About this file
This document is an amendment to a solicitation for an indefinite-delivery, indefinite-quantity multiple award construction contract for facilities primarily in the Hampton Roads area of Virginia. The amendment extends the price proposal due date to January 8, 2020 at 14:00 EST, provides responses to contractor questions, and clarifies requirements around warranty periods for toilet partitions and structural steel primer. Price and non-price proposals will be submitted electronically through DoD Safe. The Naval Facilities Engineering Command is seeking general construction services for large projects in the Hampton Roads area of responsibility.
The amendment provides a site visit log, extends the price proposal due date to January 8th at 2PM EST to allow contractors more time after the holiday period to obtain necessary pricing from subcontractors. It also responds to questions on requirements for toilet partition materials and warranties, structural steel primer, and confirms other specifications.

Please identify, if any, which documents the Government considers to be Controlled Unclassified Information for "Safeguarding Covered Defense Information and Cyber Incident Reporting."
Cybersecurity ‘Incident Reporting’ requirements are covered under the ‘Incident Response’ Security Control Family. Security controls are tailored and approved for each individual system as a part of the RMF Process during project design. The Information System Owner (ISO/SO) would be aware of the types and classifications of information transmitted across that system. The most common ‘controlled unclassified information’ is Personally Identifiable Information (PII) and UFC guidance for SC-28 (UFC 4-010-06 Table G-1) states: "SC-28 - PROTECTION OF INFORMATION AT RISK: Note that many (if not most) control systems will not have any data requiring protection at rest since they will not have PII or classified data. Note, however, that Electronic Security Systems will often require protection of data at rest."
20 The ‘Finish Schedule & Legend’ on Dwg No. AF601 suggests the installation of Product/Brand that uses HDPE Partitions and has a 25-year Warranty Period.
Whereas the Specifications in SECTION 10 21 13 Page 5, 2.3.1 for Toilet Enclosures instructs the use of Phenolic Partitions and has a 10-year Warranty period.

42 83416 1.2.1.f The mechanical plans show specific fabrication requirements for construction of the air side of the plenum doors. However, specification section 08 34 16, paragraph 1.2.1.f appears to have the perforated door air-side plenum interior wall specified to be provided by the door manufacturer, albeit the perforation hole sizes differ. Please advise.
Go by the mechanical drawings: For the PMB bay hangar doors, provide 3/8" openings on both the fixed plate and adjustable plates as shown on M-
301. For the Paint bay, provided 5/32" openings on the fixed plate and 1/4" openings on the adjustable plate as shown on M-303.

65 "Good afternoon. We have received Amendment #7 with the updated submission due dates. Can you tell
The Price Proposal is due by 1400 EST. All proposals (Price and Non-what time our electronic submission for our Price Proposal is due?
Price) will be submitted via DoD Safe.
66 The new due date of January 6 for Price and Factor 5 is going to be very difficult to work around.
General Contractors request pricing in from subcontractors 2 days before the bid date.
We need time to verify and qualify proposals, etc.
That would make it Monday, January 04…….right after most people will have been off for Holiday break.
We respectfully ask the Government not to have many people change their holiday plans and work through their break.
We respectfully ask for a due date of January 12th. This will allow everyone one week after the break to firm their proposals up and submit.
We also ask that the entire proposal be due on January 12, 2021.
See Amendment 0008.
68 Factor 3 - Manag ement Appro ach / Amend ment
PPI #47 issued in Amendment 0007 confirms that the organization chart will be counted into the 10 page limitation; however, the RFP clearly states that the organizational chart is not part of the page limitation under the first bullet under Factor 3 - Management Approach, (a) Solicitation Submittal Requirements.
Please clarify whether the organizational chart will or will not be counted toward the 10 page limit for this Factor.
This replaces the response to PPI #47 on Amendment 0007: The RFP states, "The narrative plan shall not exceed ten (10) single-sided pages (information beyond the ten (10) page limit will not be considered with the exception of the organizational chart)."

Manag ement Appro ach
Per the RFP, page 16, Factor 3 – Management Approach: “The narrative plan shall not exceed ten (10) single-sided pages (information beyond the ten (10) page limit will not be considered with the exception of the organizational chart).” Per Amendment 7, RFI answer, “Please confirm if the organizational chart will be counted into the 10 page limitation for the Factor 3 narrative. – Confirmed.” Please confirm that the organizational chart is not a part of the page limitation.
This replaces the response to PPI #47 on Amendment 0007: The RFP states, "The narrative plan shall not exceed ten (10) single-sided pages (information beyond the ten (10) page limit will not be considered with the exception of the organizational chart)."
90 We request that the bid date be moved from 1/6/2020 to 1/8/2020. With the bid date right after the holidays, it will be very difficult to get coverage on critical scopes of work considering most companies will be coming back from holiday break on 1/4/2020. These extra 2 days allow the subcontracting community to reengage their pricing activities and offer much better coverage that could help the government procure the work at a lower cost.
See Amendment 0008.
