About this file

This document package includes technical specifications for water treatment and distribution services at Isa Air Base and supporting sites in Bahrain. The specifications describe the existing water infrastructure including two reverse osmosis water purification units that produce potable water. Details are provided on the non-potable water supply from the local utility, as well as storage tanks, pipelines and the high and low pressure water distribution zones. Inventories include potable and non-potable water delivery points, and backflow prevention devices. Relatedly, the pre-solicitation notice provides an opportunity for base operations support services including operation and maintenance of the water facilities under solicitation N6247018R3004 from the Naval Facilities Engineering Command. Responses are due based on the solicitation schedule.

The document package provides extensive technical specifications for contractors to operate and maintain the water infrastructure at Isa Air Base and surrounding sites in Bahrain under the base operations support services contract. Inventories and details of potable and non-potable water systems, tanks, delivery points and backflow devices inform response requirements.

Attachment J-1606000-03 Water Treatment Plant and Distribution System Description and Inventory

Currently, non- potable water is supplied to the LSA by Bahrain Ministry of Electricity and Water via a 200 mm (8 inch) main that originates in the City of Sitra approximately 12 km (7.5 miles) to the north of Isa AB. The water is a mixture of desalinated sea water and untreated well water and is not deemed potable according to US standards.

Isa AB is located at the end of the transmission main; therefore, the water pressure fluctuates based on the demands of other water users closer to the water treatment plant at Sitra. The water pressure leaving the treatment plant is approximately 7 bars (103 pounds per square inch), but pressures at Isa AB can drop to as low as 2 bars.

This existing commercial water is only used for latrines, showers, and cleaning.

Two reverse osmosis water purification units (ROWPUs) capable of producing 360 kga/day total capacity of potable water, meeting US safe drinking water specifications, Description Make Model Number Serial Number Reverse Osmosis Unit Waterworks WWRO WWRO4700756 Reverse Osmosis Unit Waterworks HTDS WWR04300752

The ROWPU is containerized. The RO pump will feed the cartridge filters. Chlorination is done before the feed tank to prevent bacterial fouling in the filters. The RO container is automated and has built in protection for low pressure and high pressure shutdowns, as well as any electrical faults. An audible alarm and flashing light are provided to ensure operator attention. Acid and anti-scalant dosing is conducted prior to the micron filters to ensure adequate mixing and retention. The high pressure pump discharge is connected to the vessels with a 316L stainless steel manifold, complete with pump discharge stainless steel concentrate control valve.

Paddle wheel flow meters are incorporated in permeate line. Low pressure piping is with u-PVC Sch. 80 or Class E equivalent. The valves are in stainless steel on high pressure side and u-PVC for low pressure side. Sample valves, all in stainless steel, are provided at:

Feed pump discharge Inlet to micron filtration Outlet of micron filtration Permeate from each vessel And combined sample at permeate outlet

Post chlorination and caustic treatment for the final product water is also done.

Pressure gauges are provided at all critical stages to read pressures at:

Pre-filter Post filter High pressure pump feed High pressure pump discharge Concentrate control

Temperature and pH indicators are provided at the RO inlet. A panel mounted conductivity meter is provided on the permeate line prior to chemical dosing to monitor membrane performance.

The system includes four 5040,000 gallon pretreatment holding tanks, two 20,000 gallon underground tanks and six eight 20,000 gallon treated holding tanks.

The not FFHC EWA water reaches the IAB LSA and splits into two lines in a series of two meter vaults, located on the south side of the LSA North Road (near Building 6400). One line feeds the source water tanks that supply water to WTP. The other line supplies the distribution network of the Low Pressure Zone (LPZ) that is no longer in use. The LPZ distribution line branch valve at this location is closed and the distribution line connected to the LPZ has been disconnected and terminated to avoid potential cross section on October 2015.

On the other side the source water is piped through the run of the side outlet tee into the treatment, storage and pumping facility that feeds the distribution system HPZ and tanker truck loading station. The HPZ water distribution system serves the southern portion of the IAB LSA in the area confined by North Road and the southern boundary of IAB LSA. The HPZ is controlled by the LSA WTP storage and pumping facility.
