LIFE RAFTS AND EMBARKATION LADDER CERTIFICATION REV-A
1.0 ABSTRACT:
1.1 This item describes the requirement to perform annual certification of the vessel’s life rafts and embarkation ladders.
2.0 REFERENCES:
2.1 NAVSEA Tech Manual S9086-TX-STM-010010 / CH-583V1R5; Section 12 – Liferafts and Abandon Ship Boat.
2.2 MSFSC Standard Work Item No. 002, “Inspection and Repair of Inflatable Liferafts”.
3.0 ITEM LOCATION/DESCRIPTION:
3.1 Location/Quantity
3.1.1 PORT/STBD forward (01 deck house area) and PORT/STBD aft boat deck area (02 level).
Each rack has 5 rafts, for a total of 20 rafts.
3.1.2 Disembarkation Ladder; One (1) each installed at each life-raft location above.
3.2 Description/Manufacturer Data:
3.2.1 Life-raft Manufacturer:
Elliott Man Mk IV TO, SOLAS A Packed/USCG approved; 25 man inflatable raft in fiberglass casing shell; outfitted with Hydrostatic Release and Lanyard.
3.2.2 Disembarkation Ladders: SOLAS/USCG approved; 75 foot long. Six (6) Total.
4.0 GOVERNMENT FURNISHED EQUIPMENT/MATERIAL/SERVICES: None
5.0 NOTES:
5.1 The contractor and all subcontractors regardless of tier shall consult the General Technical Requirements (GTR) to determine applicability to this work item. In performance of this work item, the contractor and all subcontractors regardless of tier must comply with the requirements of all applicable GTR’s.
5.2 The contractor and all subcontractors regardless of tier are advised to review all other work items under this contract, to determine their effect on the work required under this work item. Many of the definitions relating to performance of this work item are found in Work Item 001.
5.3 Items will be considered out of date if they do not have at least six (6) months of remaining shelf life at the time of inspection.
6.0 QUALITY ASSURANCE REQUIREMENTS: None additional
7.0 STATEMENT OF WORK REQUIRED:
7.1 Provide all labor, materials, equipment, rigging, staging, crane service, transportation, and shop facilities to accomplish the requirements of this work item.
7.2 Remove the inflatable life rafts from their respective stowages identified in paragraph 3, including any hydrostatic release devices and convey to SOLAS/U.S.C.G. approved repair facility.
7.3 Record each life-raft number and note exact cradle location. Record, photo document, and note rigging and securing arrangements of each raft to its cradle and orientation of Hydrostatic releases prior to disassembly.
7.3.1 Contractor shall notify the local USCG inspector and/or local ABS Surveyor to inspect life-rafts repairs, and witness life-raft testing requirements.
7.3.2 All items requiring annual replacement shall be priced into the work item. Replaced Items shall be held and presented to MSCREP prior to disposal.
7.3.3 Contractor shall submit a condition report providing an inventory of dated items in each raft that require renewal within 5 days of receiving rafts.
7.3.4 For bidding purposes 14 of 20 life rafts are beyond 10 years from date of manufacture.
7.3.4.1 14 of 20 life rafts will require NAP testing.
7.3.4.2 14 of 20 life rafts will require floor seam inspections.
7.3.4.3 0 of 20 life rafts will require 5 year gas inflation.
7.3.4.4 0 of 20 life rafts will require activation cylinder hydrostatic testing.
7.4 Temporarily remove the disembarkation ladders and inspect in accordance with current USCG and SOLAS-ABS rules and regulations.
7.5 Upon completion of all shop work, reinstall each life-raft in their original location, stow, rig and secure life-rafts as per original arrangements. Replace connecting and mounting hardware and fasteners.
7.6 Install name plates, notices, markings and test label plates for all new, modified and repaired equipment per USCG and ABS Regulations.
7.7 Submit “as-released” condition report listing repairs and/or equipage replacements accomplished to each life-raft. Submit “as released” condition report along with the certificate requirements specified in reference 2.1.2. Originals for ship force file, and copy of originals to MSCREP.
7.8 Submit “as-released” condition report and certificates for all disembarkation ladders.
7.9 Preparation of Drawings:
7.9.1 Provide copies of certificates of inspection with original to Ships Master and Electronic copies to MSCREP.
7.10 Manufacturer’s Representative:
7.10.1 Contractor shall employ the services of a USCG approved facility to accomplish life-raft repairs and certifications.
7.11 Marking: Mark the exterior of each life raft canister with the following:
7.11.1 Label the life rafts containers and release devices showing date of test, contractor's name, location and the USCG inspector’s initials.
8.0 GENERAL REQUIREMENTS: None additional.
