3.0 ITEM LOCATION/DESCRIPTION:
3.1 Location: AMR (4-105-0-E)
3.2 Quantity: 3000 readings total divided as necessary to take readings in AMR as determined by ABS surveyor
4.0 GOVERNMENT FURNISHED EQUIPMENT/MATERIAL/SERVICES: None
5.0 NOTES:
5.1 The contractor and all subcontractors regardless of tier shall consult the General Technical Requirements (GTR) to determine applicability to this work item. In performance of this work item, the contractor and all subcontractors regardless of tier must comply with the requirements of all applicable GTRs including but not limited to GTRs 1 through 7.
5.2 The contractor and all subcontractors regardless of tier are advised to review ALL other work items under this contract, to determine their effect on the work required under this work item. Many of the definitions relating to performance of this work item are found in Work Item 001.
5.3 The technicians are to be qualified to ASME Code. Qualifications are to be reviewed and approved by MSCREP and attending ABS Surveyor.
NOTE: Use of an ABS approved UT Contractor is mandatory.
6.0 QUALITY ASSURANCE REQUIREMENTS: None Additional
7.0 STATEMENT OF WORK REQUIRED:
7.1 Clean and gas free requirements for the 7-105-0-JJ Cargo JP5 tank are covered by Work Item 021, Clean and Gas Free Tanks.
7.2 Mark and tag all deck plates in the AMR lower level (not the AMR Pump Room). Remove all deck plates and store in an area not to interfere with ongoing work. All fasteners shall be bagged and tied to each deck plate. Provide condition report for any damaged fasteners found.
7.3 Install caution/warning tape at bottom of ladder well to notify all personnel that deck plates are missing and care should be taken while transiting space.
7.4 Perform joint space inspection with ABS, Hull shop lead men, and MSCREP to identify areas for additional gauging within the 7-105-0-JJ Cargo JP-5 tank.
7.5 Stage 7-105-0-JJ tank to perform requirements of this work item. Work requirement shall be priced to stage entire tank. Initial examination of AMR bilges by contractor, ABS and MSCREP could determine that staging entire tank is not required. The government will seek a credit if it is determined entire tank staging is not required.
7.6 Perform UT thickness readings in AMR Bilges per ABS Rules: (See Para 3.2 for estimating purposes)
7.6.1 The technicians are to be qualified to ASME Code. Qualifications are to be reviewed and approved by MSCREP and attending ABS Surveyor. Qualification shall meet requirements of Reference 2.1; use of an ABS approved UT Contractor is mandatory.
7.6.2 The instruments used are to be calibrated on site with certified blocks acceptable to the ABS.
a. The UT equipment shall have following capabilities:
· Reading through the paint films
· Metal readings shall be accurate within 0.005 of an inch
· Shall be capable of detecting and defining laminations and/or other metal defects.
· Shall be capable of continuous scanning to determine the periphery of deteriorated areas below rejected metal thickness.
7.6.3 See Reference 2.8 and 2.9 for previous thickness readings taken in the #1 & 2 AC Plant Coamings.
7.6.4 Referring to References 2.2 through 2.5, see take thickness readings on the 7-105-0-F tank top, in the bilge well, and on attached frames and stiffeners in the AMR Bilges as described below:
a. For the tank top from Frame 125 to Frame 150 thickness readings shall be taken on a six-inch by six-inch Grid Pattern and on any suspect area identified by inspector, ABS or MSCREP.
· In this region two thickness readings shall be taken on the web and two thickness readings on the face of any hull structural member intersecting the tank top.
· In this region two reading shall be taken on each side and two on the bottom of each bilge well.
· Contractor shall mark location and temporarily remove deck plates and strainer boxes as necessary to support operation.
· The SSDG enclosure area is exempt from this inspection.
7.6.5 Submit an "as found" condition report of the ultrasonic readings taken. This report is to contain detailed sketches of UT reading locations, the original thickness of plating or scantling, the existing thickness as gauged, and the percentage of wastage. Provide a daily report of the rough gauging to MSCREP.
a. Develop composite drawing of the areas performed showing the location of each gauging in relation to the ship's plating, seams or butts, frame number, distance to centerline, height above or below deck, plate number, etc.
b. Final report format shall be acceptable to ABS attending Surveyor
7.7 Accomplish steel bilge plating replacement; also the tank top for 7-105-0-FF, as indicated by readings obtained in Paragraph 7.1 and determined by the MSCREP and attending ABS Surveyor using References 2.3 and 2.7 as guidance
7.7.1 For bidding purposes, the contractor shall estimate that 1000 Sqft of steel replacement in units no less than eight (8) SqFt. Rose boxes in the AMR bilges are included within this square footage.
7.7.2 Provide all labor and material to accomplish work under Paragraph 7.7
a. All steel shall be ABS certified.
b. ABS Surveyor to review material certification prior to steel installation.
c. ABS inspection required of all aspects of installation and materials used. ABS shall witness fit-up prior to root pass and inspect back gouge prior to finish welding section of new plate.
d. Remove piping interferences as required to accomplish bilge plate renewal. Piping sections removed shall be fitted with new gasket material for re-assembly.
e. Install rigging to suspend #1 and 2 Air Conditioning Plants to allow bilge plate renewal in coaming underneath AC Plants. There are 12 installed rigging pad eyes, rated at 4,500 pounds, in the overhead in the vicinity of each AC Plant. Restore when completed.
f. Estimate 400 hours for electrician disconnects and hook ups.
g. Evacuate Air Conditioning Plants for rigging; restore removed refrigerant when plant has been restored.
h. Using Reference 2.6, estimate that four foundations for the Air Conditioning plant shall require to be replaced due to steel wastage.
i. Perform SSPC-SP-10, Blast to Near White Metal all new steel, minimum surface profile following blast shall be 2-4 mil.
j. Prep, prime, and paint new sections using PPG Marine Coating System. Three full and one stripe coat of epoxy shall be applied. Paint Rep to witness processes.
k. Target, template, fit, weld, and install new sections per References in 2.0 and ABS rules.
l. Back gouge, NDT Dye penetrate test, and re-weld
m. Accomplish integrity test; air or other per the requirements of the attending ABS Surveyor
n. Prep, prime, and paint disturbed areas post hot Work (includes opposite/adjacent sides).
7.8 Small areas of substantial or severe corrosion may be repaired by clad welding upon approval of ABS surveyor. Where an area is approved for clad welding it will be the subject to a change order.
7.9 Paint all disturbed surfaces to match surrounding areas.
