CONTINUATION SHEET
2. BASIS FOR AWARD
Delete:
The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. In addition, if the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.
Replace With:
The Government intends to evaluate proposals and award a contract after conducting discussions with offerors whose proposals have been determined to be within the competitive range. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the range to the greatest number that will permit an efficient competition among the most highly rated proposals.
3. EVALUATION FACTORS FOR AWARD
(2) Factor 2 – Management Approach and Schedule
(i) Solicitation Submittal Requirements:
2. Critical Path Schedule
Delete:
A schedule that proposes a contract duration longer than indicated in the RFP will be rated UNACCEPTABLE.
Replace With:
If unable to meet the milestone dates of the RFP, the Offeror shall submit the best possible schedule.
SECTION 01 44 00.22 ARCHAEOLOGICAL MONITORING (PWD ME)
Paragraph 3.1 INSPECTION AND MONITORING
Delete first and second paragraphs in their entirety.
SECTION 01 50 00.00 22 TEMPORARY CONSTRUCTION FACILITIES AND CONTROLS (PWD ME)
Paragraph 1.4.1 Henderson Point
Delete paragraph in its’ entirety.
SECTION 03 31 29 MARINE CONCRETE
Paragraph 1.8.3 Concrete Design Requirements
Add Paragraph 1.8.3.2 Fifty-Six (56) Day Compressive Strength as follows: “The concrete may meet the specified concrete compressive strength at 56 days instead of 28 days if the Contractor's means and methods of construction will not exert loading on the completed work requiring an earlier concrete strength for the completed work and if the longer strength gain will not adversely affect the construction schedule. Intermediate cylinders can be tested at 28 days to estimate if the 56 day strengths can be achieved for a given construction load. Otherwise, the concrete shall meet the specified concrete compressive strength at 28 days.”
Paragraph 1.8.7 Mass Concrete Temperature Control Plans
In the fifth sub-paragraph, revise “Within 3 inches…” to “Between 3 and 6 inches…” in the second, third and fourth bullets.
Add the following to the end of the sixth sub-paragraph: “Sensor installation and temperature recording is not required during construction of the drilled shafts, however all other thermal control requirements shall be provided.”
Add the following to the end of Paragraph 1.8.7:
“After the Contractor has established, to the satisfaction of the Government, that proper control can be maintained of the concrete mix properties, including curing temperatures, the Contractor shall have the option of submitting an alternative plan to use a performance-based criteria for a variable differential limit, based on the concrete strength as determined by the maturity at any given time. This will supersede the 35 degree F limit. The alternative plan shall include the methods used to determine the temperature and supporting data and design to support the accuracy of the method chosen. Provide complete calculations and basis for increasing the maximum differential temperature specification. The Mass Concrete Temperature Control Plan for the alternative performance-based temperature difference limit shall also provide the Government with tables that define ambient temperatures for acceptable concrete placement, the required temperature of the concrete for the ambient air temperature, the maximum predicted concrete temperature, the maximum predicted differential temperature, the time for removal of forms, the allowable air temperature for form removal, and the predicted maximum and differential temperature from placement to age of 28 days. The Government will consider all cracking of a mass concrete placement where the differential temperature exceeded 36 degrees F the responsibility of the Contractor. Upon the Government’s acceptance of the Mass Concrete Temperature Control Plan, continuously monitor all temperature sensors over the required age of the concrete. If the maximum limit or differential temperature limits are exceeded at any time, immediately take action to retard and reduce the out-of-specification temperatures. Failure to maintain proper temperature control under this plan will result in reversion to the 35 degree F limit for subsequent placements until such time that the Contractor demonstrates to the Government that causes for the loss of control have been identified and corrected. Temperature control will be considered to have failed, the mass concrete placement will be considered as defective and resulting delays will be considered as non-excusable if one of the following conditions occurs:
(1) The differential exceeds the variable value by more than 3 degrees F at any time during the first 40 hours after placement.
(2) The differential exceeds the variable value by more than 5 degrees F at any time after the first 40 hours after placement during temperature control.
(3) The differential exceeds the variable value by 2 degrees F or more for any period of 8 hours or more at any time during temperature control.
(4) Cracking of the placement determined to be the result of thermal issues will also be considered to be failure of the temperature control and will result in reversion to the 35 degree F limit, as well as triggering the provisions specified in Paragraph 3.9 REPAIR, REHABILITATION AND REMOVAL and in Specification Section 03 45 33.01, Paragraph 2.2.9 Acceptance/Rejection of Defects.
The Contractor shall determine the extent and effect of the damage and submit a proposed repair plan to the Government for approval to return the concrete to the specified requirements. The Government will determine if the proposed repair methods are acceptable or if concrete removal is required. No repairs shall begin until the Government has approved the repair plan.
Reversion to the 35 degree F requirement will be at no additional cost to the Government or be cause for an increase in schedule.”

26.01 Drilled
Shafts
Paragraph 3.3.d states "Sidewalls of drilled shaft rock sockets shall be cleaned by jetting or other means approved by the Contracting Officer". Will the "Contracting Officer" approve a cleaning method of airlifting the rock socket to remove solids and prove cleanliness of the tip with the use of a Shaft Inspection Device?
The intent of the jetting requirement is to clean the sidewalls for the purposes of obtaining the needed skin friction/adhesion for uplift/tensile resistance, and thus simply cleaning the tip would not be sufficient. Contractor will need to demonstrate that their means would be sufficient to provide proper skin friction/adhesion along the sidewalls.
419 Amendment
In amendment 0009, PPI#104 response said, "No additional permitting is required for water discharges within the basin resulting from monolith placements." To further clarify the purpose of the question was to determine if any permitting or treatment is required to direct discharge the water within DD1N and DD1W to the ocean after the monoliths are set and stitch pours completed.
This is a very large volume of water that will need to be discharge so any amount of treatment would be extremely expensive and time consuming.
Since the stich pours will be completed in the dry additional permitting is not required after the stitch pours are completed
420 03 31 29 Mass Concrete Specification 03 31 29, Paragraph 1.8.1 states the maximum temperature differential is 35 degrees Fahrenheit (Tdiff). Contractor proposes to utilize the Performance Based Temperature Difference Limit (PBTDL) procedure, based on testing and analysis of concrete properties as outlined in ACI and USACE Marine Concrete Specifications. The intent of this procedure would be to demonstrate the concrete’s ability to tolerate a higher Tdiff and to revise the specification requirement to higher than 35F. Would the owner consider specification changes based off of PBTDL procedural testing?
The use of a PBTDL procedure may be used as an alternative to the maximum temperature differential requirement of 35 degrees F. Specification Section 03 31 29 Paragraph 1.8.7 is being revised accordingly.
421 31 63 26.01 Specification 31 63 26.01 Drilled Shafts, Paragraph 2.1.1 states that the Concrete for drilled shafts shall meet the requirements of Tremie Concrete in Section 03 31 29 Marine Concrete, therefore subject to thermal control requirements. Contractor requests thermal control for drilled shafts be waived, similar to the current Super flood project. Please confirm that the drilled shaft concrete will not be required to follow thermal control requirements for the Marine Concrete Mass Concrete Specification.
Temperature control sensor installation and temperature monitoring is not required for the drilled shafts. The approved concrete mix that is used for the drilled shafts shall be based on mass concrete mock-ups that meet all of the thermal control requirements, including temperature monitoring through the installed temperature control sensors. The drilled shaft concrete placements shall meet all of the other thermal control requirements in Specification 03 31 29, Paragraph 1.8.7.
422 Amendment #9 As a follow-up to Amendment #9, PPI Question/Response 345 related to Marine/Non-Marine Infill Concrete Classification within the Centerwall units, please confirm that infill concrete within the Centerwall Units only are not subjected to thermal control requirements.
The infill concrete in the center wall monoliths shall meet all of the thermal control requirements in Specification 03 31 29, Paragraph 1.8.7.
423 03 31 29 Specification 03 31 29, Paragraph 1.8.8 Mass Concrete Mockup states to build a 3-foot cube mockup. Since the definition of Mass Concrete in Paragraph 1.2.r states that it is 4 feet or greater, please clarify if the mass concrete section thickness threshold is 3’ or 4’.
The second paragraph under 1.8.8 is being revised to require a cube with a minimum dimension of 5-ft per side. Thermal testing sensors or thermocouples should be set up in the same locations as specified during construction to perform correlation of mockup results with field results.
424 03 31 29 Specification 03 31 29, Paragraph 1.8.7 Mass Concrete states to place temperature sensors at the corners “Within 3” from the top corner at the intersection of the side forms.” These corner locations are not representative of the mass concrete thermal behavior risk and will create misleading thermal actions not in favor to the concrete thermal performance. Please confirm if this requirement can be waived.
This requirement is to remain.
425 03 31 29 Specification 03 31 29, Paragraph 1.8.7 Mass Concrete states to place temperature sensors within 3” of outside surface of concrete.
Since concrete cover is 6” at most locations where there’s mass concrete, it will present a challenge to properly secure and support the sensors at 3” of the surface as requested.
Please clarify if sensors can be placed at 6” in lieu of 3”.
The sensors can be placed between 3" and 6" of the concrete surface.
Paragraph 1.8.7 is being revised accordingly. For trial batch testing, place sensors in both offset locations and confirm the results.
This may lead to a temperature differential which is less than 35 degrees.
426 03 31 29 Specification 03 31 29, Paragraph 1.8.6.2a states that the minimum Compressive Strength results for Marine Concrete are to be tested at 28 days. With the significant quantity of mass concrete, and the higher volume use of fly ash, or slag, Contractor requests that the design strength testing be specified at 56 Days in lieu of 28 Days.
The concrete may meet the specified concrete compressive strength at 56 days if the Contractor's means and methods of construction will not exert loading on the completed work requiring an earlier concrete strength for the completed work and if the longer strength gain will not adversely affect the construction schedule. Intermediate cylinders can be tested at 28 days to estimate if the 56 day strengths can be achieved for a given construction load. Otherwise the concrete shall meet the specified concrete compressive strength at 28 days.
427 03 45 33.01 This paragraph states that mechanical rebar couplers shall be exposed between the precast and cast-in-place closure pours. It also states that "exposed reinforcement bars that will be submerged for more than one month shall be epoxy coated." Please confirm that these couplers are not considered "exposed reinforcement bars," and therefore it is acceptable to be black bars, similar to its corresponding reinforcing bar inside the monolith.
Confirmed.
Specification Section 03 20 00.00, Paragraph 3.1.2 requires the mechanical couplers to be countersunk in the concrete and plugged with a greased bolt. The remaining depression is to be caulked after the plug bolt is installed.
428 N/A This note states "Reinforcing bars installed in precast slabs and starter walls that are projecting outside the precast concrete shall be epoxy coated including the 12" into the precast concrete." Please confirm this note would not apply to any horizontal rebar that is coupled at the 9' tall vertical exterior face of monolith, that ultimately gets extended into the closure pours.
