AMENDMENT 0009
This amendment hereby:
1. Adds Proposal Submission Guidance Electronic Submission of Non-Price Factors 1-4 December 22, 2020 by 1400 EST Hard Copy Submission of Non-Price Factors 1-4 December 30, 2020 by 1400 EST Electronic Submission of Price and Factor 5 January 8, 2020 by 1400 EST Hard Copy Submission of Price and Factor 5 January 15, 2020 by 1400 EST
2. Removes Attachment G Small Business Subcontracting Plan.
Attachments C and E shall be submitted for the Small Business Factor 5.
3. Revises both Factor 1, Construction AND Design Experience, to read:
The attached Construction Experience Project Data Sheet (Attachment A) is MANDATORY and SHALL be used to submit project information. Except as specifically requested, the Government will not consider information submitted in addition to this form. Individual blocks on this form may be expanded; however, total length for each project data sheet shall not exceed one (1) double-sided page (or two (2) single-sided pages).
4. Revises Factor 1, Design Experience Both design-build and design-bid-build projects may be contemplated under this MACC. Therefore, the Offeror is required to identify the design firm(s) (Architect/Engineering firm) to be utilized as Designer(s) of Record (DORs) on anticipated future projects. Provide the full name of the firm, address, DUNS number, and CAGE code. The designated firm(s) will be required to be utilized as the DOR on future design-build task orders under the resulting MACC, unless a substitution is approved by the Contracting Officer for the proposed task order. The Offeror must provide supporting documentation (such as a signed joint venture agreement, partnership agreement, teaming agreement, or letter of commitment on the proposed DOR’s letterhead) demonstrating agreement by the proposed design firm to perform as DOR for the duration of this MACC.
Offerors proposing multiple design firms should submit relevant project experience for all design firms. Failure to do so may result in a lower rating. Offerors are still limited to a total of five (5) projects for Design Experience.
5. Adds language to RFP Section 5.2.1 Price Proposal and Non-Cost/Price Factors Proposal, Offerors shall request a DOD Safe Drop Link for both Non-Cost/Price Factors Proposal and Price/Small Business Proposal no later than 5 days prior to the respective submission due date. If an Offeror requires separate DoD SAFE drop off instructions for the purpose of submitting financial information in accordance with the Price submission instructions, a maximum of two additional email addresses may be provided per Offeror.
To submit the proposal, the offeror will utilize the link provided in the automated email to take you to DoD SAFE at https://safe.apps.mil. The system will allow for inclusion of a short note to the Recipient and then the offeror will click to add files or drag and drop them. Click “Drop-Off Files” to send the files to the recipient. You should receive a notification on the site “Drop-Off Completed” “Your files have been sent successfully.” Please keep this for your records. The file(s) are uploaded and an email will be sent to the recipient notifying them of the “drop-off”.
[Additional details can be viewed in the DoD SAFE User Guide available at https://safe.apps.mil].
Note that the submission of any proposal must be completed no later than the due date and time, unless the date and time are changed via Solicitation Amendment, using the link sent by the contract specialist.
The DoD SAFE system will record the date and time of package submittal. The date and time of package submittal recorded in DoD SAFE shall govern the timeliness of any proposal submission.
Offerors shall allow adequate time to upload files which may be slower for non-DoD users and to avoid other technical difficulties that may be encountered. Offerors are also responsible for submitting files in the format specified and consistent with requirements stated elsewhere in this solicitation. Files that cannot be opened, or are otherwise missing the required content are the responsibility of the Offeror.

90 We request that the bid date be moved from 1/6/2020 to 1/8/2020. With the bid date right after the holidays, it will be very difficult to get coverage on critical scopes of work considering most companies will be coming back from holiday break on 1/4/2020. These extra 2 days allow the subcontracting community to reengage their pricing activities and offer much better coverage that could help the government procure the work at a lower cost.
Bid per RFP.

See Amendment 0009.
Business Subcontracting Plan from the orginial RFP?

In order to provide the government with the highest quality service and the ability to provide the best design services for all types of the projects anticipated under this MACC, it is our intention to propose a two-design firm approach. Please confirm that projects can be provided from each of two design firms if all of the relevancy criteria can be demonstrated from each firm with a maximum of 5 projects total. (For example, 3 projects from Firm A and 2 projects from Firm B.)

113 2 of 5 On page 2 of AM007, item 2 revises Factor 1, (2) Design Experience page limits from two (2) double-sided pages or four (4) singled-sided pages to one
(1) double-sided page or two (2) singled sided pages. However, on page 13 of 73 of the original RFP, the first paragraph reads "...total length for each project data sheet shall not exceed one (1) double-sided page or two (2) single-sided pages." This is the same language as the amendment. Please clarify and confirm the total number of pages for Design Experience projects.
114 Amendment 07 2 Item 2 in Amendment 7 revises the page length submission requirements for Factor 1, (2) Design Experience to “one
(1) double-sided page (or two (2) single-sided pages).” Please confirm the page length submission requirement for Factor 1, (1) Construction Experience remains two (2) double-sided pages (or four (4) single-sided pages). Less than four pages (inclusive of boxes 1-8 of the Exhibit A which takes up nearly one page) is insufficient to present details of the projects that substantiate its relevance to this solicitation. Considering this procurement is being conducted in one step – rather than the two-step process often utilized by NAVFAC for MACC contracts – it is essential offerors are permitted to most effectively showcase their Construction Experience, and allowing a maximum four pages for each project supports this aim.
See Amendment 0009.
115 RFP 7 1(a)(1) Evaluation Factors for Award notes a submission requirement for a CD-ROM.
However, section 5.2 Proposal Submission Instructions indicates to submit via DOD Safe Site to holly.snow@navy.mil. Please clarify if CD-ROM is required for submission. If required, please confirm if USB drive is acceptable in lieu of CD-ROM.
A CD-ROM shall be submitted in the hard copy proposal.
Electronic Proposal Submissions shall be submitted through DOD Safe.
117 Specifiation 05 12 00-2.6.2 notes shop primer per SSPC Paint 20 or 29 which are zinc coatings. Specification 05 21 00-2.5 notes standard SSPC Paint 15 which is standard manf shop primer, except joists and girders that require finish paint per 09 90 00. PPI Cutoff Date Amendment
Amendment 0007 separated the proposal due dates for the Non-Price Factors and the Price and Factor 5. The due date for PPIs, however, remains fourteen calendar days prior to the solicitation closing date which is currently January 6th setting the PPI cutoff date as 12/23, one day after the due date for the Technical Non-Price Factors on 12/22. How does the government plan to address PPIs that arrive after 12/22?
PPIs are due 14 days prior to their respective due dates.
Technical PPI due date remains unchanged. Technical PPIs are due 14 days prior to the proposal due date, which was December 8, 2020.
Price/Small Business PPIs are due 14 days prior to the proposal due date, which is December 25, 2020.
However, since this is Christmas, PPIs will be due by December 24, 2020.
PPI due dates will correlate with any changes in proposal due date.
145 Amendement Amendment 0004 states that all See Amendment 0009.
0004 pg. 2-4 submissions should include Attachment G – Small Business Subcontracting Plan, and all corresponding Factor 5 Attachments C & E. Please confirm that each offeror should include Attachment C, E, and G with their submission.
190 Amendment #004 revised the Factor 5 Small Business Utilization deliverables.
Per this Amendment, the Contractor is to include the Attachment E Historical Small Business Utilization forms, and the Attachment C Small Business Participation Commitment Document.
However, is it correct that outside of Factor 5, but still within the Price Binder, we are to include the Attachment G Small Business Subcontracting Plan (which is extremely similar to Attachment C)?
