1.0 ABSTRACT:
1.1. This item describes internal and boundary inspection of tanks.

5.0 NOTES:
5.1. The contractor and all subcontractors, regardless of tier, must consult the General Technical Requirements (GTR) to determine applicability to this Work Item. In performance of this Work Item, the contractor and all subcontractors, regardless of tier, must comply with the requirements of all applicable GTR’s.
5.2. The contractor and all subcontractors, regardless of tier, are advised to review other Work Items under this contract to determine their effect on the work required under this Work Item. Many of the definitions relating to performance of this work item are found in Work Item 001.
5.3. Tank testing requirements identified in Paragraph 7 may be accomplished in any order or concurrently provided that all boundaries of all spaces are tested. Contractor shall not be compensated for multiple fill and discharge of individual tanks unless subject tanks had failed first tank boundary inspection.
5.4. The requirements for tank entry/closure, lighting and maintenance of gas free certificates are described and covered under Work Item 021.
6.0 QUALITY ASSURANCE REQUIREMENTS:
6.1. Accomplish tank internal inspections prior to the boundary testing of each individual tank.
7.0 STATEMENT OF WORK REQUIRED:
7.1. Perform overall tank surveys on the tanks listed in Enclosure 2.2.1, accompanied by the MSCREP and ABS.
7.1.1 Schedule and attend each tank internal inspection and boundary testing accomplished by MSCREP and ABS. Once complete submit “As Found” conditions report for each inspected tank. Multiple tanks may be included in a single report.
7.1.2 Inspect all sounding tubes for blockage and debris by taking a tank sounding with a sounding tape. The sounding tube measurement shall be included in the tank inspection report (QA Ticket).
7.2. Develop a testing procedure to accomplish boundary testing using pressure drop test method. Minimum requirements for testing shall include:
7.2.1. Prepare the tank for pressurized testing by installing gaskets on tank top entries.
7.2.2. Blank off tank and stripping pump bellmouths. Blanks shall be catalogued on the Tank Test Matrix. Once testing is completed, remove all blanks from pump suctions. It will be required to remove fencing around cargo tank suction wells therefore this labor is to be included in the work item pricing. Should the contractor choose to not blank the pump suctions, the government shall not be held responsible for system valve leakage resulting in the tank resulting to hold pressure.
7.2.3. Pressurize each individual tank with air to a pressure not greater than 2.0 psi and maintain/hold the pressure for 30 minutes.
7.2.4. A U-tube manometer with a height sufficient to hold a head of water corresponding to the required test pressure shall be arranged and installed to show tank air pressure. The cross sectional area of the U-tube is to be not less than that of the pipe supplying air. In addition to the U-tube, a certified master gauge or other certified approved means is to be provided to verify the pressure show on the U-tube.
7.2.5. Method of accounting for any blanks and plugs installed at each tank/space location.
7.2.6. Method for monitoring the tank for over pressurization, including location and number of personnel to be assigned.
7.2.7. A detailed schedule for accomplishing internal inspections and boundary testing of each tank.
7.2.8. Submit two copies of test procedure log prior to planned commencing of boundary inspections for acceptance and review by MSCREP and ABS Surveyor. Make changes in procedure based on feedback. Testing shall not commence until approval of procedure is obtained from MSCREP and ABS.
7.3. (CHECKPOINT) Once all known work affecting boundary tightness has been completed. Accomplish pressure drop test for all tanks listed in Ref 2.6, in accordance with the guidelines contained in Para 7.3 and 7.5
7.3.1. Examine all boundaries and associated penetrations, all platforms, ladders, and handrails along with their corresponding securements for structural integrity.
7.3.2. Submit an as found report for any discrepancies; if none are discovered, the QA check point sheet shall act as the record of completion.
7.4. Preparation of Drawings: Maintain an accurate accounting of each tank boundary requiring inspection and the status of completion of the tank boundary inspection. This shall be available for review by both contractor and MSCREP.
7.5. Tanks that are not directly related to other work in the package shall be opened, cleaned, inspected, tested and closed in a timely manner.
7.5.1. All tanks opened for survey and air testing only shall have no prolonged periods of inactivity. There shall be a period of no more than three days of no work being accomplished towards cleaning, inspecting, testing and closing.
7.5.2. All tanks opened, for survey and air testing only, shall remain open for a period of no more than fourteen days. This time period is waivable when additional work inside the tank is discovered and activated by a negotiated contract change order.
7.6 Lube Oil Storage and Settling Tanks.
7.5.3. Ship’s force will transfer lube oil to accomplish checkerboard of tanks.
7.5.4. For bidding purposes, estimate that all tanks shall require open and inspect. Tanks that are not opened due to negotiations with ABS shall be subject to a credit to the government.
7.5.5. Lube Oil Storage and Settling Tanks shall be surveyed only; no pressure tests will be conducted.
8.0 GENERAL REQUIREMENTS: None.
