SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE (SF 30)

The following have been added by full text:

AMENDMENT 0003

Section of the RFP: 02 41 00 Paragraph: 3.3.1 Page Number: 02 41 00-13

1. Please confirm that the government will be considered the generator of any existing hazardous waste encountered at the site and will sign all manifests.

GOVERNMENT RESPONSE: This paragraph states that “all materials and equipment removed and not reused or salvaged, must become the property of the Contractor and must be removed from Government property.” Any existing hazardous waste material found on the site in connection with the removal of equipment and/or material shall be removed and disposed of by the Contractor in accordance with applicable regulations, off of Government property. All waste disposal manifests must be signed by the Contractor.

Section of the RFP: 05 12 00 Paragraph: 2.6.2 & 2.6.2.1 Page Number:

2. Specification 05 12 00-2.6.2 “Shop Primer” notes SSPC Paint 20 or SSPC Paint 29, (Zinc Rich Primer) for steel. Per UFGS 05 12 00, generally, for interior use, standard steel with minimum coating system of a shop primer is adequate. For exterior environments or areas open to the exterior, galvanized steel or zinc rich is typically used.

For the structural steel in this facility, since it is enclosed, please consider use of standard rust inhibitive shop primer per AISC (except at areas where fireproofing is required) in lieu of the SSPC SP 6 prep and Zinc Rich Primer. If standard rust inhibitive shop primer is acceptable, please also revise the Cleaning per 2.6.2.1 to SSPC SP 2 or SP 3 cleaning.

GOVERNMENT RESPONSE: JACOBS: Please adhere to the specification requirements as written.

Note: Section 2.6.2.1 Cleaning states SSPC SP 6 is required except for "steel exposed in spaces above ceilings, attic spaces, furred spaces, and chases that will be hidden to view," in which case SSPC SP 3 cleaning is acceptable.

Section of the RFP: 00 70 00 – Conditions of the Contract Paragraph: Clauses Incorporated by Reference Page Number: 44

3. DFARS clause 252.204-7012 is included by reference in the solicitation. However, the Government "publicly" issued the documents including the drawings and specifications and there does not appear to be any notes of Covered Defense Information or Controlled Unclassified Information (CUI) labels on the drawings and specifications. So it is assume contractors are allowed to share these documents on a need-to-know basis. Please verify if any of the documents in this solicitation at this time or in the future are determined by the Government to be "covered" defense information" as defined by DFARS 252.204-7012.

GOVERNMENT RESPONSE: This DFARS reference is not included in the specifications or the drawings.

The documents were reviewed by the project Site Security Manager and approved for solicitation. The Site Security Manager advised on appropriate markings for the solicitation. The DFARS reference is in the solicitation references. Defer to Contracting for response since Contracting included it in solicitation.

GOVERNMENT CONTRACTING RESPONSE: DFARS clause 252.204-7012 is required in all solicitations and contracts, including solicitations and contracts using Federal Acquisition Regulation (FAR) part 12 procedures for the acquisition of commercial items. Contractors are allowed to share these documents on a need-to-know basis to “other” / “sub” contractors after the solicitation phase all documents should be disposed.

Section of the RFP: 01 14 00 – Work Restrictions Paragraph: 1.2.1.2.2 – 1.2.1.2.4 Page Number: 2

4. 01 14 00 notes certain activities including initial work on existing walls and dust partitions and finish work in the secure areas is to be accomplished by US SECRET-cleared personnel.

Please confirm the government will sponsor the contractor in order to allow additional personnel to get their US Secret clearance.

GOVERNMENT RESPONSE: Construction on the project site must be performed by U.S. Firms using U.S.

Citizens. In addition, Bidders must be aware that some works within the project must be accomplished by U.S. SECRET-cleared personnel as stated in contract section 01 14 00. The response related to the procedures, Government sponsoring contractor’s employees and clearance granted to personnel most be responded by the DoD security office.

Section of the RFP: 01 14 00 – Work Restrictions Paragraph: Page Number:

5. Please verify if the government already has a Construction Security Plan (CSP) for this project. If so please provide a copy so offerors can review and price the necessary requirements.

GOVERNMENT RESPONSE: The Site Security Manager prepared a CSP for the project. Please see the "JADOC CSP2021-10-05-114956.pdf"

Section of the RFP: Price Schedule Paragraph: Notes #7 Page Number: 3 of 4

6. Attachment H price schedule note #7 states the Offeror’s Price is valid for 120 days from receipt of proposal. The SF1442 states 90 calendar days. Please confirm which is correct.

GOVERNMENT RESPONSE: The Offeror’s Price is valid for 120 days from receipt of proposal. The corrected information will be issued via Amendment 0003.

Section of the RFP Specifications Volume 1 of 2 Divisions 00-09 Paragraph: 00 01 15 List of Drawings Page Number: 1 – 13

7. The Specification Volume 1 of 2 provides a list of drawings in “Section 00 01 15; List of Drawings;

however, there were no drawings included on SAM.gov under this solicitation. Please provide.

GOVERNMENT RESPONSE: The Specifications and Drawings are listed in BETA.SAM.GOV Solicitation N4008021R3502 under Attachments/Links, Titled DWG and Specifications.

Section of the RFP: RFP Instructions to Offerors Paragraph: 16 Evaluation Factors for Award, Factor 1 (Experience:

Size) Page Number: 14 of

8. Factor 1 (Experience: Size): The government requires that projects submitted, to be considered relevant, involve new construction or an addition. Would the government count floor-to-ceiling interior space renovations as well, provided the space was greater than 18,000 SF? Floor-to-ceiling space renovations are essentially interior new constructions and are key and substantial parts of a new construction or addition project. ICD 705 spaces, for example, are often the result of new construction scopes within an existing facility that often involves 24/7 operations.

GOVERNMENT RESPONSE: Floor-to-ceiling interior space renovations may be considered relevant.

However, proposals that include new construction may be considered more relevant.

Section of the RFP: RFP Instructions to Offerors Paragraph: 16 Evaluation Factors for Award, Factor 1 (Experience)

9. Factor 1 (Experience): Would the government consider increasing the look-back period for relevant projects from 5 years to 10 years? 10 years is an increasingly common look-back period in solicitations and the difference between 5 and 10 years is negligible, while the adjustment may allow offerors to provide more relevant projects for the government’s consideration, with no reduction in the government’s ability to evaluate relevancy.

GOVERNMENT RESPONSE: Replace “Projects submitted for the Offeror shall be completed within the past five (5) years of the date of issuance of this RFP.” With “Projects submitted for the Offeror shall be completed within the past ten (10) years of the date of issuance of this RFP. However, more recent (completed within the last 5 years) projects may be considered more favorably.”

Section of the RFP: SF 1442 p. 1 Box 13. D; Instructions of Offerors #10 Proposal Acceptance Period, p. 6 of 63;

and Attachment H Price Schedule Note #7 p. 3 of 4 Paragraph: Page Number: 14 of 63

10. Proposal acceptance period: Item 7 in the notes on the price form (p. 3 of 4) says “The Offeror’s price is valid for 120 days from the receipt of proposals.” Box 13.D of the SF 1442 and Item #10 in the Instructions to Offerors says the proposal acceptance period is 90 days. Please clarify what is the proposal acceptance period?

GOVERNMENT RESPONSE: The Offeror’s Price is valid for 120 days from receipt of proposal. The corrected information will be issued via Amendment 0003.

Section of the RFP: Specification 011400 Paragraph: Parts 1.2.1.2.1 and 1.3.1 Page Number:

11. Referencing specification section 011400 parts 1.2.1.2.1 and 1.3.1, it is stated that personnel working within the 'secure area' must be US Citizens. Please clarify if the 'secure area' is the work performed within the Controlled Spaces on the 2nd floor of the new building, or the entire new building.

Section of the RFP: Specification 011400 Paragraph: Part 1.2.1.2.3 Page Number:

12. Referencing specification section 011400 parts 1.2.1.2.3 , it is stated that the finishes work within the 'secure area' must be performed by US Secret-cleared personnel. Please clarify if the 'secure area' is the work performed within the Controlled Spaces on the 2nd floor of the new building, or the entire new building.

Section of the RFP: RFP Paragraph: Section 16 Page Number: 13

13. Factor 1 Experience limits the relevant projects to completion within the past five years. Given the complexities of the project, we request that this period be extended to at least 8 years.

Section of the RFP: RFP Paragraph: Section 16 Page Number: 13

14. Factor 1 Experience requires that all relevant projects be completed. Please consider projects that are at least 50% complete, if the value of the project is substantially greater than the value required by the RFP.

GOVERNMENT RESPONSE: Only completed projects will be accepted. Incomplete projects will not be considered. All relevant projects must be completed.
