DEFINITIONS AND ACRONYMS

DEFINITION DESCRIPTION

Abnormal Wear and Tear The following list of discrepancies shall constitute abnormal wear and tear when identified during the inspection of buses by the Government.

Missing parts.

Missing tires (including spare tire).

Body Work: Scratches through the metal and scratches or dents over 5 inches in length or diameter.

Paint Work: Scratches or chips over 5 inches in length or diameter.

Glass:

- Windshield. Any crack. Pitted, chips, or scratches larger than one inch in length but which are in the critical area of the driver's vision or which will not pass safety inspection will also be deemed abnormal wear and tear;

- Other Glass. Cracked or broken. Also inoperative window mechanism.

Lights. Lenses or sealed beams broken.

Chrome and Other Bright Metal Exterior Trim:

- Bumpers. Dents over 15 inches in length or diameter. Scratches in the metal over 15-inch long.

- Grille. Broken grille. Dents larger than 5 inches in length or diameter.

Interior:

- Missing seats;

- Torn seat backs or panels;

- Damaged or burned seats or panels;

- Inoperable seats (unable to maintain a normal upright position);

- Inoperable arm rests (unable to maintain a normal horizontal position)

Authorized Passengers The designated person having proper identification.

Clean Free from dirt, graffiti, residue and litter.

Round Trip A trip starting at a specified location and ending at the starting location.

Pick up Point Shall be that point designated by the KO where authorized passengers are picked up or dropped off.

The Contractor shall adhere to the applicable portions of the following publications and directives in performing the services required under this contract. This list shall not be considered all-inclusive and does not release the Contractor from all obligations that must be fulfilled in the observance and execution of this contract.

When U.S., European and/or Spanish directives, instructions and industry standards are applicable to the work to be performed under this contract, the most stringent directives, instructions and industry standards shall govern.

CIVIL ENGINEERING SUPPORT EQUIPMENT PAINTING AND PRESERVATION SCOPE OF WORK

1. General Requirements

The Contractor shall provide the painting, bodywork repairs, and corrosion control/prevention procedures for Civil Engineering Support Equipment (CESE).

The Contractor shall be responsible for all required equipment and facilities required to perform the outlined services. The Contractor may be required to pick up and deliver the CESE.

The Contractor shall notify the TPOC/COR at least two (2) business days in advance with their expected arrival day and time. The TPOC/COR will ensure the equipment is ready for transportation and staged at Naval Station Rota Camp Mitchell. The equipment shall be returned to Naval Station Rota Camp Mitchell upon completion of work.

At no time more than five (5) units of CESE will be available for the Contractor.

The Contractor shall provide a repair schedule digitally to the TPOC/COR for each piece of CESE within five (5) business days of the equipment’s arrival at the Contractor’s facility.

Within one (1) day of the equipment’s arrival the Contractor shall photograph all of four (4) sides, the under carriage, the bed, and the interior of the equipment to document the existing condition. The photographs shall be submitted digitally to the TPOC/COR within five (5) business days of the equipment’s arrival. The equipment will be inspected by the TPOC/COR after it is returned. Within five (5) business days the TPOC/COR will identify if there are any discrepancies and notify the Contractor. The Contractor shall be responsible for correcting any discrepancies. The Contractor is required to be familiar with references list in J-1700000-02, References and Technical Documents.

2. Scope of Work

The Contractor shall provide services in order to perform paint/body work repairs and corrosion control and prevention procedures for CESE. This includes, but is not limited to, repairs to the body, chassis frame, floor panels, door jams, window frames, cab compartment, undercarriage, and suspension. The Contractor shall identify any components or parts damaged beyond repair due to corrosion and provide this information to the TPOC/COR for concurrence and procurement.

2.1 Paint and Body Work Repair:

The appropriate corrective action shall be taken for paint and bodywork repair including, but not limited to:

Removal of Surface Contaminants Surface Preparation Spot Painting (if more than 25%, it requires total repaint of equipment) Repainting Overcoat Metal Repair Frame Repair Abrasive Blasting Undercoating

All paint shall be non-glossy and match existing paint. (i.e. Olive Drab Green, Desert Tan).

If equipment is identified to have CARC paint, the Contractor shall clearly understand all health risks and ensure safety precautions and equipment are in place. Reapplication of CARC paint shall meet U.S. military specifications and various requirements of the Environmental Protection Agency (EPA) and the Occupational Safety and Health Administration (OSHA).

CARC application shall be lead and chromate free. Items painted with CARC shall have a notation to that effect on the equipment. The notation shall include the 2-digit month/2-digit year of coating application, a two letter abbreviation of the type of CARC applied and when applicable the notation for use of a zinc rich primer. For example, if a water reducible CARC coating (MIL-DTL-64159) was applied in January of 2019 with the use of a zinc rich primer, an appropriate notation would include “WR CARC Z 01/19”:

WR CARC for water reducible CARC (refers to MIL-DTL-64159) SC CARC for single component CARC (refers to MIL-DTL-53039) Z for zinc rich primer where applicable (refers to A-A-59745)

All existing markings on CESE shall be maintained or replaced. This includes, but is not limited to:

Seven Digit USN Markings Tire Pressure Markings Lift Markings CARC Markings Seabee Stencil (IAW NCFINST 11200.1 page 3-14)

High temperature paint shall be used when required.

Any wood that is deteriorated, in any way, shall be replaced with weather treated lumber. (i.e. wooden platform on stake truck bed).

2.2 Corrosion Control and Prevention

Corrosion shall be identified on the equipment including, but not limited to:

Uniform or General Corrosion Pitting Exfoliation Crevice Corrosion Fretting Corrosion Stress Corrosion Cracking Corrosion Fatigue

All fasteners damaged due to corrosion shall be replaced and anti-seize shall be applied to all fasteners prone to corrosion.

All electrical connectors, terminal strips, ground point connectors and hydraulic fittings that are exposed to weather shall be waterproofed with a clear RTV Silicone Rubber Sealant.

Non-skid coatings shall be applied to steps and any other areas that would require non-skid coatings.

Rubber mats shall be placed in all steel battery boxes, after corrosion has been removed and battery box repainted.

After corrosion has been removed, all Light Service Support Vehicles (GM Pick-ups) shall have undercarriage coatings applied to protect against saltwater exposure. The undercarriage coating shall be Tectyl 2423 or similar and selected by the Contractor and approved by the TPOC/COR prior to application.

After corrosion has been removed, all CESE with beds shall have an abrasion resistant coating applied to the bed.

The abrasion resistant coating shall be A-A-59800 or A-A-59719 and shall be selected by the Contractor and approved by the TPOC/COR prior to application.

3. Pricing of Services

The Contractor shall perform all services defined in sections 1 and 2 on Non-Recurring (IDIQ) type basis. The Government will purchase services at its discretion.
