DEFINITIONS AND ACRONYMS
DEFINITION/ACRONYM DESCRIPTION
Hazardous Material (HM) Any substance, compound, mixture or material that is capable of posing an unreasonable risk to health, safety, or the environment if improperly handled, stored, issued, transported, labeled, or disposed because it displays a characteristic listed in S-FGS Table 5.1., “Typical Hazardous Materials Characteristics”, or the material is listed in S-FGS Addendum 1, “EU List of Hazardous Materials”, or S- FGS Appendix A, “List of Hazardous Waste Substances & Materials”. Munitions are excluded.
Hazardous Waste Accumulation Point
(HWAP)
A shop, site, or other work center where hazardous wastes are accumulated until removed to a Temporary Waste Storage Area (TWSA) or Hazardous Waste Storage Area (HWSA), or shipped for treatment or disposal. A HWAP may be used to accumulate no more than 208 liters (55 gallons) of hazardous waste or 1 liter (1 quart) of acute hazardous waste, from each waste stream. The HWAP must be at or near the point of waste generation and under the control of the waste producer.
HWAP must have warning signs (National Fire Protection Association or appropriate international signs) appropriate for the waste being accumulated at the site. HWAP must comply with storage limits of 6 months in total from the start of accumulation date and final date when leaving the installation.
HWAP must be inspected weekly for malfunctions and deterioration, operator errors, and discharges that may be causing, or may lead to, a release of hazardous waste constituents to the environment or threat to human health. Inspection records must be maintained at least 3 years from the date of the inspection.
Personnel assigned HWAP duty must successfully complete appropriate hazardous waste training necessary to perform their assigned duties. At a minimum, this must include pertinent waste handling and emergency response procedures.
Hazardous Waste Management Plan
In accordance with OPNAVINST 5090.1C, every Navy shore activity that generates HW shall develop and use a HW Management Plan or a HW management component in its P2 Plan and EMS. A HW Management Plan shall:
– Identify applicable regulatory drivers pertaining to the generation and management of HW.
– Identify training requirements and describe procedures for obtaining training and maintaining training records.
– Assign responsibilities for the generation, designation, handling, storage, treatment, disposal, and all documentation.
– Describe all HW generation and management procedures.
– Include or reference the HW minimization plan and goals.
– Include or reference contingency plans and emergency response procedures.
The Plan shall be kept up to date to include changes in HW generation and management procedures, as well as changes in applicable HW regulatory drivers.
The Plan shall include or reference minimization procedures sufficient to achieve DOD minimization goals. Tenant activities may be covered by the host CO's HW Management Plan.
HW Manifest A specific form used to track the shipment of HW from its point of origin to its point of disposal. The installation commanding officer (ICO) or the ICO’s designated representative shall retain signature authority for HW manifests.
Installation’s Environmental Office
The Government function on the Installation that has the authority to implement the Navy’s environmental policies and decision-making regarding environmental compliance issues as well as environmental operational issues.
Installation Environmental Program Manager (IEPM)
The Government function on the Installation that has the authority to implement the Navy's environmental policies and decision-making regarding environmental compliance issues as well as environmental operational issues. The IEPM is the primary liaison for all federal, state, and local regulatory agencies and government officials, and the point of contact for all inquiries from outside the installation (e.g., public or news media inquiries) unless otherwise specified in writing.
Memorandums of Agreement/Understanding
(MOA/MOU)
The installation commanding officer or his designated representative shall retain signature authority for all MOAs and MOUs.
NAVSTA Rota Environmental Office
The Government’s designated function on the installation that has the authority to implement the Navy's environmental policies and decision-making regarding environmental compliance issues as well as environmental operational issues.
NON Notice of Non-compliance NOV Notice of Violation Overseas Environmental Baseline Guidance Document (OEBGD)
Document that establishes standards for environmental compliance at DoD controlled or operated installations in countries for which no Final Governing Standards have been established.
Regulated Medical Waste
(RMW)
A sub-category of special waste. Medical waste is a waste generated by any health-related activity (including hospitals, dental clinics, and veterinary clinics). It is specially managed because it has the potential for causing disease in humans and may pose a risk to both individuals or community health if not managed properly, and that includes, but is not limited to, the following classes: Cytostatic waste and infectious agent and infectious medical waste; microbiology waste; pathology waste; human blood and blood products; potentially infectious materials; sharps, including hypodermic needles, syringes, biopsy needles, and other types of needles used to obtain tissue or fluid specimens; infectious waste from isolation rooms.
Infectious medical waste will be separated if practical from other hazardous and noninfectious waste at the point of origin. Mixtures of infectious medical wastes and hazardous waste shall be handled as infectious hazardous waste under DoD 4160.21-M “Defense Material Disposition Manual” and are the responsibility of the generating DoD Component. Blood and liquid non-infectious waste in quantities <100 ml may be discharged into a sewer system connection (sinks, drains, etc.).
Disposal of bulk blood in quantities >100 ml, other blood products, and other liquid infectious waste into a sewer system connection (sinks, drains, etc.) is prohibited.
The medical waste definition includes both infectious and non-infectious waste and excludes the following:
Wastes produced from kitchens during the preparation of meals;
Wastes from catering activities and food residues, excluding those from departments with infectious patients;
Ordinary trash;
Empty packaging;
Garden waste; and Plasters, non-returnable sheets and clothes, medical towels, bandages and bags for urine (excluding material from infectious patients).
Sampling Plan Plan and procedures to conduct sampling, field testing and laboratory analysis for a defined testing objective.
Treatment, Storage and Recycling / Disposal Facility
(TSRDF)
Facilities that are permitted by applicable regulatory drivers to provide treatment, storage and recycling / disposal services for hazardous wastes.
Waste Transportation and Recycling / Disposal Permits
Permits to be owned by any companies providing off-site waste transportation and recycling / disposal services under this Contract, including but not limited to the EPA ID numbers if applicable. These permits shall be obtained and made available to NAVFAC EURAFSWA Environmental Department for review and concurrence.
Only those permits for NAVSTA Commands will be obtained by NAVFAC EURAFSWA Environmental Department. All Contractor permits must be obtained by them and be required as part of the Contract documents.

REFERENCES AND TECHNICAL DOCUMENTS
The Contractor shall adhere to the applicable portions of the following references and technical documents publications and directives in performing the services required under this contract. This list shall not be considered all-inclusive and does not release the Contractor from all obligations that must be fulfilled in the observance and execution of this contract.
When performing under this Contract, the Contractor shall comply with the requirements of all the applicable Italian national, regional, and local laws and regulations and, when non-conflicting and more protective of the environment as well as human health and safety, shall also comply with the applicable requirements of the U.S. Department of Defense Environmental Final Governing Standards for Spain (DoD S-FGS) and the additional regulatory drivers listed below.

Medical Waste
Container Infectious medical waste containers and boxes shall be ADR-approved; containers are semi-rigid, leak proof, and specifically designated for biological infectious waste.
Sharps will only be discarded into rigid receptacles. Bags or receptacles (including rigid sharps containers) shall be placed inside a rigid puncture-resistant secondary container and hermetically sealed before being transported off site. The secondary container shall be cleaned and disinfected prior to any reuse.
Containers holding sharps shall not be compacted. Needles shall not be clipped, cut, bent, or recapped before disposal.
Color and identification of containers shall be in accordance with the applicable regulatory drivers, including but not limited to the Spanish national, regional, and local laws and regulations.
All bags or receptacles used to segregate, transport or store infectious medical waste shall be clearly marked with the universal biohazard symbol and word “BIOHAZARD” and either “Residuo Biologico” or “Residuo Medico” IN English and Spanish, and will include markings that identifies the generator, date of generation, and the contents.
Containers for cytostatic waste shall be labeled with the following words and the universal symbol for cytostatic products:
“Residuos contaminados quimicamente – Citostaticos / Chemically contaminated wastes – Cytostatic”
Container Sealing Tape
Tape shall be a minimum of 5.10 cm wide with sufficient adhesive to secure corrugated containers.
Tape shall be of a quality to withstand a one
(1) meter drop test of a container weighting twelve (12) kilos, with two wraps of tape going each way across the top and bottom of the container.
Tape shall meet all applicable regulatory drivers, including but not limited to those discussed in BUMED Instructions and S-
FGS.
Container Plastic Bags
Red and Yellow
Bags are a minimum of 3 mils thick and have such durability, puncture resistance, and burst strength as to prevent rupture or leaks during ordinary use.

Bags shall be clearly marked on the outside with the universal “bio-hazard symbol” and the words “BIOHAZARD/ Biohazard/Residuos Medicos Infecciosos” and “INFECTIOUS MEDICAL WASTE/ Biohazard/Residuos Medicos Infecciosos”
NOTE: When containers are picked-up from a designated site, an equal amount of containers, plastic bags and sealing tape shall be provided to maintain inventory quantities.
