network provides a neutral conductor independent of the earthing conductor or merged? (according to European standard : TN-C or TN- S or TN-CS?)

Response: The neutral of the transformers supplying the LV network should be bonded to the grounding grid.

161. Inquiry: (Reference: 275-279; Attachment H; EW620-627) please clarify functions 86F/86G/86I not present in the legend ?

Response: The function of the 86 device is lockout relay. The variations are the following:

86F: Feeder Breaker Lockout Relay 86G: Generator Breaker Lockout Relay 86T: Tie Breaker Lockout Relay

162. Inquiry: Is there existing an Bill Off Material for electrical equipment?

163. Inquiry: (Reference: 2-3; 26 08 00; 3.1) A section seems missing in the division 26 : Section 26 11 14.00 10 Main Electric Supply Station and Substation ? Can you provide it?

Response: See amendment detail below.

164. Inquiry: (Reference: EW204) Please provide elevation drawing similar to EW204 for MCC-PP4- 01 and MCC-PP4-02

Response: Elevation drawing should be provided by equipment manufacturer.

165. Inquiry: (Reference: CD101 and CD102; General Note 5) Please clarify the generator phasing removal requirements.
