About this file
This document package includes specifications for mechanical scissor lifts to be installed at a Naval Station as part of a design-build contract. The specifications call for scissor lifts in three areas with various rated capacities between 8,000 to 15,000 pounds. Requirements include lift speeds between 36 to 50 seconds for 18 inches of travel, minimum platform heights of 48 inches raised and 30 inches lowered, and stainless steel construction for components in wash bays. Electrical specifications require 480V 3-phase motors sized for load and speed, and contactor controls with E-Stop. Finishes will be industrial epoxy over primer in black. Tests will ensure proper loading and speeds, and inspect for deflection after stationary holds.
The related solicitation is for an indefinite-delivery, indefinite-quantity multiple award construction contract for large general projects in the Hampton Roads, Virginia area of responsibility to be awarded by the Department of the Navy's Naval Facilities Engineering Command.

Emerging contaminants, such as PFAS (PFOA and PFOS) and 1,4-dioxane, have also been detected above screening levels within the groundwater of the CERCLA site. All soil and groundwater within the limits of construction must be considered to be contaminated until analytical test results indicate otherwise. Earthwork must be coordinated with the NAVFAC MIDLANT Environmental Services (EVS) through the Contracting Officer. Disturbed soil that meets the definition of satisfactory materials may be placed back in the area of construction.”

Comply with manufacturer's detailed installation instructions when installing the equipment.
SECTION 14 55 00 Page 4
3.3 FIELD QUALITY CONTROL
Inspection: Upon completion of installation, the Mechanical Scissors Lift system shall be inspected to verify that it meets all requirements of Parts 1, 2, and 3 of this Section.
Tests:
1. Operating Load Test: The owner will provide 110 percent test weights and load the LIFT at the ground level. The loaded LIFT platform shall be conveyed to an upper height and returned to the ground level to assure proper operation. If the LIFT cannot lift or lower the load, the LIFT shall fail the test.
2. Performance Test: This Test is to be performed in conjunction with Test 1 above. During the demonstration of the lifting and lowering test, the owner shall measure the time required to lift and lower the capacity load. The owner will average times for lifting and lowering the load and calculate the average lifting and lowering speed. If the LIFT does not lift the load within 10 percent of the specified speed, or if the lowering speed exceeds the lifting speed by more than 10 percent, the LIFT shall fail the test.
3. Stationary Load Test: This Test is to be performed in conjunction with Test 1 above. The loaded LIFT platform shall remain stationary at an upper level for a minimum of one (1) hour.
After the one (1) hour period, the LIFT will be inspected for deflection of the components or drift of the platform. If deformation or downward drift is evident, the LIFT shall fail the test.
3.4 ADJUSTING AND CLEANUP
Touch up all scratches, abrasions, and other defects in the pre-finished surfaces with the same material color as that used in the factory applied finish.
Remove and dispose of all rubbish and debris caused by the work under this section.
Verify that equipment is properly installed and guarded per ANSI MH29.1 .
