1.2 WORK COVERED BY CONTRACT DOCUMENTS
1.2.1 Project Description
This project constructs a new electrical Power Plant with ancillary support facilities, fuel storage, and connections to the existing distribution system for Camp Lemonnier, Djibouti (CLDJ). The complete project consists of a Base Bid (MILCON P332) with an Option (MILCON P332). Construction of the Base and Option will meet the Camp's future, anticipated power demand and consumption needs.
Base Bid - MILCON P332
Then Base (P332) scope of work includes construction of an Engine Hall (approximately 2,471 gross square meters) sized to house ten (10) new power plant diesel generators and supporting electrical and mechanical systems and equipment. The new Power Plant building will be configured with a high bay Engine Hall and single-story support facilities. The Engine Hall will consist of two (2) rooms to house five (5) diesel generators each. The Engine Hall will include ancillary space for power generation support systems, day tanks, storage and a small workshop. The single-story support facilities include administrative open office space, a Control Room, two (2) private offices, office storage, communications rooms, mechanical and electrical rooms, battery storage, and (2) ADA/ABA compliant unisex restrooms.
Site preparation for the Base (P332) scope of work includes site demolition, clean up and site earthwork. Paving and site improvements include site access from Fourth Avenue, a parking lot, sidewalks and physical security fencing and gates. Electrical utilities include electrical distribution, site lighting and site communications and security. Mechanical utilities include water supply system, sanitary sewer system, and fuel distribution system.
SECTION 01 11 00 Page 1
The first set of five diesel generators as well as the associated ancillary systems and equipment for all ten generators is included in the Base (P332) scope of work. Remote cooling equipment for the first five generators will be provided on site to the west of the new Power Plant.
The new power plant will be connected to the existing Prime Power 3 (PP3) and Prime Power 2A (PP2A) switchgear equipment, maintaining the existing feeder connections as applicable. The work includes providing a new control system to operate the new power plant and to integrate controls from 12 existing-to-remain generators at PP3.
Fuel supply for the five generators will be fed from the existing PP3 fuel farm by tapping into the existing PP2-PP3 fuel cross connect pipeline to feed the first set of Power Plant generators and day tanks.
Option - MILCON P334
The Option (P334) scope of work include construction of the second set of five (5) generators within the Base (P332) Engine Hall. Remote cooling equipment for the second five generators will be provided on site to the west of the new Power Plant.
Site preparation for the Option (P334) scope of work includes additional site demolition, clean up and site earthwork. Demolition work includes removal of the existing PP2 diesel generators and the PP2 fuel farm and motor gas (MOGAS) facility.
Site improvements include a new Power Plant fuel farm, containment dike and an emergency fuel tank truck off-load facility. Primary fuel tank filling will be made via a new extension of the PP2-PP3 fuel cross connect pipeline to the new Power Plant's fuel farm.
1.2.2 Location
The work is located at Camp Lemonnier, Djibouti, approximately as indicated. The exact location will be shown by the Contracting Officer.
