About this file
This document contains questions received and answers provided regarding a federal solicitation for end user hardware as a service and supply. The solicitation seeks to acquire Department of Navy end user hardware including laptops, desktops, tablets, virtual desktops, and thin/zero client devices along with associated peripherals through an indefinite-delivery indefinite-quantity contract with firm-fixed-price and cost reimbursement line items. The contract would have a three-year base period and six one-year option periods. Questions covered topics such as an extension to the response date which was granted through Amendment 0007 setting the new date at January 18, 2019, clarification of graphics card and small business participation requirements, and verification of a subcontract line item status change. Responses provided amendments and explanations to address the questions.

| 12/14/18 | [R]equest [that] an extension be granted for the submission of offers to January 28, 2019. An extension is necessary to allow bidders reasonable time to implement the changes and "anticipated changes" into their proposals. | The request was considered. Amendment 0007 of the EUHW RFP extended the submission of offers to 18 JAN 2019. No additional extension is granted at this time. | 12/21/18 | ||
| 12/14/18 | [R]equest a minimum of a three (3) week extension for NGEN EUHW Solicitation EUHW N00039-18-R-0004, with the new due date to be January 28, 2019. Our request for extension is based on the following primary considerations: |
· Without the updated PWS we have lost all those working days since November 29, 2018. Updates to any changes in the Small Business Plan is a massive undertaking which requires coordination of many specialists and the consideration of time.
· The timing of the anticipated release of the documents will now impact the planned U.S. holidays and the availability of the large number of pursuit team specialists involved in this complex Navy solution.
We request a minimum of three (3) weeks extension. Should the release of the updated documents continue to extend out we request those additional days be added to the extension due date.
| The request was considered. Amendment 0007 of the EUHW RFP extended the submission of offers to 18 JAN 2019. No additional extension is granted at this time. | 12/21/18 | ||||
| 12/18/18 | Answer #13 on Round 2 Q&A stated the following requirement for High Performance Desktop, “Discrete HD graphics with quad monitor support, 24GB; secondary GPU card for supporting graphic acceleration and general-purpose computing only.” ear, and does not inform bidders which size and type of card is acceptable for the second GPU now being required. Dual Graphics cards in generally perform at maximum efficiency when both cards are from the same manufacturer. If this stipulation is not made, bidders may choose multiple OEM cards which will require several different sets of drivers to be installed on the system, slowing efficiency and causing performance dysfunction. As such, based on interoperability requirements of industry leading GPU manufacturers, please modify this requirement to state, “Discrete HD graphics with quad monitor support, 24GB; secondary GPU card from the same manufacturer at a minimum of 2GB for supporting graphic acceleration and general-purpose computing only.” | An amendment to the RFP will update RFP Attachment 10, Device Specifications, to clarify this requirement. | EUHW Attch 10 EUHW Device Specifications | Update Attachment 10 graphics statements for the High Performance seats | 12/21/18 |
| 12/20/18 | The Small Business Plan goals are calculated incorrectly. The Small Business Participation goals have changed from 34% of Total Subcontract Value, to 34% of Total Contract Value, now to 14% of Total Contract Value. |
Amendment 6 stated: Total Small Business-34%; Small Disadvantaged Business-5%; Woman Owned Small Business-5%; HUB Zone-3%; Service-Disabled Veteran Owned Small Business-3%; Veteran Owned Small Business-3%
Amendment 7 stated: Total Small Business-14%; Small Disadvantaged Business-5%; Woman Owned Small Business-5%; HUB Zone-3%; Service-Disabled Veteran Owned Small Business-3%; Veteran Owned Small Business-3%
Amendment 7 shows that we need to deliver 19% of the Total Contract Value to just the five (5) listed Small Business types, which is not possible when total Small Business goal is 14%. If the ratios from the original Small Business Participation Plan are to remain in effect for the new 14% of Total Contract Value, then the Small Business Participation percentages for the total subcontracted value should read as follows:
Total Small Business-14% -Small Disadvantaged Business-2% -Woman Owned Small Business-2%
- HUB Zone-1% -Service-Disabled Veteran Owned Small Business-1%
- Veteran Owned Small Business-1%
Please confirm the that these numbers are correct and an Amendment will be issued.
The small business participation and socioeconomic goals will not be changed.
| For clarification: The socioeconomic category percentages are not in addition to the 14% small business participation goal. They are subsets of the goal. Offerors need to ensure that 19% of the small business participation goal consist of socioeconomic categories (5% Small Disadvantaged Business; 5% Woman Owned Small Business; 3% HUB Zone; 3% Service-Disabled Veteran Owned Small Business; and 3% Veteran Owned Small Business). | RFP L-4 | The requirement for Attachment 4 remains unchanged | 12/21/18 | |||
| 12/20/18 | Per FAR 52.219-9(g), “…Once the Contractor’s commercial plan has been approved, the Government will not require another subcontracting plan from the same Contractor while the plan remains in effect, as long as the product or service being provided by the Contractor continues to meet the definition of a commercial item…”Please confirm the following – “Offeror is not required to submit an individual Small Business Subcontracting Plan for NGEN EUHW Solicitation # N00039-18-R-0004, as Offeror already has a US Government approved commercial plan per FAR 52.212-9(g). | Per FAR 52.219-9(g), "A commercial plan is the preferred type of subcontracting plan for contractors furnishing commercial items." This does not mean that the commercial plan must be accepted by the Contracting Officer. The Offeror must still meet the small business goals required by the requiments of the EUHW RFP; whether it is in the form of a commercial plan or an individual plan approved under this contract. | RFP L-4 | The requirement for Attachment 4 remains unchanged | 12/21/18 | |
| 12/20/18 | There have been many changes to the Small Business Participation Plan so we need to clarify the government’s intent with this requirement. The original Small Business Plan was calculated based off of the total of the subcontracted business. We believe this is the proper way to measure Small Business participation on a Hardware Only contract vehicle, unless the government intends to award the contract as a small business set aside award. The change in the documents in the Small Business Plan to mandate Small Business participation based on the entire contract value is not possible when no small business can manufacture the required volume of units stated in this RFP. Furthermore, since the Navy removed all services aspects of the NGEN contract into the SMIT vehicle, as an OEM there are very few aspects of the EUHW that can be contracted to a Federal Small business Partner. As such, we request that the Navy revert the language back to what was stated in the original RFP documentation release that states that the Small Business Participate Plan is based on the Total Subcontracted Value only. Based on the above items and the need for clarification we request a two (2) week extension. | The small business participation goal applies to "Total Contract Value," and will remain as stated in the RFP. Responses from Industry as well as market research has determined that 14 percent of the total contract value represents a reasonable small business participation requirement. |
The request was considered. Amendment 0007 extended the submission of offers to 18 JAN 2018. No additional extension is granted at this time.
| RFP L-4 | The small Business requirements in the RFP will remain unchanged. | 12/21/18 | ||
| 12/21/18 | SUBCLIN 0007AE: Please clarify the meaning of “The option status has changed from Option to No Status” in Amendment/Modification No 0006. | SLIN 0007AE, is part of the base period that was erroneously marked as an option. Amendment 0006 corrected the error. The contract writing system's "no status" message means that the option status was removed. | EUHW N00039-18-R-0004 Amd 0006 MOD dtd 14DEC2018 PG 4; | 12/21/18 |
