DEFINITIONS AND ACRONYMS

DEFINITION/ACRONYM DESCRIPTION

Admin Space Administrative and operational offices, cubicle areas, and work spaces Ash Urn Receptacle specifically used for the disposal of cigarettes, cigars, and other smoking product waste.

Building Perimeter That area normally within two meters from the building exterior wall but extended out to include associated porches, adjacent courtyards, patios, sidewalks, gazebos and other designated smoking areas.

BUMED U.S. Navy Bureau of Medicine and Surgery Child Development Center

(CDC)

A building or area used for the care of children.

CDO Command Duty Officer Clean Free of dirt, dust, spots, streaks, graffiti, smudges, smears, litter, bugs, debris, liquids, and other foreign residue.

Clean Room A room designed and environmentally controlled to be dust free, humidity and temperature controlled for a specific type of work. Special entrance and work policies must be adhered to when working in these spaces.

Clinical and General Patient Care Areas

Patient room, examination room, treatment and procedure room, laboratory space, duty room, day room (lounge), in-patient corridor and passageway, pantry, soiled and clean utility room, locker room, waiting room, tub room, nursing station, medicine room, chart room, conference room, and toilets serving such areas. Clinical and general patient care areas are periodically inspected by The Joint Commission.

Coating Applying a sealing coat (or finish) to a floor, sometimes referred to as waxing.

Collection Point A designated interior or exterior perimeter area location where wastes are placed in waste containers by facility occupants for collection and removal by the Contractor.

Common Area/Space Interior space(s) within a facility accessible and available for use by all occupants, e.g., entryways, foyers, lobbies, corridors/hallways, stairs, libraries, auditoriums, training rooms, restrooms serving such areas (excluding patient care areas), locker rooms and showers, storage rooms, conference rooms, elevators, lobbies, and break rooms/coffee mess spaces/kitchens/lunchrooms.

Contaminated Waste Infectious and pathological wastes packaged in red plastic bags and boxed.

These wastes are NOT to be handled by Contractor custodial personnel.

Critical Patient Care Area Space within an MTF where the threat of nosocomial infection is greatest due to the presence of infectious microorganisms, the means for transmission of the organisms, and the presence of susceptible hosts (i.e., human beings with lowered resistance to disease or infection), e.g., surgical areas, recovery rooms, labor/delivery rooms, emergency rooms, isolation rooms, critical care units, intensive care units, step-down units, intensive care nursery, infant nursery, and toilets serving such areas. Critical patient care areas are periodically inspected by The Joint Commission and monitored by the NAVHOSP Rota staff.

CYP Child Youth Program Debris Includes, but is not limited to, paper, cans, bottles, large limbs and branches, and other similar items.

Discharge Cleaning/Patient Change of Occupancy

Cleaning and sanitizing of patient care rooms to include all floor and wall surfaces, sink and counter fixtures, and the associated bathroom surfaces, and replacement of linens and toiletries and patient bed making following discharge of the patient.

Disinfect To cleanse of microorganisms by application of a chemical agent, also sanitize.

Disinfectant A chemical agent that is used on inanimate surfaces to destroy potentially infectious microorganisms.

DEFINITIONS AND ACRONYMS

DEFINITION/ACRONYM DESCRIPTION

Disinfectant Detergent A chemical product, which is formulated with cleaning agents and germicides, selected for soil removal and simultaneous disinfecting.

Dispenser A dispensing container, machine, etc. which is used to store and release products in single usage portions. Dispensers under this definition include but are not limited to paper towel dispensers, toilet paper dispensers, toilet seat cover dispensers, and soap dispensers.

Duty Room Resident room, intern room, Command Duty Officer (CDO) room, Officer-of-the-Day (OOD) room, and other rooms housing non-patient beds designated as such by the MTF staff.

Dust Free Spaces Areas requiring specific controls on emission of dust particles from cleaning processes or equipment.

Floor That part of a space within a facility that forms its lower enclosing surface upon which one can access by walking, and also includes floor surfaces of stairwells and elevators.

Floor Scrubbing Floor scrubbing is defined as the cleaning of floors by use of an industrial cylindrical or disk-type machine or combination scrubber-vacuum machine using a disinfectant detergent solution approved by the KO and vacuum pick-up.

High Area All vertical and horizontal surfaces within a space located above a height of 2.1 meters from floor level including, but not limited to, walls, ceilings, and fixtures, e.g., light fixtures, HVAC vents, ceiling fans, overhead piping.

Interior Glass Surfaces All glass, plexi-glass, transparent or semi-transparent plastic surfaces within a building. Including but not limited to: walls, doors, room dividers, display cases, etc.

(The) Joint Commission (TJC) A U.S. national organization dedicated to improving the care, safety, and treatment of patients in health care facilities, and publishers of The Joint Commission Manuals. Formerly termed, Joint Commission on Accreditation of Health Care Organizations (JCAHO).

Low Area All vertical and horizontal surfaces within a space located at or below a height of

2.1 meters above floor level including, but not limited to, walls, ledges, sills, interior and exterior doors, furniture, relocatable room partitions, and fixtures, e.g., HVAC vents, equipment, hand railings in stairways, ledges, sills, walls, doors, light fixtures, chalk and dry erase boards and trays, and miscellaneous hardware and bright metal work.

Lunch/Break Room A room designated for use of employees to store, prepare, and consume meals.

Medical Admin Space Administrative and operational offices, cubicle and open admin areas, and work spaces located within an MTF.

Medical Common Space Entryways, hallways, stairs, conference rooms, libraries, auditoriums, training rooms, elevators, lobbies, and admin area restrooms located within an MTF.

Medical Food Handling Space Break rooms, kitchens, coffee messes, lunch rooms, food courts, bars, and cafeterias located within an MTF.

Medical High Traffic Space Patient waiting areas, public restrooms, and pharmacies located within an MTF.

Medical Patient Care Space Examination room, treatment rooms, physical therapy spaces, in-patient rooms and toilets, duty room and staff restrooms in patient care areas located within an

MTF.

Mess Area A room typically equipped with tables, chairs, and appliances designated for use by building occupants to store, prepare, and consume meals; also termed Break Room, Canteen, Coffee Mess, Kitchen, Lounge, Lunch Room.

MTF DoD term for Medical Treatment Facility.

Perimeter Area That area within 1.5 meters from the exterior walls and entrance doors of a facility extended out to include associated open entrance foyers, porches, adjacent sidewalks, courtyards, patios, covered pavilions, smoking gazebos, DEFINITIONS AND ACRONYMS

sitting benches, picnic tables, umbrellas, tables, chairs, fixed barbecue grills, ash urns, and other similar surfaces and equipment in the vicinity of the facility.

Police To physically inspect a designated area in search of debris.

Refuse All garbage, ashes, debris, rubbish, and other similar waste material with the exception of explosive waste, hazardous waste, incendiary waste, and contaminated waste from medical and radiological processes.

Medical Waste A sub-category of special waste. Liquid or solid waste containing pathogens in sufficient numbers and of sufficient virulence to cause infectious disease in susceptible hosts exposed to the waste. Medical waste is sometimes recognizable because of visible blood or other infectious substances, but visibility is not to be used as the sole criterion for infectiousness. Items can be heavily contaminated by an infectious substance (such as serum or plasma), yet show no readily observable signs of contamination. Refer to Specification 1800000 Environmental.

Restroom A room or facility with sinks, urinals, toilets, showers and other similar fixtures.

Sanitary Free of microorganisms.

Sanitize To chemically or physically reduce a microbial population to a level determined to be safe by the most stringent specified health standards, i.e., 99 percent reduction.

Service Class Category that describes frequency of work for each work item.

Sightly Attractive, tasteful, or pleasing to the sight and consistent with its intended purpose.

Space An area to receive janitorial services which may or may not be considered a room by common definition, e.g., definable sections of hallways, stairwells, lobbies, offices, entrances, and elevators.

Surgical Area A space where surgical or invasive medical procedures are performed, e.g., operating room, critical care unit (medical, surgical, cardiac, and neonatal), labor and delivery room, recovery room, and emergency room.

Terminal Cleaning Total thorough cleaning of a critical patient care area including associated restroom, e.g., isolation room, emergency room, ICU, interior of an ambulance vehicle, to include wiping down of all surfaces with a hospital grade phenolic disinfectant, removal and replacement of privacy curtains where present, and proper disposal of cleaning materials to prevent cross contamination.

Vent A ductwork opening to convey heated, ventilated, and air conditioned (HVAC) air; also termed, Supply, Return, or Exhaust Register, Grille or Diffuser.

Walk-off Mat Non-permanent floor or carpet covering typically placed at entrances and in high traffic areas to capture and reduce infiltration of dirt and water; also termed, Runner.

Waste Containers Trash receptacles, wastebaskets, trashcans, wastepaper baskets, or any container holding trash, paper, or refuse of any type.

Window Any glass opening on the exterior wall of a building or facility. Includes the interior and exterior of the glass, sill, frame; as well as the associated screens and storm windows.

Youth Center/Teen Center A building or area used for the care and recreation of older children and adolescents.

The Contractor shall adhere to the applicable portions of the following publications and directives in performing the services required under this contract. This list shall not be considered all-inclusive and does not release the Contractor from all obligations that must be fulfilled in the observance and execution of this contract.

When U.S., European and/or Spanish directives, instructions and industry standards are applicable to the work to be performed under this contract, the most stringent directives, instructions and industry standards shall govern.

Child and Youth Program facilities requirements are governed by OPNAVINST 1700.9E and are not subject to the COL definitions listed above.

Custodial requirements of treatment areas for medical clinics, dental clinics, and hospitals shall comply with TJC standards as funded by BUMED.

BUMED administrative areas under CNIC control will follow CNIC COL standards or applicable MOA.

Employees shall discard food waste in lunch/break rooms or where trash is collected daily in accordance with OSHA requirements. Food waste shall not be allowed in centralized waste containers that are not emptied daily or in desk-side containers unless emptied by the employee daily.

Note 1: Desk-side waste collection is not provided in administrative and operational spaces. Centralized waste containers shall be provided for employee use.

Note 2: Desk-side recycling collection is not provided in administrative and operational spaces. Centralized recycling containers shall be provided for employee use. Recycling containers emptied as necessary to prevent overflow.

Note 3: Lunch/break room area services are limited to stocking paper towels and soap dispensers, where present.

(Floor care provided at the same frequency as the rest of the facility).

Note 4: COL 3 intent is to have floor care events scheduled and performed every two months; therefore, spray cleaning and buffing should not be performed concurrently with quarterly mopping. Annual stripping, coating, and buffing should be performed roughly six months after spray cleaning and buffing and will replace one spray cleaning event for flooring surfaces where stripping and waxing is appropriate.

Note 5: Family Housing to COL 3 at the Housing buildings 162, 163, 589, 182, Chief Park and 1960, shall include the following services:

Windows Cleaning: Quarterly;

Common Areas: Cleaned, supplied replenished, and trash removal services provided Twice Weekly;

Lounges/Lobbies/FH Community Centers: Cleaned Weekly; Trash removal Daily;

Entryways Cleaning: Twice Weekly;

La Plaza and sidewalks at Bldg. 1960: Sweep and damp cleaning of the pavement, cleaning of long benches and wood urban steps, and collection of trash from the rill and pond as needed.
