An offeror rated Unacceptable for Factor 3 (or any other technical factor) will be considered ineligible for award, unless discussions occur, and the issues causing the Unacceptable rating are corrected through discussions and proposal revisions. For firms found Acceptable on the Factor 3 evaluation, the The relative order of importance of the non-price evaluation factors is the technical Factors 1 and 2 are of equal importance to each other and, when combined are equal in importance to Factor 4, the past performance evaluation/performance confidence assessment. When the proposal is evaluated as a whole, Factors 1, 2 and 4 combined are approximately equal to price. Factor 3 will be rated Acceptable/ Unacceptable. An offeror rated Unacceptable for Factor 3 will be considered ineligible for award, unless discussions occur, and the issues causing the Unacceptable rating are corrected through discussions and proposal revisions.

iii. All ELIN unit prices must be no less than $0.01, unless offering “$0.00.” If an offeror proposes a unit price less than $0.01, but higher than “$0.00,” then the Government will round the unit price to $0.01 and that rounded price and resultant extended total price will be used for evaluation purposes. In the event there is a difference between a unit price and the total amount, the unit price will be held to be the intended offer and the total of the CLIN and ELIN will be recomputed to take into account the change in the contract CLINS/ELINS. If the offeror provides a total amount for an ELIN but fails to enter the unit price, the extended total amount divided by the ELIN quantity will be held to be the intended unit price; although if this calculation results in a unit price requiring more than two decimal places, the unit price will be rounded to two decimal places, and the extended total price will be recalculated in accordance with the preceding paragraph.
v. In the event there is a discrepancy between the Section J ELIN pricing (Attachment J- 0200000-10) and Attachment B- Section B, Supplies or Services and Prices CLIN pricing, the hard copy Section J ELIN pricing will be held to be the intended offer.
