This document is an amendment to a solicitation for the Joint Air Defense Operations Phase II project at Joint Base Anacostia-Bolling in Washington, DC. The project involves constructing a two-story Joint Air Defense Operations Center facility including a structural steel frame, concrete masonry unit shear walls, roofing system, site improvements, security fencing, and communication routing. Special construction requirements include a controlled space and exterior finishes to meet Joint Base architectural standards. The amendment provides responses to contractor questions, confirms a proposal due date of March 25, and includes a wage determination. Key details addressed include clarifying door and window specifications, confirming fencing and signage match existing, and sharing photos of areas to be modified like the fuel tank location.

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE (SF 30)

The following have been added by full text:

RFI RESPONSES

1. Paragraphn 2.4.5 Patch paniels; page number 779 of 1116 in Specifications 2. Please provide exact quantities, lengths and colors for each patch cable type to be included in our base bid. If the information requested cannot be provided, are we to provide line-item alternates for each?

GOVERNMENT RESPONSE: Bid per the solicitation requirements, drawings and specs.

2. Sheet T-102 (2nd floor) shows all four Comm Rooms but with no indication as to what drops go to what rooms. Please provide a matrix or a segmented floorplan to indicate what areas each closet serves.

GOVERNMENT RESPONSE: Room 173 - drops from 1st floor with the exception of the Army Duty Desk Office Room 197 per Keyed Note 5 of T-101. Room 298 - terminate both classified and unclassified horizontal cable on the 2nd floor on the plan west side o fthe building starting at Column 3.8 moving left (Sheet T-102). If horizontal cable exceeds 100 meters from Room 298, home to the other side of building (Room 268). Room 268 - all horizontal cable on plan east side of building second floor. Room 241A (training room -training use only); Room 251B (horizontal cable confined to controlled space).

3. Please provide pictures of the following locations at JADOC for reference: the existing fuel tank to be relocated, the exterior wall locations at JADOC I to be demolished, and the tie in point locations for the electrical and communication systems within JADOC I.

GOVERNMENT RESPONSE: Please see attached sample photos and sample markups of room 119 & room 125.

4. Will the topsoil for the planting beds and turf, be spread by others? Are there specs for the Tree Protection?

Will there be soil in the Bioretention Ponds? Do we bid the Tree Replacements?

GOVERNMENT RESPONSE: Contractor to provide and prepare (spread) topsoil for plantings beds and turf areas. No spec for Tree Protection, however, guidance for Tree Protection is outlined extensively. Please refer to Sheet LS 502 "Tree Protection Notes" and Details A1 and C1 on same sheet. Yes, please refer to Sheet LS 501, Detail A1 and A4 for treatment at Bioretention Ponds. Yes

5. I am seeing contradicting language on the site plan, details and specifications on if the fence is supposed to be ornamental or chain-link. The site plan calls it out as ornamental which matches the drawing on the detail.

However, there is a note on the detail that reads “fence fabric not shown for clarity” which would correspond to chain link. There is language in the specification for both chain link and ornamental fence. How should I proceed in pricing the fence? Is there a preferred model of fence if ornamental?

GOVERNMENT RESPONSE: All fencing for the project must be ornamental.

6. Detail A5 on page C-507 has a note for tab plates. We haven’t seen this detail previously with milcon fencing.

What is the intent of the detail?

GOVERNMENT RESPONSE: The vertical tab plates is only required when using bollards for cable reinforcing along fenceline. If the chosen fencing layout does not opt for using bollards for cable reinforcing along fenceline then this detail does not apply.

7. C-507; Note 28, what is needed for pricing at this location? Is it wood fence and brick piers? Please provide detail.

GOVERNMENT RESPONSE: The wood infill fence and brick piers must match existing

8. 01 30 00 – 1.4.1 identifies the Joint Base Anacostia Bolling Communication requirements for building and site renovations and states it will be provided on request including the Engineering Technical Letter 12/02.

It further states to comply with the JBAB Environmental Standards.

These could not be located in the RFP documents. Please provide a copy.

GOVERNMENT RESPONSE: There is no 01 30 00 para 1.4.1 in the package..

9. 00 14 00; 01 46 Drawings: Please confirm whether all construction activities on the JADOC II project are to be performed by U.S Citizens only. Drawing AD101, Note 10 states to

“COORDINATE WITH COR REQUIREMENTS FOR ALTERNATIVE MEANS OF

EGRESS FOR BUILDING OCCUPANTS DURING THE WORK.” Please clarify the extent of expected measures, temporary walkways, overhead protection, etc. that should be assumed as part of this scope. Please confirm that the existing computer equipment, screens, telephones and all other furnishings will be relocated by the Government prior to mobilization for demolition.Drawing AD101, Note 5 – please clarify notification criteria for performing work in the existing facility. Note states “COORDINATE WITH COR AND

PROVIDE NOTIFICATION NOT LESS THAN [[## HOURS] [## DAYS] PRIOR TO

PERFORMING WORK.” Requesting a proposal extension to review pending RFI responses. Please clarify the dimension of the glazing for Type G doors. Regarding the 4-bay Bi-Fold and Coiling Overhead Door #s 176AX and 176B - Please confirm A-601 door schedule information for doors A176AX and A176B. Conflicts exist between door type, details and remarks. According to details on A-512, A-201, and A-101, it appears A176AX should be Type G and A176B should be Type F. Please confirm correct type designations should be used for bidding purposes. Reference specification 08 11 13 paragraph 2.4.4 for Bay Doors. Can individual operators for each door half be provided in lieu of single, center mounted pushrod style operators which typically do not allow for manual closing in the event of power/operator failure when open? Reference specification section 01 46 00 – Blast Resistance, paragraph 1.5-a. lists facility designed according to UFC 4-010-01 Low Level of Protection (LLOP). Are blast doors to be classified as low level of protection in lieu of Medium Level (MLOP)? Reference specification section 01 46 00 – Blast Resistance, paragraph 1.11. Does this negative pressure requirements remain? If so, the hardware cannot fail. If this is the design intent, will Level of Protection be changed to Medium/MLOP and ASTM damage Category changed to II? Reference specification section 01 46 00 – Blast Resistance, paragraph 2.1.1.e states hardware is not required for resistance of rebound loading as the door leaf may fail outward away from the building.

This contradicts negative pressure requirements of subsection 1.11. Please clarify.

Reference Drawing LS002. Please confirm planting quantities identified in the planting schedule shall govern over any conflicts that may be found in the subsequent LS drawings.

GOVERNMENT RESPONSE: Yes. See responses to previous inquiries including 4, 15, 16, etc. As general note states, the existing building will remain occupied and operational during construction. The extent of expected measures required to maintain the safety and operation of the existing building along with the construction of the addition need to be coordinated with the COR. The user will remove items like computer monitors and other furnishings prior to mobilization for demolition. For Note 5 on sheet AD101, notification to COR should be noted, "NOT LESS THAN 24 HOURS PRIOR TO BEGINNING WORK IN RESRICTED ACCESS AREAS". Also, in Note 6 on sheet AD101, Work areas will be "CLEANED DAILY

AND IN GOOD WORKING ORDER TO THE SATISFACTION OF THE COR PRIOR TO 6:00 AM".

Amendment 0004 extended the proposal due date. The two windows or door lights identified on the Bi-fold door must be blast resistant. Each window size is 12-inch horizontal x 10-inch vertical. Windows must be centered at the inner folding panels and the center of the window must be at 72-inches above the finish floor.

Note window sizes and provide dimensions as described here on sheet A-601. Correct, door 176AX is Door Type "G" and door 176B is Door Type "F". Refer to responses issued with amendment 0004 see response 17, 18, 52, 53 and 54 for additional information. Individual operators for each door half may be provided as long as they meet the performance requirements and do not impede on the clearaces for the door along with the clear horizontal and vertical opening when the door is in full open position. Doors must meet damage level category III per ASTM F 2247 and ASTM F 2927 as indicated per specification 01 46 00 section 1.5.b under Level of Protection Performance section. The doors must meet the negative pressure requirements indicated per specification section 01 46 00 section 1.11 for the damage level category III requirements. Per ASTM F 2247 and ASTM F 2927 with damage level category III, the door may get lodged into the frame from the blast force or the door may swing open in rebound. The door may be inoperable and may hinder ingress / egress. The door and hardware components are not permitted to detach from the frame and be thrown into the test structure witness area. The frame and frame anchorage must remain and integral system and attached to the test structure wall. Doors will experience noncatastrophic failure but will have permanent deformation and may be inoperable. The RFI referenced steel elements and anchorage must be included in the delegated design requirements of specification section 01 46 00. As indicated per 01 46 00 section 1.12.4, design, provide, and install any additional loading transfer connection element that may be required per the connection design to transfer the glazing, door and roof hatch, and louver system loading to the backup wall system. Please provide planting conflicts between Sheet LS002 and subsequent LS drawings.

While there should be no conflicts, the Individual sheets shall govern over LS002.

10. For the blast requirements at the windows indicated per spec section 014600, there is a need to provide steel plates at the head & sills of each window opening to accommodate the anchorage at the window and meet the required PSI loads. No steel is shown at these locations on the drawings. Please provide steel details that the windows will be anchored to.

GOVERNMENT RESPONSE: The RFI referenced steel elements and anchorage must be included in the delegated design requirements of specification section 01 46 00. As indicated per 01 46 00 section 1.12.4, design, provide, and install any additional loading transfer connection element that may be required per the connection design to transfer the glazing, door and roof hatch, and louver system loading to the backup wall system.

11. A previously submitted RFI & response stated: “GOVERNMENT RESPONSE: The Site Security Manager prepared a CSP for the project. Please see the "JADOC CSP2021-10-05- 114956.pdf” This document does not appear to be included in the amendment. Please provide.

GOVERNMENT RESPONSE: See Amendment 0004. “The Site Security Manager prepared a CSP for the project. Security procedures are detailed in the specifications. Personnel requirements from the CSP can be shared. See pdf "P-5001 CSP Excerpt"

12. The drawing general notes state: “ALL SIGN TYPES TO MATCH EXISTING SIGNAGE FINISHES WITHIN JADOC I EXISTING BUILD OUT. REFER TO EXISTING SIGNAGE FOR COLOR SELECTIONS.”

Do you have info and pictures of existing signage?

GOVERNMENT RESPONSE: Please refer to the attached photos of existing signage

** Workers in this classification may be entitled to a higher minimum wage under Executive Order 14026 ($15.00) or 13658 ($11.25). Please see the Note at the top of the wage determination for more information.

Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year.

Employees must be permitted to use paid sick leave for their own illness, injury or other health-related needs, including preventive care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has other health-related needs, including preventive care; or for reasons resulting from, or to assist a family member (or person who is like family to the employee) who is a victim of, domestic violence, sexual assault, or stalking. Additional information on contractor requirements and worker protections under the EO is available at https://www.dol.gov/agencies/whd/government-contracts.

Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of ""identifiers"" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).

Union Rate Identifiers

A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than ""SU"" or ""UAVG"" denotes that the union classification and rate were prevailing for that classification in the survey. Example:

PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.

Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.

Survey Rate Identifiers

Classifications listed under the ""SU"" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.

Survey wage rates are not updated and remain in effect until a new survey is conducted.

Union Average Rate Identifiers

Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.

A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.

WAGE DETERMINATION APPEALS PROCESS

1.) Has there been an initial decision in the matter? This can be:

* an existing published wage determination

* a survey underlying a wage determination

* a Wage and Hour Division letter setting forth a position on a wage determination matter

* a conformance (additional classification and rate) ruling

On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour National Office because National Office has responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.) and 3.) should be followed.

With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:

Branch of Construction Wage Determinations Wage and Hour Division U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

2.) If the answer to the question in 1.) is yes, then an interested party (those affected by the action) can request review and reconsideration from the Wage and Hour Administrator (See 29 CFR Part 1.8 and 29 CFR Part 7). Write to:

Wage and Hour Administrator U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

The request should be accompanied by a full statement of the interested party's position and by any information (wage payment data, project description, area practice material, etc.) that the requestor considers relevant to the issue.

3.) If the decision of the Administrator is not favorable, an interested party may appeal directly to the Administrative Review Board (formerly the Wage Appeals Board). Write to:

Administrative Review Board U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

4.) All decisions by the Administrative Review Board are final.
