EUHW LATE RFP QUESTIONS Pt. 5 RECEIVED ON 1/10/2018 and 1/15/2019
RESPONSES POSTED TO INDUSTRY ON 1/17/2019

In reviewing the small business plan again we believe we need to provide notice of the cost increase that will have to absorb in order to meet the stated goals of an End-User Hardware Program.
NGEN EUHW is comprised of 7 major categories to be priced:
1) CLIN 001 - End User HW as-a-service
2) CLIN 002 - End User HW Purchase
3) CLIN 003 - Deployable Kits as-a-service
4) CLIN 004 - Peripherals Purchase
5) CLIN 005 - Image Services
6) CLIN 006 - Shipping
7) CLIN 007 - Configuration Alterations
The vast majority of the above will come directly from an OEM at the lowest price option. Assumptions are that the total evaluated price could reach well over $[redacted]. Based on the Navy's requirement of 14% be small business that is $[redacted] over the life of the contract. And of that portion, 5 categories of small businesses that will make up 19% (~$[redacted]) of the total small business subcontracted dollars. The program is for approximately 1,000,000 units over the program life or ~ $[redacted]/system in total small business content required. Some of the units may be close to that dollar amount for the entire unit from the OEM.
As for the specific 5 small businesses called out, the per system amount is approximately $[redacted]. This we believe is an achievable goal, but the other ~$[redacted] stated in the current requirement can only be met by passing the product though various small businesses partners for them to markup only to sell back to the Prime bidder. This additional cost will be significant and wasteful for the US Navy.
If the intent of this requirement is to measure/monitor the use of Small Disadvantage, Woman Owned, HUB Zone, Service-Disabled Veteran Owned & Veteran Owned Small Business partners; we request the requirement to be changed to reflect that.
Original Requirement stated:
Small Business (14% of total contract value) Small Disadvantage Small Business (5% of 14% of total contract value) Woman Owned Small Business (5% of 14% of total contract value) HUB Zone Small Business (3% of 14% of total contract value) Service-Disabled Veteran Owned Small Business (3% of 14% of total contract value) Veteran Owned Small Business (3% of 14% of total contract value)
For the above stated reasons we request the following change to be made:
Total Small Business (Not Applicable or the summation of the below 2.6%) Small Disadvantage Small Business (0.7% of total contract value - this is the same percentage of the original requirement) Woman Owned Small Business (0.7% of total contract value - this is the same percentage of the original requirement) HUB Zone Small Business (0.4% of total contract value - this is the same percentage of the original requirement) Service-Disabled Veteran Owned Small Business (0.4% of total contract value - this is the same percentage of the original requirement) Veteran Owned Small Business (0.4% of total contract value - this is the same percentage of the original requirement)
The Government has taken your concern into consideration; however the small business percentages remain unchanged.

We ask for the Government to clarify that the small business calculations be based upon the Total Proposed Price (Cell G8), not the Total Contract Price (Cell G2) because Cell G2 includes a plug number of an additional $210M payment made to a large business or roughly another $[redacted] worth of small business credit required.
The small business participation should be based on the total contract value, excluding the Legacy EUHWaaS (CLIN 0008).
An amendment to the RFP will clarify this point.

On 12/13/18 the Government released Q&A responses stating that an amendment would be released to reflect changes to Attach 10. 12/14/18 Amendment 6 was released but Attach 10 did not include some of the changes the government stated would be in it. Specifically, we are referring to Answer #33 from Q&A Part 2 about the High Performance processor base/boost clock speeds. The question is stated here again as follows: "Per Part 2 Answers #33, government responded stating that an Amendment to Device Specifications would reflect changes to the processor
thresholds; however, the device specifications for processor thresholds in post‐Amendment 3 Attachment 10 remain unchanged from the original requirements. Please confirm that the government intended to modify the requirement and the actual requirement states a "Base frequency of 2.5Ghz and TDP to 140W or lower."
We bring this up again because our research has found that that specific base clock speed combined with that specific power threshold is only available from a single product from a single OEM. As such we ask that the requirement for High Performance Desktop be changed to state base/boost clock speed of 2.5GHz/3.7GHz and TDP of 140W or lower to allow for competition in this CLIN.
Attachment 10, Device Specifications, contains all the government’s intended changes. It reflects the Government’s requirements and market research.

The Government has not provided instructions on Volume 3–Factor 2: Device Specifications on how the Vendor should convey compliance, how the response should be structured, such as written format, compliance matrix, etc. in response. Please provide a required format in how the Vendors should respond to Volume 3 to allow the Government a uniform method to grade the Vendors responses.
Offerors shall follow the instructions found in section L-3, Table L-3.1, and L-4(c).
An amendment to the RFP will clarify that the specifications for the devices, including peripherals, shall be included as part of the Device Specifications workbook.
