In reviewing the final drawings, we have noticed the following utilities all going thru the northwest corner between the existing substation and the expansion.

An 8" sewer cleanout, 1 "water line with corporation stop and the 1" HPA line. This is a 6-foot-wide area and we do not believe all these utilities can fit in this area without stacking them making future maintenance virtually impossible.

Stacking of some utilities in the area will be required due to congestion.

The plan view in the upper left corner references Note 1 which states “Provide contact grouting in CJ with epoxy grout after closure placement concrete has been placed and cured.” The specification concludes with “… to fill all voids between the concrete placements up to the exposed surface.” Am I correct to understand that this is essentially epoxy crack injection performed in all construction joints inside/above all waterstop placements in all monolith faces? For example, in the dry dock floor closures epoxy grout is to be injected to a depth of about +/- 7 feet along the entire length of all construction joints.

3.4.5

This specification section requires wall placements greater than 5-foot thickness to be a maximum 5-foot lift height for temperature control.

We suggest that you consider changing this specification requirement for lift heights to be determined by the Mass Concrete Thermal Control Plan that must be submitted as described in Section 1.8.7.

There are more economical ways to control concrete temperature in mass placements than being restrictive on lift heights. In addition, a maximum 5-foot lift thickness requirement will produce dozens of more horizontal joints in the exterior walls, the entrance structure, the infill concrete, the stitch

The specification section is being revised to state that the lift heights will be limited per the approved Mass Concrete Temperature Control Plans prepared by the Contractor and based on the results of the Contractor's thermal modeling and mass concrete mock-ups.

Does hazardous level lead contaminated dredge sediments have to be dewatered into a contained system?

The area of hazardous level lead dredge material that has been identified is being removed under the P-310 contract.

For sediment that contains hazardous levels of lead, delineated sediment must be removed via standard dredging techniques (clamshell bucket), dewatered on the barge and direct loaded into a watertight transport vehicle and transported to the Portsmouth Naval Shipyard (PNSY) Hazardous Waste Storage Facility (Building 357) where it will be weighed and manifested. Dewatered dredge material must pass the paint filter test with amendments added as needed prior to transport.

The material will then be directly transported to a Navy-approved licensed disposal facility permitted to dispose of RCRA hazardous waste.

This specification states that all sediment and dredge spoils are required to be disposed of at a licensed landfill. Will rock excavated from within the basin also be required to be disposed of at a licensed landfill?

Rock from the basin that is removed under the P-381 project is currently permitted to be disposed at an upland landfill.

However, the Contracting Officer is in the process of applying for the necessary permits/authorizations for the rock spoils resulting from the mechanical rock grinding required under P- 381 to be allowed for redistribution within the basin in support of drilled shaft construction. Rock spoils associated with drilled shafts under P-381 will still be disposed of at a licensed solid waste facility.

This requirement will be captured in an amendment for Section 35 20 23.

After placing the underwater tremie concrete for the new DD1N entrance cofferdam, a treatment system may be required to get the pH to acceptable levels before dewatering. The current permits do not allow discharge of water to the river after it is treated through a treatment system. Who is responsible to apply for and get a NPDES Waste Water Discharge

The Contractor will be responsible for disposal of concrete wash water.

Disposal of treated concrete wash water into the Piscataqua River would need to be approved by the Maine Department of Environmental Protection (MEDEP). It is the Contractor’s responsibility to manage concrete wash water in compliance with

federal and state water quality regulations. It will be the Contractor’s option to obtain a MEDEP Waste Discharge License (WDL)/Maine Pollutant Discharge Elimination System (MEPDES) Permit that allows for the discharging of treated concrete wash water into the Piscataqua River. The Contractor shall be responsible for preparation and submittal of the General Application for the WDL, including the design, installation, and monitoring of required treatment system to ensure concrete wash water meets the WDL conditions and water quality standards for discharge. The Shipyard will require review of the Contractor’s General Application prior to MEDEP submittal. Review time for the WDL is up to 120 days once MEDEP receives a complete application. In the absence of an approved WDL, the Contractor will remain responsible for proper handling and on or off- Shipyard disposal of concrete wash water through adherence to Project specifications or any relevant permit conditions.

This requirement will be captured in an amendment for Section 01 57 19.00 22.

The referenced specification requires 3d laser scanning within 1/8" accuracy for the survey of the monolith pre-cast construction for the following: 1. Establish Control

2. Rough Formwork and Embedment placement for each monolith

3. Final Formwork and Embedment placement immediately prior to concrete placement for each monolith

4. After Formwork is removed, and

5. After adjustments or modifications.

Using a 3D laser scan system to this level of precision is likely to pick-up anomalies in the formwork and support structure which will reduce the effectiveness of the survey.

Given the A&C units are bottom slabs which will ultimately be covered with cast-in-place concrete we would propose using a conventional survey system accurate to within 1/4" to survey the reinforcing steel and face of forms as the work progresses similar to the steps listed above. Due to the nature of the B-unit walls being exposed in the final condition we would propose a conventional survey system accurate to within 1/8" to survey the reinforcing and face of forms as the work progresses following the steps listed above. Please confirm whether or not this method of survey is acceptable.

Paragraph 1.5 is being revised to allow conventional surveying for the rough and final surveys of the A, B and C precast units before concrete placement. For the A and C units, the accuracy of the top face of the precast floor slab shall be 1/4". The accuracy of the inside face of the starter walls in the A and C units and the accuracy of the exterior face of the walls in the B units shall be 1/8".

Amendment 0007 revised the proposal due date to January 15th. We had previously requested a minimum extension of 4 weeks from the January 5th bid date. After further reviewing the final drawings issued in Amendment 0006 and re-evaluating our estimate schedule, we still require a minimum extension of another 2 weeks, which would be January 29th. Several factors are driving this request

a. Given the changes in amendment 0006 our Team completed new takeoffs to determine the changes between pre-final and final drawings.

b. Upon evaluation of the FINAL drawings issued, further evaluation of our work sequence, additional takeoff, additional engineering and revisions to our schedule is

Proposal due date will be extended to January 29th.

required prior to the bid.

c. Given the timeframe of the due date, upcoming Holidays will have a big impact on our estimators and our ability to review and compare the estimates.

d. With the uptick in COVID cases we have seen several impacts including team members missing time for illness, team members having to work from home due to quarantines and limited access to our offices. Our ability to compare estimates internally will also be impacted with restrictions on travel and capacity of in person meetings.

e. The above factors also apply to the numerous subcontractors & vendors who are critical to providing the most cost-effective proposal.

This is a very technically challenging project that requires a significant amount of engineering, brainstorming and coordination.

To accommodate this, we request a minimum two extension to ensure we submit the best price and schedule in our step 2 proposal.
