Item #10
The PFD shows no clearwell tank after the clarifier. We think the process requires a clearwell tank. Please confirm that the tank is required and that the clarifier will gravity feed clean water into the clearwell tank to feed the sand filter pumps.
The requirements of the referenced specification for the electro-coagulation system can be met by various means. This specification is included to establish the performance specifications required to meet the needs of the project. It is the responsibility of the bidder to establish a single source company or manufacturer that can provide a turn-key solution that meets the requirements of this specification.

Effluent Filters
The sand filter specification does not clearly state if the sand filters are pressurized or gravity flow filters. Can the sand filters can be pressurized vessel sand filters? Other wording in the paragraph seems to indicate that these are cartridge filters. More information is required.
Pressurized vessel sand filters were intended. Any reference to cartridges is in error.

2.9
Division 46 Section 2.9 indicates an effluent filter. This is not shown on the PFD. Is this after the sand filter, before the treated water storage tank?
There is no further filtering intended after the sand filter.
21 13
46 53 60 2.9
Effluent Filters
If the sand filters are pressurized vessels, the water will be sufficiently pressurized by the sand filter pumps to flow thru the sand filter into the treated water storage tank. Can the treated water pump skid be removed from the design as a cost savings measure?
See response to comment #18

46 53 60 2.9
Effluent Filters
The sand filter will need to back wash periodically. Do you want this backwash stream to go back to the waste water tank to be re-treated or is the hazardous waste receptacle where the backwash should go? If so, is this receptacle a tank? Please clarify the filter backflush process.

1.13.4 Step #4
In the specifications, it says that sludge will be pumped from the sludge thickener into a holding tank before being pumped into the filter press.
The PFD shows only the sludge thickener.
The sludge thickener will serve as the holding tank for the thickener. There is no dedicated holding tank.
The following have been added by full text:
This amendment hereby:
1. Provides sketch SKM-1
Should we assume that the sludge thickener serves as the holding tank for the filter press?
Please clarify if an additional tank is required.
Is there a water treatment design report? Is there an design influent water specification and/or effluent specification? The EC design will require the design conductivity of the water to be treated.
No water quality reports were available during design. The winning bidder will need to work with the Government to establish the exact criteria that needs to be met.
26 2.3
Is there a specific design range for the dosage of iron in the EC system? If not, what amperage jumps should the EC system be designed for (i.e., maximum amperage and number of plate gaps per flow volume)?
See response to comment #18
Using and open top EC reactor, hydrogen is generated and discharged to the area around the reactor. Is there any specific design plan to dilute the hydrogen generated by the EC system using an open top EC system? Can we provide an alternative design using a pressurized system designed to captures and discharges the hydrogen to the atmosphere above the roof line of the building?
The operation of the system was expected to be intermittent and the hydrogen was expected to be neglible, so no plan to dilute hydrogen was included. It was expected that if a particular vendor believed their system will generate a volume of hydrogen that required dilution, it would be included in their equipment package.

1.12
In our typical treatment process, we use pressurized EC cells which allows us to pump water from a source, through the EC cell, to a tank, and then gravity flow through any tanks to the clarifier. This serves a couple purposes.
Maximizes floc development and prevents it from being destroyed, reduces the number of pumps, flowmeters, and pressure transmitters required. Is this a design change the client would be willing to look into?
See response to comment #18
2.3 / 2.5.5
The multi-tap SCR based power supplies are called out for the EC cell. Can 480 VAC to 48 VDC switch mode power supply be used instead?
The switch mode power supply is fully regulated, has much better power factor and is short circuit protected. Does the power supply need to be certified to UL?
See response to comment #18. Power supplies must be UL listed.
30 IW001
Is there a P&ID of the instruments and controls required other than what is shown on Drawing # IW001? Is there an instrument list in the specification?
See response to comment #18

2.11
In Section 46 53 60 2.11 Pumps It states that "All pumps will have controls and alarms to communicate with tank level sensors, automated valves, and upstream and downstream equipment.
Each pump will be on a skid with a control panel unless otherwise noted." Can we provide a single Control Panel for the Water Treatment System with individual disconnects and HOA switches for each pump skid?
See response to comment #18
What is the NEMA enclosure rating required for the disconnect switches?
NEMA 4X
33 What is the NEMA enclosure rating required for NEMA 4X the water treatment system main control panel (electrical controls)?
34 46 53 60 What is the expected influent water quality? Is the water hazardous?
See response to comment #25
35 16
2.12 #2
What is the source of hydrogen sulfide (as listed in section 2.12 #2)?
There is no particular source of hydrogen sulfide.
This was included as a precaution.
IW101
EP602
On IW101 - the acid pump dosage is listed at 5gpm and the other chemical pumps are 0.1gph.
The motor schedule (EP602) for all the chemical pumps was listed at 1/4 HP. Is 5gpm the expected dose rate or was it supposed to be 5gph?
The acid in this case is not intended for dosing of waste water, but for the cleaning system for the EC unit. The 5gpm rate can be adjusted as deemed appropriate by the EC system vendor.
37 IW001
There appears to be many instruments missing from the PFD. Flowmeters for pump flow control. Level transmitters and/or level switches for the OWS, EC, clarifier. PITs for pump shutdown. pH probes for acid and caustic pH adjustment. Conductivity for CaCl dosage. What controls polymer dosage? Are these instruments listed anywhere?
See response to comment #18
38 EP104
Are there specific requirements or vendors for any of the instruments?
See response to comment #18
39 15
2.11.5
In the specification, there is a requirement for AODD pumps to transfer sludge out of the EC cells, and also to be a mobile unit. This isn't shown on the PFD. Where does the waste go?
The waste is intended to go to the sludge tank.
40 IW001
There are acid pumps shown on the EC system. Is the EC cell housing serving as the reaction vessel for the reaction? Is this acid system part of a CIP process for the EC cell?
The acid system used for cleaning of the EC cells was not defined as it was expected to be integral to the EC unit.
41 13
2.10
Is the waste from the filter press and sand filter considered hazardous?
We were not provided expected influent water quality nor water quality data from existing similar facilities.
42 14 46.53.60
2.11
None of the process pump list materials of construction. Are there any materials of construction requirements for these pumps? Is cast iron acceptable?
Cast iron is acceptable for all pumps, with the exception of pumps used to transfer acid for cleaning of the EC cell.
43 46 53 60
What is used in the wash and foaming system? Is foam expected to develop in the defoam tank with the mixer agitation and any gasses being released? Are there any provisions for a foam suppressant or spray from the top of the defoam tank?
Chemicals/products used in the wash and foaming system are unknown. There is no provision for any system within the defoam tank.
44 15
2.12
Are all the chemical storage tanks to be permanent or replaceable? Are they double contained tanks? How are chemicals being re-filled? Do the tanks require level transmitters?
The tanks are intended to be replaceable. They are not required to be dual wall. No level transmitters are required for the chemical tanks.
45 IW001
What are the water micron requirements for the water cannon? Will the sand filter filtration provide good enough micron removal for the high pressure water cannon at 20-30microns?
We were not provided with specific treated water quality goals. We expect that 20-30 micron particles would be compatible with the water cannon.
46 11
2.6
Division 46 Section 2.6 indicates a solids separation tank. Is this the floc tank w/mixer on the PFD?
These references are for the same tank.
47 15 46 53 60 Will all air for AODD pumps and other air Yes, a compressor is necessary.
2.11.5 requirements be provided by plant air? Does the plant need a separate air compressor?
48 15
2.11.5
Division 46 Section 2.11.5 mentions a 50' power cord. What is this cord for? Is the spec written for an AODD pump or a electrically driven positive displacement pump?
This is a reference to the cord for the compressor.
49 15
2.11.7
Division 46 Section 2.11.7 indicates a centrifugal pump to be used for sludge removal from the clarifier. In our experience centrifugal pumps typically destroy the sludge/floc formation.
Would a progressive cavity or AODD pump be acceptable?
See response to comment #18
50 15
2.11.6
Division 46 Section 2.11.6 indicates peristaltic chemical pumps to be used. Would a chemical diaphragm pump that can operate with a full stroke length, but deliver a continuous discharge be an acceptable alternate?
See response to comment #18
51 18
3.2
Division 46 Section 3.2 mentions "potable water for chemical makeup". What are the specific uses of this potable water in the chemical makeup? We cannot find information in the PFD or the specification.
This was included for convenience. As a performance based project, the type of polymer and the possible need for mixing will be dependent upon the EC system vendor used.
