“3.5 PREPARE AN INTERPRETIVE PANEL & ARTICLE
This proposed project involves the development of an interpretive panel and article detailing the history of the Shipyard Crane and Railroad Track System.
3.5.1 OBJECTIVE
The purpose of this scope of work is to prepare an interpretive panel to be mounted in Building 238 and provide an article with images for future publication in order to satisfy a stipulation in the Programmatic Agreement between the Navy and the Maine State Historic Preservation Office for the Dry Dock 1 Modification and Expansion project, P-381, Multi-Mission Dry Dock.
3.5.2 GENERAL TECHNIAL APPROACH
1. The contractor conducting the research, developing the narrative, and selecting the images in support of this task must meet The Secretary of the Interior's Professional Qualifications Standards (62 FR 33707) for history and/or architectural history.
2. It is assumed that much of the research needed to prepare this material will be provided by the Government. If additional research is required to complete the task, it shall be conducted at relevant repositories including: Public Works Department, Portsmouth Naval Shipyard in Kittery, Maine; Portsmouth Naval Shipyard Museum in Kittery, Maine; Portsmouth Athenaeum in Portsmouth, New Hampshire; Rice Public Library in Kittery, Maine; University of New Hampshire Special Collections in Durham, New Hampshire; National Archives offices in Washington D.C.
and College Park; and National Archives Northeast Regional Office in Waltham, Massachusetts.
3.5.3 TASK ONE: INTERPRETIVE PANEL
1. Prepare an interpretive panel to be displayed inside Building 238. The interpretive panel shall outline the history and development of the crane and railroad track system, discuss changes in technology, and how cranes, trains, and track have supported the evolving Shipyard mission. A combination of historic photographs, maps, documents, and drawings shall be used to illustrate the full color panel. All files shall be provided in their Native format and in PDF to enable future Navy editing and publication on a website. All graphics shall be of sufficient quality to support printing and web publication.
2. The panel shall measure no less than two feet tall by three feet wide and be made of a durable material, able to withstand frequent handling. Provide the wall-mounted sign support stand-offs with security locking screw caps, and instructions, necessary to install the panel in the future.
3. Assume three rounds of proofs will be required; a draft, final draft, and final. The proofs shall be provided electronically to the COR. The first proof will be provided for Navy comment. After Navy comments have been incorporated into the design, submit a final draft for Navy and SHPO review. Once the Navy and SHPO comments have been received and incorporated, produce a final electronic proof for approval. Once the final proof has been approved by the COR, the panel may be produced.
3.5.4 TASK TWO: PREPARE ARTICLE
1. Utilizing the research undertaken to prepare the interpretive panel under Task One, prepare a brief (approximately 500 word) article for publication in the Shipyard magazine, The Periscope. Select images from the panel to illustrate the article. Provide captions for each image. Assume two drafts will be required. All drafts, and the final submission, shall be provided electronically to the COR. The first draft will be provided for Navy comment. Once Navy comments are incorporated, a final draft will be produced for Navy and SHPO comment.

In Section A3, is all of the reinforcing in the riser wall and utility tunnel epoxy coated?
See Note 3 on the subject drawings and Section 03 45 33.01, Paragraph 2.2.3, last sentence. This requirement pertains to the reinforcing bars projecting from the tops of the precast starter walls, from the vertical face of precast concrete into the openings for the drilled shaft connections, and any other bars that would be located under water per Paragraph 2.2.3 based on the Contractor's means and methods. Only the length of the bar that is exposed plus 12" inside of the precast concrete under these conditions is to be epoxy-coated. The remaining length of the bar shall be un-coated. It is envisioned that the reinforcing bars at the utility tunnel would be installed in-the-dry and therefore do not need to be epoxy-coated per the above requirements.

Additional Notes for tremie concrete, note 5.
"If multiple tremie pipes are used, concrete shall be fed into each pipe at the same rate so that the concrete rises uniformly across the placement" Also, with regards to note 6, it would not be feasible to assume placing in multiple tremie pipes simultaneously due to physical constraints of site access as well as resources with placing equipment and material supply. Please consider removing these two requirements.
Contractor shall plan the size of the tremie concrete placements accordingly.
The requirements are intended to minimize the amount of latent concrete within the concrete placement. Note 5 is being revised as follows: “IF
MULTIPLE TREMIE
PIPES ARE USED,
CONCRETE SHALL BE
FED ALTERNATELY
INTO ADJACENT
TREMIE PIPES SUCH
THAT A 2-FOOT
MAXIMUM
DIFFERENTIAL IS
MAINTAINED ACROSS
THE ENTIRE CONCRETE
PLACEMENT AND THAT
ALL OF THE TREMIE
PIPES REMAIN ALWAYS
IMMERSED AT THE
SAME DEPTH BELOW
AT LEAST 5-FEET OF
FRESH CONCRETE.”
Note 6 is being clarified to allow up to a 2-foot maximum differential across the entire concrete placement.

There is no reinforcing shown in the closure pour between the monolith side walls above the base slab.
We cannot find a section in the drawings detailing the reinforcing in the closure pours between the center wall B monoliths. Is the side wall reinforcing in the B precast monoliths to have couplers so that the side wall reinforcing continues through the closure pour? Or is the side wall closure pour un-reinforced?
