Title Description
1 General Information The Contractor shall provide all labor, management, supervision, tools, material, and equipment required to perform refuse collection, disposal and recycling at NAVSTA Rota, Spain, and its outlying support sites.
1.1 Concept of Operations The intent of 1503030 Integrated Solid Waste Management (ISWM) is to specify the requirements related to the collection, off-site transportation, and recycling/disposal of solid wastes materials.
The following services are not included in this technical specification:
• Waste removal from inside buildings and service locations to waste collection points. This is included in 1503010, Custodial.
• Removal and disposal of biohazardous waste (from areas such as medical centers). This is included in 1800000, Environmental.
• ISWM services do not include any repair work of facilities or fixtures. This is included in 1502000, Facility Investment.

2.1 Definitions and

2.2 Personnel The Contractor shall provide personnel with the qualifications, technical knowledge, experience and skills required for efficient operations within the Integrated Solid Waste Management function.
2.2.1 Certification, Training, and Licensing
The Waste transporters shall be registered in Spain and authorized in accordance with the applicable regulatory drivers, and vehicles shall be appropriately licensed.
2.3 Special Requirements
2.3.1 Weight Tickets Individual weight tickets denoting the date, type of truck or container, and tonnage of waste items recycled/disposed of shall be submitted per Section F with the Contractor's monthly invoice. The Contractor shall also provide the total tabulated tonnage (broken down by CER code) disposed during the month.
2.3.2 Permits and Licenses Within 15 calendar days after contract award, the Contractor shall submit copies of waste transportation and recycling/disposal permits or other written documentation of approval and suitability of landfill or other final recycling/disposal methods as per Section F. These licenses/permits shall be updated as necessary during the contract period to ensure full compliance with Spanish law and regulations and shall be made available to the KO for inspection or validation at any time during the performance of the contract.

3 Recurring Work
The Contractor shall provide refuse collection, off-site transportation, and recycling/disposal services to ensure refuse and recyclables are properly collected, removed and disposed.
Common Output Level Standards (COLS) are defined by Commander, Navy Installations Command (CNIC) for Navy Shore Commands. Services for Integrated Solid Waste Management are specified for COL3 as shown in J- 1503050-03.
All waste items shall be transported in a covered vehicle to prevent loose debris from flying or falling from the vehicle. Type, color, and identification of vehicle shall be in accordance with applicable Spanish regulations.
All waste shall be disposed of
Refuse is properly collected, transported offsite, and recycled/disposed consistent with COL3 or otherwise specified.
Pickups are scheduled at the minimum number that will prevent waste container overflow.
Recycling is performed to reduce solid waste volume.

3.1 Solid Waste
Collection and Removal
The Contractor shall provide collection of residential, commercial and industrial solid wastes to ensure all waste items are collected and removed in a proper and timely manner.
The Contractor shall develop and submit a schedule that has been optimized for solid waste collection per Section F.
Pick-ups are scheduled at the number that will prevent container overflow.
The Contractor shall submit changes to the solid waste collection schedule in writing to the KO for approval.
Adherence to the Government-approved Collection schedule does not relieve the Contractor of meeting the requirements of this PWS.
If the scheduled collection day falls on an observed holiday, pickup shall be on the following work day.
The Contractor shall collect and dispose of any spillage and excess waste at no additional cost to the Government. Excess waste shall include, but not be limited to, overflow or other waste items placed outside the containers.
The Contractor shall return each waste container to its original location.
Informational Note: The Government has found on previous contracts that solid waste collection at the
Residential, commercial and industrial wastes are collected and removed per the Contractor’s schedule.
Waste collection areas are free of waste following collection operations.
All waste containers are emptied on an optimized schedule.

3.1.1 Residential
Waste
The Contractor shall collect and remove general household and bulky item waste from waste collection areas to ensure refuse is removed in a proper and timely manner.
The Contractor shall return each waste container to its original location.
Current collection points are designated in J-1503030-05.
Residential waste is removed from waste collection areas per the Contractor’s schedule.
Containers are returned to an upright position and lids are secured.
3.1.2 Recyclable
Urban Waste Collection and Removal
The Contractor shall collect and remove recyclable urban waste from containers to ensure it is removed in a proper and timely manner.
The Contractor shall return each waste container to its original location.
All recyclable urban waste will be placed in designated containers that are segregated by the type of recyclable urban waste, including but not limited to paper and cardboard, plastics, glass, iron and steel, wood, and wet organic.
Current collection points are designated in J-1503030-05.
Recyclable urban waste is removed from waste collection areas per the Contractor’s schedule.
Containers are returned to an upright position and lids are secured.
3.1.3 Bulky Waste
Collection and Removal
The Contractor shall collect and remove bulky waste to ensure it is properly collected.
Bulky waste includes all refuse too large or heavy to be placed in designated containers but is within a waste collection point area.
Examples of bulky items include, but are not limited to, small appliances, furnishings, bundled newspapers, pallets, boxes, crates, cartons, tree branches, wood debris, and other boxed or bagged waste.
Bulky waste shall be properly segregated by type, and classified/identified accordingly per the applicable regulatory drivers, prior to being manifested, transported off-site, and recycled/disposed of.
Bulky waste is removed from waste collection areas or dumpsters per the Contractor’s schedule.
Waste collection areas are free of waste following collection operations.

3.2 Solid Waste

All fees associated with off-site transportation and recycling/disposal shall be paid by the Contractor.
Open burning is prohibited and is not an authorized means of solid waste disposal.
The Contractor shall collect and dispose of any spillage.
Solid waste disposal complies with all applicable local, state, and federal laws and regulations.
3.2.1 Non-
Recyclable Urban Waste
The Contractor shall transport off-site and dispose of non-recyclable solid waste to ensure compliance with all applicable local, state, and federal laws and regulations.
The Contractor shall comply with treatment procedures for all foreign port origin waste prior to disposal in accordance with local policy as listed in References and Technical Documents in J-1503030-02.

3.3 Vehicles and
Equipment
The Contractor shall maintain vehicles and equipment in a manner to ensure a clean appearance, minimal foul odors, and normal working condition.
The Contractor shall not clean vehicles and equipment on Government property.
Vehicles and equipment are clean, have minimal foul odors, and are maintained in normal working condition.
3.4 Solid Waste
Containers
The Contractor shall provide containers suitable for the collection and disposal of solid waste, unless specifically identified as Government-furnished.
The Contractor shall submit recommended changes to the size and location of containers in writing to the KO for approval.
The Contractor shall submit, for KO approval, brochures of proposed products before purchasing containers under this contract as per Section F.
All containers are of standard commercial-industrial grade and are clean, have minimal foul odors, and maintained in normal working condition.

The Contractor's name, building number and phone number shall be prominently displayed on each container.
The Contractor shall provide standard commercial containers that are leak-proof, rust-proof, water-proof, and vermin-proof. All doors, lids, hinges, rollers, breaking devices, and other moving parts shall be maintained to keep containers in normal working condition. Bent, damaged, leaking, rusting, missing lids, and unsightly containers shall be repaired or replaced in a timely manner.
The Contractor shall not clean containers on Government property.
Only Family Housing waste collection containers will be provided by the Government.
The Contractor shall ensure that all containers are positioned at their designated pick-up points on the first day of contract.

The Contractor shall not discharge wastewater from cleaning of containers at collection areas or other areas within Government premises, including but not limited to the installation’s sewer and/or drainage systems.
Waste containers, dumpsters, and pick-up point areas are maintained clean and sanitary.

Container cleaning services include the pickup, cleaning and sanitizing of containers and it shall occur off Government property. Clean containers shall be returned to their original locations.
The KO may authorize “on-base” cleaning only if the Contractor provides an appropriate vehicle specifically designed for this purpose.
Waste containers that cannot satisfactorily be cleaned shall be replaced without delay at no additional cost to the Government.
Family Housing residential waste containers are not covered under this spec item.
3.6 Saw Dust
Collection System
The Contractor shall provide approved containers suitable for Saw Dust Collection System to ensure sawdust can be properly collected.
The Contractor shall empty the Saw Dust Collection System located in Bldgs 55 and 62.
The Contractor shall provide 3-days advance notice to the shop supervisor to schedule the performance of the work.
The Contractor shall Lockout / Tag Out the Dust Hopper Electric Switch prior to performing any work.
Saw dust disposal complies with all applicable local, state, and federal laws and regulations.
All containers are suitable for Saw Dust Collection System and are emptied per Contractor’s schedule.
3.7 General
Purpose Containers
The Contractor shall provide approved containers suitable for General Purpose refuse collection to ensure refuse can be collected property.
The Contractor shall deliver and empty 19 CM, 5 CM and 6 CM (construction only) containers as required.
Number of containers and locations will vary based on demand.
Service will be requested by the Government notifying the Contractor Job Manager

3.8 Construction

The Contractor shall collect and transport approximately 1,000 Kilograms per month of used tires and dispose them in accordance with all European and Spanish laws and regulations.
Annually, the Contractor shall provide a final report documenting the total amount, in kilograms, of tires removed and the location sent for disposal and/or recycling.
Used tire disposal complies with all applicable local, state, and federal laws and regulations.
All containers are suitable for the collection and disposal of refuse.
3.10 ISO

The Contractor shall provide approved containers suitable for supporting Port Visits.
The Contractor shall deliver and empty dumpsters for the pier area as directed by the KO. The number and location of dumpsters will vary with the demand for waste removal as the number of ships varies.

Daily collection, separation, and processing of recyclable materials is required to maintain cleanliness and base health & safety.
The Contractor shall provide a Qualified Recycling Program (QRP) with recycling collection areas that are safe, easily maintained and meet both Navy requirements, industry standards, and Spanish laws and regulations.
Recyclable waste is removed from waste collection areas per the Contractor’s schedule or as specified.
All containers are suitable for the collection and recycling of materials.
Recyclable waste disposal complies with all applicable local, state, and federal laws and regulations.

3.11.1 Recycling
Collection
The Contractor shall collect and remove recyclable materials to ensure they are properly collected and disposed.
All processing of collected recyclable materials shall be completed at the base recycling facility. The Contractor is not permitted to remove any Government property to include recyclable materials from the base for processing.
Refuse is properly collected, transported offsite, and recycled.

The QRP shall provide collection bins, vertical bailer and can densifier.
The Contractor shall collect the recyclable materials from the QRP provided recycling bins and transport the materials to the QRP Center for processing and segregation by type.
Once all recyclable materials have been processed, they shall be weighted and recorded.
The Contractor shall ensure that all pallets entering the recycling center are properly stacked prior to being placed in recycling containers.
All trash and debris generated during the recycling collection process shall be properly disposed of by the Contractor.
The Contractor shall collect and dispose of paper from the Hospital loading dock, Bldg 1802, every Thursday at 1330.
3.11.2 QRP Center
Operation
The Contractor shall operate the QRP Center to ensure recyclable materials are properly collected and disposed.
The Contractor shall operate the QRP Center and provide customer service to all base personnel entering the recycling center to drop-off recyclable items from 0900- 1300, Monday-Friday.
The Contractor shall ensure that all dropped off occurrences are handled in an orderly manner and that the that cleanliness of the QRP Center is properly maintained.
The Contractor shall not accept and ensure that base
QRP Center is properly operated as specified.

3.11.3 Meetings and
Reports
The Contractor shall provide monthly status reports to ensure work performed is properly and timely reported.
The Contractor shall provide a Monthly Status Report that summarizes all aspects of the work performed to include total hours worked. These reports shall be provided electronically to the QRP Manger within seven (7) days of each month’s completion.
Contractor shall attend one kick-off meeting at the base QRP Center. This meeting shall address issues related to schedule, processing area, work hours, and other relevant issues. The Contractor shall be responsible for developing and distributing meeting minutes no later than 2 working days after the meeting.

(a) Volume 1: Price Proposal:
Tab J. Certificates of Classification "Referenced proposal section requires that offerors hold current Certificates of Classification identified in the table provided below in this section. In this table we identify Classification for Group R, Subgroup 5 “Waste Collection & Transport,” Category (R.D. 1098/2001) “D,” Category (R.D.
773/1015) “5” as a proposal requirement.
The Certificate of Classification issued under the old regulation R.D. 1098/2001 only has only one top category: Category D (above €600,000). Therefore firms holding their classification under the old R.D. can be rated as acceptable.
However, the Certificate of Classification under the new regulation RD 773/2015 has one additional category for that classification:
Category 4 (from €600,000 to €1,200,000) and Category 5 (above €1,200,000).
We believe that new firms which hold their Certificate of Classification under the new regulation (R.D. 773/2015) are in disadvantage regarding those other firms which hold the certificate under the old regulation (R.D. 1098/2001).
Firms with the old regulation category “D” obtained the rating for previous contracts above €600,000 and are thereby accepted for this proposal, whereas firms with the new regulation category “5” obtained the rating for previous contracts above €1,200,000.
We believe that the above category equivalency results in a disadvantage to firms holding the category “4” for this Group/Subgroup, since they would otherwise be accepted for proposal if they were holding category “D” under the old regulation.
We would request that the classification for Group R, Subgroup 5 “Waste Collection & Transport” under the new regulation R.D.
773/2015, be changed to 4 in order to eliminate this disadvantage. "
