SPILL PREVENTION AND RESPONSE PLAN
VOLUME I

1.0 EMERGENCY SPILL RESPONSE PROCEDURES
In the event of an Oil and/or Hazardous Substances (OHS) spill begin response actions with Step 1 below, and follow numbered blocks until incident completion. The complete spill response process (Steps 1 through 10) is depicted in Figure 1-6 located on page 1-12.

1. Initial actions: Anyone discovering/causing an oil or hazardous substance spill onboard NAVSTA Rota shall conduct the following immediate initial response actions as appropriate; but only if properly trained and they can be done safely.
Shutdown all appropriate valves and/or pumps.
Restrict all ignition sources and activate available spill control devices
Notify supervisor and people working nearby; and evacuate the immediate area to a safe distance upwind.
Aid exposed personnel by assisting in safely removing from immediate spill area, and requesting medical assistance when calling 911.
Secure storm drains with storm drain covers or diversion barriers.

2. Reporting party provide, and Emergency Dispatch gather, as much of the following information as possible:

All OHS spills onboard NAVSTA Rota will be reported to Emergency Dispatch, unless designated as a controlled operational release resulting from routine aircraft operations, and managed in accordance with (IAW) approved 725th Air Mobility Squadron (AMS) and USN Air Operations Standard Operating Procedures (SOPs). These operational releases will be reported to Air Operations for information. If the release exceeds the threshold designated in the SOP, report to Emergency Dispatch @ 911.
While timely, accurate reporting is essential to minimizing the impacts of an OHS incident, do not delay reporting while trying to gather all the information. Make the call!!
Most OHS spill incidents on or adjacent to NAVSTA Rota will be fuel spills from flight line incidents, facility storage tank transfers, vehicle refueling, waterfront fuel transfers, or hazardous substance (HS) handling incidents. Spill risks are discussed in more detail in Section 3.0.
Assume role as primary incident response contact and communications point Make notifications per ED Response Cards (Figure 1-1) Dispatch Fire and Emergency Services (FES) and Port Operations (Port Ops) (for On-water spills only) first responders and direct to scene Log incident and begin documentation. Utilize Figure 1-7 (Response checklist).

3. Upon notification, Emergency Dispatch (ED) will conduct the following actions:

The Command Duty Officer (CDO) will serve as Command Liaison and coordinate with appropriate command staff, including CO/Executive Officer (XO).
First responder operations will be IAW current Departmental SOPs and procedures, and the IC will conduct a safety assessment, and develop site safety and incident action plans, containing response objectives, and organization, as a minimum. Information will be documented on Incident Command System (ICS) Form 201 and Initial Site Safety Plan (Annex F, Incident Support Plans) as appropriate, depending on the size and nature of the spill. NAVSTA Rota Safety Department can assist in developing a site safety plan.
Off-base, FES will coordinate with host nation (HN) agencies IAW the existing Joint Statement of Understanding (JSOU) between the Spanish Navy and the United States (U.S.) Navy. The IC will keep the CDO informed of any involvement.
Environmental Division will provide an on-site representative that will act as the Environmental Spill Support Coordinator (ESSC) and provide the following coordination support:

• Assess immediate and potential impacts, including resources at risk. Conduct spill site visual inspection with FES and Port Operations Department (Port Ops) personnel as required by IC.
• Advise IC on characteristics, movement, and fate of spilled substance
• Advise IC on sensitive area protection requirements.
• Confer with IC and determine reporting requirements.
• Make input to situation display, including sensitive area identification, and coordinate with IC.
• Assess clean-up, waste management, and disposal requirements; coordinate proper handling and disposal.
• Notify the Public Works Department (PWD); provide incident briefing and assessment; advise if additional clean-up assistance may be required, including potential providers.
• If requested, assist in preparing external notifications, including drafting of OPNAV 5090 OHS Spill Reports and HN notification correspondence.

4. NAVSTA Rota FES will assume duties as the initial Incident Commander (IC) for all spills. They will conduct first responder actions, including source control, containment, and site stabilization, including safety and security coordination. If no further action is required, FES will secure response operations, and contact Emergency Dispatch to notify all parties involved. For on-water spills, NAVSTA Rota Port Ops will form a Unified Command with FES, or will assume IC when the FES determines that they have no further response action responsibilities.

The Initial Response Organization (IRO) will respond to all reported spills to support the IC, and remain until released (Figure 1-2). It's essential that the Responsible Party (RP), if known, is part of the IRO.
The initial IC will continue to manage the response until completion; or properly relieved by another designated IC, subject-matter expert, or the CO. The IC shall ensure that overall NAVSTA Rota command response objectives are addressed in the incident response in addition to specific incident objectives. Command response objectives include:
• Ensure the safety of citizens and response personnel
• Minimize impacts of the spill
• Control the source of the spill (if possible)
• Contain spilled material
• Protect sensitive areas – environmental, cultural, and economic
• Remove spilled material from the environment
• Manage information and intelligence
• Keep appropriate agencies informed
For small land OHS spills where the RP cannot assist in the recovery, i.e., motor vehicle accidents, OHS mystery spills, spills on road ways by an unknown party, no response capacity, etc.:
• FES will conduct first responder actions, including securing the spill source, initial containment, and site stabilization.
• ESSC, if available, will coordinate clean-up and proper waste disposal.

• After hours or if ESSC is unavailable: Emergency Dispatch will notify the Public Works Department (PWD) trouble desk @ 727-2347/2348 (or 659-967-949 PWD duty phone) to dispatch PWD designated personnel (24/7; 365 days) to the spill site for any remaining clean-up, proper containerization, and transportation to the Hazardous Waste Storage Area (HWSA) at Building (Bldg.) #1811.
• If ESSC/PWD are not available in a timely manner: FES will conduct recovery up to 10 gallons and/or one waste bag of spill response material and transport to the Hazardous Waste Accumulation Point (HWAP) located behind the flightline Fire Station 3, Building 58. ESSC will coordinate removal the next working day.
To ensure site safety and continuity on-scene, the relieving IC will receive incident briefing with all pertinent response information, including ICS Form 201. Following a turnover brief, the relieving IC will make a positive statement to on-site response personnel that they have assumed duties as the IC.
All OHS spill response requiring additional clean-up beyond immediate FES and/or Port Ops initial responder actions will be conducted by a designated FRT. The FRT may be composed of personnel from the RP, designated NS Departments, or contractors from accessible Base Operating Services (BOS) Contract or regional Commander, Navy Region Europe, Africa, Southwest Asia (CNREURAFSWA)-coordinated sources. The FRT will conduct all OHS response and recovery operations as well as follow-on site recovery. If the spill source is unknown or from a facility-related cause, PWD, through the ESSC will act as IC and coordinate recovery/clean-up actions through available resources, including accessing contractor support.

5. If further response actions are required, Emergency Dispatch or the active IC will contact the appropriate subject matter IC and supporting Facility Response Team (FRT) (Table 1-2) who will proceed to the spill site and formally relieve the initial FES IC, if required.

Note 1 – Spill response will be conducted with available resources at the time of the incident, without immediate impact to mission. Response capabilities depend upon many factors including material type, volume, time of day, weather conditions, and resource availability. Major response support resources on the base are listed on page 1-6 of this Plan.
Note 2 – 725th AMS may be able to respond to transient aircraft on a case-by-case basis, mission permitting.

An OHS spill is formally designated as “significant” when it meets specific thresholds as defined in the Final Governing Standards (FGS) and amplified in the Region Naval On-Scene Coordinator (NOSC) Instruction (CNREURAFSWAINST 5090.4 series). “Significant” makes a spill a reportable quantity (RQ), as delineated in Annex D, Reporting and Support Request Notifications, with basic “quick look” guidelines provided below in Table 1-2. A spill meeting the “significant” criteria must be reported externally by voice to the NOSC as soon as practicable, with a follow-up OPNAV 5090 Spill Report message (Volume I, Annex D, Reporting and Support Request Notifications), as a minimum.

6. IC and ESSC will assess if spill is “significant” and if so, what the reporting requirements (Annex D) are, including external from the command, and advise the CDO.
CDO will advise the CO/XO and assist in making required reports.

The Commander Navy Region Europe, Africa, Southwest Asia COMNAVREGEURAFSWA Regional Operations Center (ROC) serves as a single point of contact for notifying the Region NOSC and Theater Component Commander (CNE) of significant incidents as directed by COMNAVREGEURAFSWAINST 5090.4 and 3170.1 (series).

7. If spill is not a “significant” spill, not a RQ, and no additional assistance is required, complete response operations, and ESSC complete and retain incident documentation.
8. If spill is a RQ, significant, or requires additional assistance, the CDO or designated command representative will make the following notifications (with CO/XO approval), as a minimum (Figure 1-3):

Activation of the EOC is the next level in the tiered response system as shown in Figure 1-4.
Phone numbers and points of contact by name and billet, are maintained by Emergency Dispatch and CDO recall lists, if required. When the EOC is stood up, notifications will be sent by ED to EOC team members, requesting manning (such as PAO, Legal, Finance, HN Liason).
The IMT will operate from the NAVSTA Rota Emergency Operations Center (EOC), Building 3262 (Security). Building 3269 (Emergency Management (EM) Offices) is a back-up. IMT operations, including team composition and responsibilities will be conducted in accordance with the NAVSTA ROTA EM Plan, (COMNAVACTSPAININST 3440.17). 9. If additional incident management support is required, and when directed by the CO, XO, Ops, or EMO, activate the NAVSTA Rota Emergency Operations Center (EOC) and the Incident Management Team (IMT). Activation and personnel recall will be conducted per the NAVSTA Rota EM Plan, via the computer desktop notification system (CDNS) and/or phone notification, if required. Environmental Unit Job Aids. PWD Environmental will provide an Environmental Unit Leader (EVUL) who will coordinate technical spill support from within the EOC. (Volume II, Section 3.8.1.1).
In the case of a spill exceeding the thresholds in the Spanish Base Naval de Rota oil spill contingency plan, particularly if the spill leaves the installation boundaries (on-water: outside the harbor, Rio Salado; land: potential health and safety impacts) a unified command will be established in the NAVSTA Rota EOC, with the Spanish Navy Ayudante Mayor assuming the role of On-Scene Coordinator with overall authority for response actions. It is essential NAVSTA Rota retains a stakeholder position and active role to manage US Navy responsibilities and liabilities.

Collected spill residues and contaminated recovery materials must be packaged and documented in accordance with FGS-SPAIN Chapter 6 as reflected in SPRP Volume II, Appendix A, Relevant Sections of FGS-Spain 2014.
The ESSC and/or EVUL will coordinate hazardous waste disposal through the DLA Disposition Services.
Indoor areas affected by the spill will be assessed by Occupational Safety and Health personnel from NAVSTA Rota Safety and the Naval Hospital in accordance with the FGS-SPAIN.
The Environmental Division will provide technical support in assessing the environmental impact of the spill, the effectiveness of recovery or cleanup operations, and will assist in developing a plan to restore the environment of the affected area, if necessary. This support shall, when required, be requested through Naval Facilities Engineering Command, Europe, Africa, Southwest Asia.

10. When the CO/XO and/or IC determine that response and recovery objectives are met, demobilize and secure the site.
