Structural plan S-103 does not show any additional steel or bracing for the folding panel partition. Please verify no additional steel is needed for the folding panel partition.
GOVERNMENT RESPONSE: As described in Section 10 22 39 paragraph 2.1, the electrically operated acoustical folding panels must be supported from an overhead track system. The overhead support system must be independently supported for use with operable partitions consisting of a premanufactured horizontal structural frame (see keynote 14 on A4/A-550) and two structural frame vertical supports (columns) see keynote 1 on C4/A-550), the system attaches to the building for lateral support only as shown graphically on A4/A-550.
The supporting horizontal structural frame must be factory fabricated of steel or aluminum attached to the building structure for lateral support only. The load of the horizontal structural frame and partition is supported by two structural frame vertical supports. The vertical end supports are nominally 2 ½-inch x 5-inch attached to the horizontal frame support with metal brackets and secured to the structural floor slab.
Provide lateral support at intervals as needed across the span of the horizontal structural frame.
Space between the vertical support and the adjacent partition must be fitted with gasket to prohibit sound transmission. The sound attenuated metal stud partition shown on top of the frame support system and bottom of the folding partitions are not structural, but to maintain the STC-45 requirement between Room 299 and Room 241 when the operable partitions are in closed position.
The self-support frame system for use with operable partitions must conform to the criteria set forth per ASTM E557 Standard Practice for Architectural Application and Installation of Operable Partitions and must be validated by calculations performed by a licensed Professional Engineer.
Exposed trim and track color must match adjacent colors (vertical supports match adjacent wall finish, and horizontal support match ceiling finish) or of clear anodized architectural grade extruded aluminum alloy 6063-T6. Provide cover sides of horizontal structural frame support if it is below the ceiling to match folding panels’ finish or from manufacturer’s standard color and finish options with color to closely match adjacent finish per COR approval. Paint or otherwise finishing all trim and other materials adjoining the operable partitions’ support frame system.
The complete installation of the self-support frame system must be by an authorized factory-trained installer and be in strict accordance with the approved shop drawings and manufacturer’s standard printed specifications, instructions, and recommendations.
16. A-601. The door/frame types on page A-601 show frame type F2. None of the door openings on the door schedule have a frame type F2. Please confirm that this frame type is not required.
GOVERNMENT RESPONSE: Door number 292 located on the second floor leading to Break Room (Room #292) is a glazed and aluminum door and door frame with door frame type F2 which includes a sidelite.
17. A-101 & A-601. There is a discrepancy between the floor plans(A-101) and the door schedule (A-601) for doors #176AX & #176B. I believe the door types should be reversed where door 176AX should be a type G door and door 176B should be an OHD. Please confirm that this change should be applied.
GOVERNMENT RESPONSE: Correct, Door 176AX is door door type "G" (four fold blast bay door). Door 176B is an overhead door.
18. A-601. Please provide a specification section with more description/details on the bi-folding blast resistant door type G (176AX).

21. A-102, A613. Vest 251C is constructed of Wall Types 0Z and 1Z which do not require RF Shielding according to Sheet A-613. Note 13 on Sheet A-102 calls for continuous RF shielding membrane at the floor slab below the raised access flooring in Rooms, 251, 251A, 251B, and 251C. Please clarify whether RF shielding is required below the raised access flooring in Room 251C.
GOVERNMENT RESPONSE: RF Shielding is not required below access floor Room 251C.
22. A-102, A-601. Rooms 251, 251A and 251B are calling for RF shielding. Please confirm if the three corresponding doors require RF shielding, or if only the STC-50 is acceptable. Currently the door schedule on A- 601 only mentions STC-50 for these doors.
GOVERNMENT RESPONSE: Doors 251, 251A and 251B do not require specific RF shielding, the hollow metal construction of both door and frame act as the shielding. The door frame must be tied into the shielding within the wall per shielding manufacturer’s instructions. The STC ratings of the doors remain as scheduled/noted. Government, please validate that you are in agreement with this response.
23. A-101, A-510. Detail A2 on A-510 shows where the new wall meets the existing building. There are three door openings (140A, 171D, 171E) passing through this detail. Please provide details on the floor expansion joint and ceiling expansion joint at the first-floor door openings.
GOVERNMENT RESPONSE: Provide an architectural heavy duty floor aluminum expansion joint at floor openings and an aluminum architectural expansion joint wall and ceiling cover between the existing structure and new construction as indicated in the construction documents. Refer to wall section A1/A-310 and expansion joint details called out on the wall sections.

Spec section 099000 calls for SSPC QP1 surface preparation requirements on steel which is typically and exterior industrial preparation method seen on bridges and other industrial structures and not a lot of commercial painters have this certification. Please confirm that this surface preparation method is not required on this project.
GOVERNMENT RESPONSE: Bid per spec.
28. Referencing sheet L-001/102, it is indicated that the construction type of the building shall be Type II-B which allows for a non-fire resistance rated structure. Sheet L-102 indicates a variety of 1-hour fire resistance rated fire barrier walls on the 2nd floor (enclosing the exit stairs, radio/antenna room, comm rooms, etc.). IBC Section
707.5.1 (as adopted by UFC 1 200 01) requires the supporting construction (i.e., floors and columns) for the fire barrier walls to have a rating equivalent to that of the fire barrier. Additionally, UFC 3 600 01 Section 1-7.2.3.e for Life Safety Plans indicates that “barriers requiring fire resistance rated supporting construction must be specifically identified for coordination with the structural design.” The Life Safety Plans on Sheet L-102 do not identify protection of the supporting construction for the various fire barrier walls identified on the 2nd floor.
Please confirm if the government has accepted an exception to the aforementioned requirements.
GOVERNMENT RESPONSE: The requirement for the fire and smoke protection features is provided by UFC 3-600-01 in lieu of IBC chapter 7 per UFC 1-200-01. UFC 3-600-01 refers the fire and smoke protection features to NFPA 101 per Section 7-1. NFPA 101 Section 7.1.3.1 states that stairways under 3 stories require a minimum of 1 hour fire barrier, from the rest of the building. The 10' of 1-hour fire barrier protection provided on the outskirts of the stairway shaft is provided per NFPA 101 Section 7.2.2.5.2. Areas such as the comm room, radio/antenna room, storage room, and walls adjecnt to the existing telecom room have a 1-hour fire barrier per NFPA section 38.3.2.1. The supporting structrual elements of the fire resistance rated walls will not require the same rating as the fire rated walls per NFPA section 8.2.3.3. Refer to architectural and structural documents for fire-rating of supporting construction. Design to comply with UFC 3-600-01 Chapter 7.

Note: Executive Order (EO) 13706, Establishing Paid Sick Leave for Federal Contractors applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year.
Employees must be permitted to use paid sick leave for their own illness, injury or other health-related needs, including preventive care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has other health-related needs, including preventive care; or for reasons resulting from, or to assist a family member (or person who is like family to the employee) who is a victim of, domestic violence, sexual assault, or stalking. Additional information on contractor requirements and worker protections under the EO is available at www.dol.gov/whd/govcontracts.
Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).
The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of ""identifiers"" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).
Union Rate Identifiers
A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than ""SU"" or ""UAVG"" denotes that the union classification and rate were prevailing for that classification in the survey. Example:
PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union, which prevailed in the survey for this classification, which in this example would be Plumbers 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.
Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.
Survey Rate Identifiers
Classifications listed under the ""SU"" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.
Survey wage rates are not updated and remain in effect until a new survey is conducted.
Union Average Rate Identifiers
Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.
A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.
