L.4 GENERAL PROPOSAL REQUIREMENTS
a. General Information: The price proposal and non-price proposals shall be submitted in separate three-ring binders and tabbed appropriately. Binders must be marked as “Volume 1: Price Proposal” and “Volume 2: Non-price Proposal”. Should there be a discrepancy between paper and electronic information, the original paper copy shall govern.
b. Elaborate brochures or other presentations beyond that sufficient to present a complete and effective proposal are not desired. Elaborate artwork and expensive visual or other presentation aids are not necessary. Organization, clarity, accuracy of information, relevance, and completeness are of prime importance.
c. The signature of the Offeror provided in Box 17 of the SF33 agrees, if this offer is accepted within 180 calendar days from the date of receipt of offers specified as the due date in Box 9 of the SF33 or any extended due date, to furnish any or all items upon which the prices are offered at the price set opposite each item, delivered at the designated point(s), within the time specified in the schedule.
L.5 EVALUATION FACTORS
1. The solicitation requires the evaluation of price and the following non-price factors:
Factor 1 – Corporate Experience Factor 2 – Staffing Approach Factor 3 – Safety Factor 4 – Past Performance
The distinction between corporate experience and past performance is corporate experience pertains to the types of work and volume of work completed by a contractor that are comparable to the types of work covered by this requirement, in terms of size, scope, and complexity. Past performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts.
Factor 3 will be rated Acceptable/ Unacceptable. An offeror rated Unacceptable for Factor 3 (or any other technical factor) will be considered ineligible for award, unless discussions occur, and the issues causing the Unacceptable rating are corrected through discussions and proposal revisions. For firms found Acceptable on the Factor 3 evaluation, the relative order of importance of the non-price evaluation factors is the technical Factors 1 and 2 are of equal importance to each other and, when combined are equal in importance to Factor 4, the past performance evaluation/performance confidence assessment. When the proposal is evaluated as a whole, Factors 1, 2 and 4 combined are approximately equal to price.
The importance of price will increase if the Offerors’ non-price proposals are considered essentially equal in terms of overall quality, or if price is so high as to significantly diminish the value of a non- price proposal’s superiority to the Government. Award will be made to the responsible Offeror(s) whose offer conforms to the solicitation and represents the best value to the Government, price and non-price factors considered.
L.6 PRICE AND NON-PRICE PROPOSAL SUBMITTAL REQUIREMENTS

i. Provide a listing of each entity within a “contractor team arrangement” (as defined in FAR 9.601) and each corporate affiliate, parent, or subsidiary upon whose resources the offeror is proposing to rely on for this contract (each “Team Member”), including each entity’s full corporate name (no abbreviations), address, point of contact, phone number, DUNS Number, and CAGE Code.
ii. For Team Members that are proposed subcontractors, submit a signed letter of commitment from each subcontractor Team Member(s). The commitment letter shall clearly identify the expected relationship, role, and responsibility of the Team Member. NOTE: General statements of availability are insufficient. The letter must demonstrate how the subcontractor Team Member will be meaningfully involved in the performance of this contract, including description of specific commitment of resources (e.g., personnel, equipment, etc.).
iii. For Team Member(s) that are affiliates/subsidiaries/parent/LLC/LTD member companies, submit a narrative (one for each Team Member) that clearly demonstrates how the affiliate/subsidiary/parent/LLC/LTD member company will have meaningful involvement in the performance of this contract. The narrative shall state specific commitments of resources (e.g., personnel, equipment, etc.) that the affiliate/subsidiary/parent/LLC/LTD member company will commit to the performance of this contract and shall also describe specific roles of the affiliate/subsidiary/parent/LLC/LTD member company in terms of the work it will either self-perform or manage on behalf of the Offeror in performance of this contract. NOTE:
General representations concerning the availability or involvement of affiliates/subsidiaries/parent/LLC/LTD member companies are insufficient to demonstrate meaningful involvement.
iv. In addition, if proposing as a Joint Venture, provide the full name (no abbreviations), DUNS Number and CAGE Code for the JV itself, as well as each JV member, and a copy of the signed Joint Venture Agreement.
Tab I. Please submit the below items (a through c) with your price proposal in a SEPARATE SEALED envelope, labeled “TAB I. This data is NOT to be included on the electronic copies you will provide via a non-rewritable CD. Although this information is required to be submitted with your firm’s price proposal, this information will not be evaluated as part of the price proposal. This information forms the basis of your firm’s responsibility determination should your firm be considered for award. In order to be eligible for award, your firm must be determined responsible in accordance with FAR Part 9, specifically 9.104-1, General Standards.
a. Provide the latest three (3) complete fiscal year financial statements for the prime contractor, certified by an independent accounting firm, if practicable, or at least by an authorized officer of the organization. Submit evidence of availability of working/operating capital, which will be used for the performance of the resultant contract. For Joint Venture arrangements submit the latest three complete fiscal year financial statements for each Joint Venture company and discuss the financial responsibilities among the companies. The Government may also utilize Dun & Bradstreet reports to evaluate the financial capacity of the offeror.
b. One (1) signed Bank Reference demonstrating adequate financial resources. If your firm has a line of credit, provide information on how many figures can your firm borrow against the line of credit (i.e. “medium 6 figures”,-exact line of credit is not required).
c. Three (3) signed credit references. Credit references must verify that your firm pays its creditors timely and in accordance with the terms negotiated with the creditor.
*NOTES:
i. Pricing data (Section B CLINS and Exhibit Line Item Numbers (ELINS) spreadsheet (Attachment J-0200000-10) shall be submitted in hard copy and in Excel format (Microsoft Office Version 2010 compatible) on a CD-ROM. Failure to do so may be cause to eliminate the proposal from the competition without further evaluation.
ii. ELIN unit prices must be rounded to two (2) decimal places only, and each ELIN extended total price must be calculated based on the rounded unit price. If an offeror does not round ELIN unit prices to two (2) decimal places then the Government will round the prices to two (2) decimal places and the rounded prices will be used for evaluation purposes.
iii. All ELIN unit prices must be no less than $0.01, unless offering “$0.00.” If an offeror proposes a unit price less than $0.01, but higher than “$0.00,” then the Government will round the unit price to $0.01 and that rounded price and resultant extended total price will be used for evaluation purposes. Offerors must commit to performing all services in accordance with the PWS. Thus, if an offeror does not enter a numerical value for a line item in attachment J-0200000-10, the Government will treat this as though the Offeror proposes to perform these services at no additional costs.
iv. In the event there is a difference between a unit price and the total amount, the unit price will be held to be the intended offer and the total of the CLIN and ELIN will be recomputed to take into account the change in the contract CLINS/ELINS. If the offeror provides a total amount for an ELIN but fails to enter the unit price, the extended total amount divided by the ELIN quantity will be held to be the intended unit price; although if this calculation results in a unit price requiring more than two decimal places, the unit price will be rounded to two decimal places, and the extended total price will be recalculated in accordance with the preceding paragraph.
v. In the event there is a discrepancy between the Section J ELIN pricing (Attachment J- 0200000-10) and Attachment B- Section B, Supplies or Services and Prices CLIN pricing, the hard copy Section J ELIN pricing will be held to be the intended offer.
vi. Prices provided shall be fully loaded and no other allocations, fees, overheads, G&A, insurance, taxes, profits or any other markups shall be applied when an option is exercised or a Task Order is issued.
vii. Costs for Annex 0100000 and Annex 0200000 shall be considered overhead; therefore, their costs shall be allocated and included throughout the prices proposed for all other annexes.
viii. Offerors may escalate prices for option years one (1) through seven (7).
(b) (Volume 2): Non-Price Factors
Non-Price Submittal Requirements: Submit one (1) original and three (3) copies of the non-price proposal in three-ring binders, clearly marked as “Volume 2: Non-Price Proposal” and tabbed appropriately. Non-price proposals shall be submitted on 8 ½ x 11inch paper with a font no smaller than 10 point. In addition to providing hard copies of the non-price proposal, offerors shall provide one (1) electronic copy of the non-price proposal on a non-rewriteable CD. Failure to provide an electronic copy may be cause to render the offeror non-responsive. The non-price proposal shall not exceed fifty-four (54) single-sided or twenty-seven (27) double-sided pages. ii. For Team Members that are proposed subcontractors, submit a signed letter of commitment from each subcontractor Team Member(s). The narrative shall state specific commitments of resources (e.g., personnel, equipment, etc.) that the affiliate/subsidiary/parent/LLC/LTD member company will commit to the performance of this contract and shall also describe specific roles of the affiliate/subsidiary/parent/LLC/LTD member company in terms of the work it will either self-perform or manage on behalf of the Offeror in performance of this contract. iv. In addition, if proposing as a Joint Venture, provide the full name (no abbreviations), DUNS Number and CAGE Code for the JV itself, as well as each JV member, and a copy of the signed Joint Venture Agreement.
Tab C – Non-Price Factors:
Tab C.1 (1) Factor 1, Corporate Experience:
Solicitation Submittal Requirements:
The Offeror shall provide a minimum of two (2) and a maximum of five (5) relevant projects to be documented only on the Corporate experience Project Data Sheet (Attachment J-1). Offerors shall not submit any information under Factor 1 unless it is on Attachment J-1, or submitted as part of Volume 2, Tab B.The Offeror shall clearly demonstrate relevant prime contractor and/or subcontractor experience on projects similar in size, scope, and complexity to the requirements described in the Performance Work Statement (PWS).
For purposes of this evaluation, a project must demonstrate ALL of the following characteristics to be considered “relevant:”
a. Performance of Base Operations Support (BOS) Services or equivalent facility support services including support of facilities other than military bases; and
b. Performance of services comparable to technical specification 1502000 – Facility Investment (at minimum, including the completion of service orders, Preventative Maintenance (PM), and repairs); and
c. Performance of services comparable to a minimum of two (2) additional technical specifications from the list of technical specifications to be performed under this contract; and
Note: Technical specifications 0100000- General Information, 0200000- Management and Administration will not be considered or counted towards the minimum of two other technical specifications required to demonstrate a relevant project under corporate experience.
d. At least one (1) year of performance, invoiced at $5 million or greater, within the eight (8) year period immediately preceding the deadline for proposal submission.
Note: For example, if the proposals are due on December 1, 2019, the project must demonstrate performance, invoiced at $5 million or greater, for a period of one (1) full year within the dates of December 1, 2011 – December 1, 2019.
The Offeror’s collective relevant projects must aggregately demonstrate EACH of the following (“Aggregate Requirements”):
1. A minimum of two (2) recent and relevant projects; and
2. Performance of services comparable to technical specification 1300000 – Galley on at least one
(1) recent and relevant project; and
3. Performance of services comparable to technical specification 1606000 – Water on at least one (1) recent and relevant project.
If the Offeror is a Joint Venture (JV), relevant experience should be submitted for projects completed by the JV entity. If the JV members have not previously performed together then experience must include at least one (1) relevant project demonstrating performance by at least one JV member. JV Offerors who demonstrate relevant experience by both JV members, whether performing together or separately, may be considered more favorably than JV offerors who only demonstrate relevant experience by a single member.
JV Offerors are still limited to a total of five (5) relevant projects. Projects submitted by JV Offerors where the JV firms performed together (either as partners or in a prime-sub relationship) may be viewed more favorably than projects submitted in which the JV firms did not perform together.
If a project was performed by a JV, and not all partners from that JV are on the JV proposed for this contract, the Offeror shall clearly demonstrate what portion of the work on the submitted project was performed by the entity(ies) proposed to work on this contract and shall not include work performed by the JV as a whole. If the Offeror does not specifically address what portion of the work under the submitted project was performed by the entity(ies) proposed to work on this contact, the project will not be evaluated.
Relevant experience performed by the Offeror as a prime contractor may be considered more favorably than experience performed by the Offeror as a subcontractor, or by a proposed subcontractor. If the Offeror uses a proposed subcontractor(s) to demonstrate corporate experience, the Offeror must:
include the subcontractor in the list of Team Members under Tab B, provide a letter of commitment from the subcontractor submitted in accordance with Tab B above; include the subcontractor’s DUNS number;
and, demonstrate how the proposed subcontractor will use that corporate experience in the performance of the contract. All of the foregoing information in this paragraph shall be submitted in accordance with Tab B above within the required signed Letter of Commitment.
