The demising walls for these rooms go to deck. Refer to General Partition

Note 7 on sheet AE501

7 Seed Project - AF601

Reflected Ceiling Plans seem to indicate an acoustical tile ceiling in Room 120E - Air Lock but Room finish does not have a ceiling material identified. Please clarify.

Mech, Plum, & Water

Treatment Plans

PMB and Wash (Div 11), Mech, Plum, &

Integrated Automation

Specs

There appears to be very little mention of equipment and controls being Class 1 & 2, Div 1 rated or 'explosion proof' within the drawings and specs referenced, while there are many points of mention in the specs (especially plenum doors and lifts) that 'relate' to the hazardous locations noted on the electrical plans. We see the explosion proof motors noted in some mechanical schedules but only one sheet of controls plans for the paint booth indicating that everything in the AHU's will be explosion proof.

The plenum door spec indicates much more detail with switches and controls, etc. all being explosion proof methods and materials. Please clarify the extent of PMB, Wash, Mechanical, Plumbing, & Integrated Automation requirements within the hazardous locations as noted on the electrical plans.

The PMB Bay is Class II, Division 1, Group G for the explosive dust:

Motors and equipment required to be explosion-proof are noted on the drawings and equipment schedules.

Provide low voltage wiring and control devices in this space with explosion-proof, non-sparking devices. The Paint Bay and the Paint Mixing/Paint Storage/Cleaning spaces are Class I, Division 1, Group C with the same requirements as noted above for the PMB Bay. Electrical drawing EP-104 shows the Wash Rack Bay as being Class I, Division 1, Group C:

This classification applies only to the electrical services in this space, and not to the HVAC, plumbing or wastewater treatment systems.

65 C502

Sheet C-502 Detail A1 shows 10” min of stone under equipment pad. The same detail shows 6” thick #57 Stone under equipment pad. Please clarify correct thickness of stone under equipment pad.

10" Min. dimension refers to concrete turn down; stone thickness (min.) is as noted.

66 CG101

Sheet CG101 Note 2 States “Manufactured Filtering Device”.

Can more detail be provided for this?

Refer to Specification 33 40 00 for detailed requirements.

No Federal Signal UVRI-BU is shown on the legend, the riser, the matrix, or the floor plans. Historically it has been a Navy requirement for MNS. Is one required on this project?

The system must interface with the basewide MNS system. Refer to specification section 28 31 76 paragraph 2.16.3.

No remote annunciator is shown on the legend, the riser, the matrix, or the floor plans. Historically it has been a Navy requirement for MNS. Is one required on this project?

No, Bid per RFP

No Local Operator Console is shown on the legend, the riser, the matrix, or the floor plans. Historically it has been a Navy requirement for MNS. Is one required on this project?

No, Bid per RFP

Several contractors have indicated that certain areas are Class 1 Div 1/2 EXP PRF based on the electrical drawings. No indication of Explosion Proof devices are shown on the legend, the riser, the specifications, or the floor plans. Are Explosion Proof Fire/MNS devices required on this project?

Fire alarm/MNS devices and the associated installation are to be suitable for the environment in which they are installed. If the electrical drawings indicate an area is electrically classified, appropriate devices and installation methods are required.

If EXP PRF devices are required are the also required to synchronize?

Synchronization is required per NFPA 72 where multiple strobes are in the same field of view.

If EXP PRF devices are required they are most likely not available in the candela indicated on the IFC drawings. What is the intent?

Drawings indicate the minimum candela rating required to meet NFPA

72 public mode notification requirements. Devices of higher rates are acceptable.

The specifications are indicating Scrolling LED Text Displays are

Bid per RFP.

required. Historically the Navy has preferred the Eaton Wheelock LEMD-M. Is this an acceptable product for the MNS LED text displays?

Multiple paths of egress do not have LED Text Displays or Pull stations.

Please confirm they are not required?

Provide text signs where indicated.

Provide pull stations where indicated, except also provide a pull station at the double door adjacent to ELEC

110.

75 Sheet F-002

Sheet F-002 indicates

“COORDINATE WITH

SPRINKLER CONTRACTOR FOR

QUANTITY OF FLOW AND

TAMPER SWITCH MONITORING

POINTS AND THEIR EXACT

LOCATION.” This would imply the fire alarm drawings have not been coordinated with the sprinkler drawings. Is it the intent the FA contractor is required to make an assumption with regard to the quantities?

The drawings are intended to indicate a coordinated design, but the detailed sprinkler system layout is via shop drawings. Coordination between subcontractors is required.

Spec Section

2.7.2

Spec Section 2.7.2 indicates both remote LED and test switches are required. None are shown on the legend, the riser, the matrix, or the floor plans even though there is an NFPA 72 symbol for them. Are they a requirement for this project?

Bid per RFP.

2.11.2

Spec Section 2.11.2 indicates “xenon flash tubes”. The majority of the industry has transitioned to LED strobes. Are LED strobes acceptable for this project?

Yes.

2.11.1

Spec Section 2.11.1 provides parameters for speaker tap and frequency range. If EXP PRF devices are required no products are available to meet the spec requirements. What is the intent?

The intent is to provide a combined fire alarm/mass notification system that produces intelligible voice messages. If devices meeting specific requirements are not available, submit a deviation request as part of the shop drawing submittal.

If EXP PRF speakers and strobes are required they are not available in white or ALERT lettering. What is the intent?

Red devices are acceptable if white isn't available. Strobes may not be marked FIRE.

81 Specifications

122 17 31 62 13 .20 3.3.8

The structural drawings call for up to 90-ft piles to be installed and specification 31 62 13 .20 Precast/Prestressed Concrete Piles

Pile splices are not permitted.

section 3.3.8 does not allow for splicing of piles. Typically, any moment concerns on the piles are alleviated the deeper the splice is located. The pile lengths on this project would require a splice 30- to 40-ft below cut-off elevation to allow for more options of equipment and material selection, if a splice were allowed. This could lead to a more cost effective piling price. Would the government please consider the use of splices for this project?

034500

AE202

Specification section 03 45 00 Precast Architectural Concrete calls for “Fine sandblast Finish” for exposed to view surfaces. Drawing AE202 indicates exterior finish of Precast to be (Body 2) Federal Standard 37769. Is the design intent that the EXTERIOR precast exposed surface be painted or applied High Performance Coating to match the Federal Standard color? Or is integrally colored concrete with the light blast finish intended to be the finish product?

Exterior precast is intended to have an integral aggregate, pigment, and cement mix that closely reflects the Federal Standard 37769 color. The exterior precast panels do not receive paint. The High Performance Coating only applies to the interior surfaces of

Precast Architectural Concrete.

Drawing E-001 includes a note referencing Bid Options and states “Apron Snow Melting Systems for PMB, Paint Bay and Wash Rack Hangar Doors (Not Shown On Plans).

See specification section 22 13.00 20”. It would appear that the appropriate reference is Document 00 22 13.00 20 Supplementary Instructions to Bidders, 1.4.i CLIN Specific Bid Notes, CLIN 0010 and this is the extent of information provided for this system. Questions concerning this system;

a. Does the entire new concrete apron require the snow melting cable system installed on the required 8” centers?

128 8 11-90-40 2.2.1

The Rotating Media Screw Metering System description search leads to a proprietary product. This metering system is not a common necessity for these types of blasting systems since augers will crush plastic media.

Would another means of metering media be allowed?

Alternate means of metering will be reviewed, but will need to be approved by the Government.

129 5 11-90-50 2.3

Will a dust collector design be allowed which utilizes recirculation of filtered air and 20% fresh air return that does not involve any equipment outdoors or conveying of any dust material?

Bid Per RFP.

The drawings and specification for the P1035 Project Paint Bay indicate misc. plenums and ducts along with incorporating a building into a paint

Bid Per RFP area. Our experience is it would be a much better design to utilize a booth insert within the allotted space, the advantages are:

1. Better Controlled Air-Flow

2. Control Air Cure Cycles

3. Reduces Stratification

4. Better Lighting

5. Smooth walls for ease of maintenance

6. Better filter loading for reduced operation cost

7. 80/20 or 90/10 Recirculation- Recirculation provides for much smaller Air Make Up Systems and provided extreme reduction in utilities including electric, gas and chilled water (lower operating cost)

8. Booth Design meets NFPA, OSHA, IBC and IFC Codes

9. Mitigates the need for tile ceiling

10. Plenum doors can be designed to mount on booth or building structure

We have included a concept drawing of a similar application as a reference

Please advise if the Government will accept this design in lieu of the specification as written

185 Geotech report 4.8

The Geotechnical Report from GET Solutions discusses a number of deep foundation types and provides detailed information regarding driven steel piles, driven precast concrete piles and auger cast in place piles.

The Report reads as if any of these three deep foundation systems are acceptable for the proposed work at the site. However, the drawings provided include only details for precast driven piles. In lieu of precast driven piles, would other drilled deep foundations be acceptable for this project due to desirable schedule and cost impacts?

Confirm the hook lift height is 20ft?

What kind of jib? What span? What height of crane? Is jib manual or powered rotation?

Bid per specifications, span is 14'.

Is there a particular color requirement for the concrete mix in precast concrete wall panels?

Refer to Exterior Materials Legend on sheet AE202. See also PPI round 2 response to item 123.

Project specifications, section 034500, Note 2.7.1 indicate an R-value of 15.2 or greater and also indicate a U-factor of 0.048. The drawings indicate that the insulated panels are shown as being 14" thick (5 1/2" exterior side, 3" insulation, and 5 1/2" interior side). This panel configuration may not be able to obtain the indicated U-factor rating given the number of openings in the panels, setback of insulation around edges of wall panels, solid areas of concrete in the wall panels, etc. Can we make adjustment to the panel configuration in order to meet the U-

factor rating?

Do the special coatings on the precast panels extend full height, or just up to the drop down ceiling?

High Performance Coatings are to extend to 6" above the ceiling, and extend to deck where there is no ceiling.

197 SB504 / AE505

Please clarify the depth lift system pits as neither the architectural nor structural drawings provide dimensions. Note #1 on SB504 states "Reference Arch. Plans for pit dimensions", and detail A1/AE505 does not denote the depth of the pits.

Base bid bottom of pit elevation is [- 3'-0"]. Coordinate with lift table requirements.

Section 2.2 specifies openness factor of shade fabric must be 37 percent.

The Finish Schedule & Legend on AF601 indicates 3% open for roller window shade. Please clarify.

There is a typo in the specification section. The spec section 2.2 should read 3 percent, not 37 percent.

202 12 24 13

Section 1.5.1.1 calls for motor-controlled roller shades. Then Section 2.1.1.e calls for manual operated chain drive hardware. Please clarify whether motor or manual shades are required.

There is a typo in the specification section. In spec section 1.5.1.1 the words "motor-controlled" should be deleted.
