| Government File Name | Section Number | ||||
| 1 | EUHW N0003918R0004 Amd 0004 15NOV2018 | L-3.b.2 | Per the RFP, (2) Subfactor 1.2: Supply Chain Risk Management (SCRM). The Offeror shall provide as its SCRM Implementation Plan (Attachment 15) and use the NEN PPP (Attachment 14) as a resource for developing the SCRM Implementation Plan. Within the NEN PPP, NEN PPP Methodology, b (17) states that a draft PPIP will be submitted with the proposal. Within the PWS, the PPIP first delivery is 45 DAC. Is a draft PPIP required with the proposal? | No. The PPIP (CDRL A205) is a post-award requirement, and is not a required proposal submission. | 12/13/18 |
| 2 | A.1 | PWS section 3.2.6 a. I. EUHWaaS Deployable Computing states "Five percent (5%) whole unit (i.e., additional EUHWaaS devices) and five percent (5%) replacement device storage (i.e., replacement internal storage) of total deployed hardware devices (fractional percentages will be rounded up to the next whole number) with a minimum of one (1) each." Will the Government define what EUHWaaS device categories are included in both the Legacy and Deployable Kits? Will the Government provide additional CLINs to allow the Contractor to provide a price per category of device? | The PWS section 3.2.6 a. i. EUHWaaS "Legacy and Deployable" refers to any portable device. No additional CLINs are needed. | 12/13/18 | |
| 3 | A.10 | The specifications for the Zero/Thin Client requirements in the “EUHW Attch 10 EUHW Device Specifications FINAL” defines the following item which requires clarification: |
The Processor requirements specify “PCoIP (VMware), Citrix ICA, Microsoft RDS, Windows Embedded Standard, Open/Thin/Zero Operating System”. The specified Microsoft and Linux operating systems both support the required protocols but are independent and differently priced Operating Systems that cannot both be supported on a single device. Will the Government specify the quantities of each operating system required? Microsoft Volume Licensing requirements for an OEM Operating System purchased prior to Volume License upgrade is a significant price difference over a Linux Operating System. Will the Government provide additional CLINs to allow the Contractor to provide a price per required Operating System and minimum storage? For instance, the minimum requirement for Windows 64-bit OS is 20GB.
| Amendment 4 made changes to the zero client requirement | 12/13/18 | ||||||
| 4 | A.1 | PWS section 3.2.7 a. states "Support the Network Manager’s ability to troubleshoot EUHWaaS issues to include loaner devices and spares, in coordination with the Network Manager." Will the Government explain how this statement applies to swapped devices? | It is not clear what is referred to as "swapped devices", but if it is in reference to loaner devices and or spares, an amendment RFP will update PWS section 3.2.7. | 12/13/18 | |||
| 5 | A.10 | The Zero/Thin Client is excluded from many of the specifications in the Common HW REQs tab (TPM 2.0, Trusted Boot, UEFI Secure Boot, Wireless LAN, Windows Hardware Certification Program) in the EUHW Attch 10 EUHW Device Specifications Final (3).xlsx document. Will the Government exclude the Thin Client from the CLIN 0007AF and CLIN 0007AG internal Fiber NIC requirement to be consistent with the other EUHW Attach 10 thin client exclusions? | In accordance with Attachment 10, Device Specifications, the Zero Client is not required to include a Fiber NIC. | 12/13/18 | |||
| 6 | S.1 | The N00039-18-R-0004 FINAL 17SEP2018 (1).docx specifies in CLIN 0007AE that “The Contractor shall provide and install a Federal Information Processing Standard (FIPS) compliant internal Fiber Network Interface Card (NIC) into the EUHW.” Will the Government define which desktop categories require CLIN 0007AF and 0007AG in EUHW Attch L-1, EUHW Price Workbook FINAL (1) (QTY).xlsx document.? Will the Government exclude the Ultra-Small Desktop from this requirement due to the limited size of the form factor? | In accordance with Attachment 10, Device Specification, the Ultra-Small Desktop would not be required to include a Fiber NIC. | 12/13/18 | |||
| 7 | EUHW Price Workbook v2 | All CLIN RAM upgrades (CLIN 0007AH-0007AP) | |||||
| For the RAM upgrade CLINs (CLIN 0007AH-0007AP), please confirm that it is the government's intent that this upgrade will be installed at point of sale. | Yes, RAM upgrades shall be provided and installed at the time of order if a CLIN x007AH-x007AP is ordered at the time the device is ordered. | 12/13/18 | |||||
| 8 | EUHW Price Workbook v2 | All CLIN RAM upgrades (CLIN 0007AH-0007AP) | |||||
| For the RAM upgrade CLINs (CLIN 0007AH-0007AP), please specify the amount of each RAM upgrade the government will require in each CLIN. For example, for CLIN 0007AH General Purpose Desktop RAM Upgrade requirement would be for 32GB RAM. | In RFP Attachment 10, EUHW Device Specifications, Technical Threshold tab, a maximum RAM upgrade is specified for each applicable device configuration; and an update to the RFP will revise the CLINs to clarify this requirement. RAM upgrades shall be provided and installed at the time of order if a CLIN x007AH-x007AP is ordered at the time the device is ordered. | 12/13/18 | . | ||||
| 9 | EUHW Price Workbook v2 | CLIN Group 0007 Configuration Alterations. Fiber NIC ST and SC install (CLIN 0007AF and 0007AG) | |||||
| This requirement is unclear. Fiber NIC ST and/or SC components cannot be installed in laptop devices and are typically only installed in Desktops. Also, different types of cards are installed in a General Purpose desktop versus a High Performance workstation. Please clarify which system CLINs require a Fiber NIC ST and/or SC install. | Laptop devices are not required to include a Fiber NIC. At time of order, the type of Fiber NIC card will be defined by the specific CLIN. | 12/13/18 | |||||
| 10 | EUHW Price Workbook v2 | CLIN Group 0007 Configuration Alterations. Fiber NIC ST and SC install (CLIN 0007AF and 0007AG) | |||||
| Will the government please clarify whether the Fiber NIC install CLINs (both ST and SC) need to be 1GB or 100MB cards? Please provide clarification for each CLIN. For example, is General Purpose Desktop a 1GB card and High Performance Desktop 100GB? | An amendment to the RFP will update CLINs x007AF and x007AG to clarify this requirement. | 12/13/18 | |||||
| 11 | EUHW Price Workbook v2 | CLINs 0007AA-0007AD, Enable Built-In Camera, Disable Wireless (WiFi), Removal of Desktop Wireless (WiFi), Camera/Mic Removal. | |||||
| We need clarification on the nature of the Contractor's required response for the CLINs 0007AA through 0007AD is. These are labeled as "Not Separately Priced" items in the L-1 Price Worksheet. Enable Built-In Camera and Disable Wireless are BIOS modifications that are uncomplicated. However, the "removal" of a Camera/Mic typically requires a chassis modification after factory and for which prices can vary drastically depending on what type of system the Camera/Mic is being removed from. Adding a price into each base system for this possible CLIN Modification will arbitrarily raise the government prices for every CLIN. As such, please separate out the CLINs for which Camera/MIc removal may be requested and include a separate line item price for this service in the L-1 Price Workbook. | An amendment to the RFP will update CLINs x007AC and x007AD to clarify this requirement. | 12/13/18 | |||||
| 12 | Q&A Part 2, Question # 33 | High Performance Desktop Processor Requirements | |||||
| Per Part 2 Answers #33, government responded stating that and Amendment to Device Specifications would reflect changes to the processor thresholds; however, the device specifciations for processor thresholds in post-Amendment 3 Attachment 10 remain unchanged from the original requirements. Please confirm that the government intended to modify the requirement and the actual requirement states a "Base frequency of 2.5Ghz and TDP to 140W or lower." | The High Performance Desktop Processor requirement will remain unchanged. | 12/13/18 | |||||
| 13 | EUHW Attch 10 EUHW Device Specifications REV4.1 | High Performance Desktop | |||||
| Original requirement stated: 'Discrete HD graphics with quad monitor support, 24GB.' Response to Part 1 Answers #49 said graphics requirements would be updated in Device clarification per Amendment, and what was provided via Amendment 3 states "Discrete HD graphics with quad monitor support, 24GB; secondary GPU for supporting graphic acceleration and general-purpose computing." We request clarification on the government's change. Please confirm that the government is requiring one 24GB discrete graphics card which can support four monitors (such as the NVIDIA® Quadro® P6000, 24GB, 4 DP, DL-DVI-D). | The threshold requirement is for a 24 GB graphics card supporting 4 monitors and a second graphics card supplying graphics acceleration and general-purpose computing. | 12/13/18 | |||||
| 14 | EUHW Price Workbook v2 | Rugged Laptop Base/Boost Clock Speed GHZ | |||||
| The Rugged device industry recently moved from Intel's 6th generation processors to Intel's 7th generation processors. This move also included a an increase in efficiency and compute capacity from 2cores/4threads to 4cores/8threads. Due to the increase in efficiency of processors in Rugged Laptops please reduce the minimum base speed from 2.3GHz to 1.7GHz while maintaining the boost speed of 3.6GHz. | The Rugged Laptop Processor requirement will remain unchanged. | 12/13/18 | |||||
| 15 | EUHW Attch 10 EUHW Device Specifications REV4.1 | Rugged Tablet - Video Display Port Requirement | |||||
| The Video Display Ports requirement for the Rugged Tablet CLIN change from the original specification requirement of "1xVGA or higher" to post Amendment 3 now stating "2 (1 Display Port, 1 VGA)." It appears as though this is an oversight and the new requirement was mistakenly copy/pasted into every Laptop and Tablet CLIN. Two Display Ports on a tablet device is not industry standard and unusual for a tablet device. Please confirm that this unrequested update was made in error and that the specification should remain as the original requirement stated, "1x VGA or higher" and that the "or higher" requirement is in accordance with the government's hierarchy outlined in the new Common Requirements. | Attachment 10, EUHW Device Specifications, "Common HW REQs" tab, Common Requirement #2 directs offerors to consider the laptop-like configuration when reviewing the requirements and technical thresholds for the Rugged Tablet devices. Currently available units can satisfy this requirement when considered in a laptop-like configuration. | 12/13/18 | |||||
| 16 | EUHW Price Workbook v2 | Camera/Mic Removal | Camera/Mic removal is an additional, after factory Configuration Service in which prices vary depending on what type of system the Camera/Mic is being removed from. Please specify which CLINs that this service is a requirement for so that we can check for technical feasibility and pricing variances. | An amendment to the RFP will update CLINs x007AD to allow offerors to add a price to this requirement. | 12/13/18 | ||
| 17 | EUHW Attch 10 EUHW Device Specifications REV4.1 - Common Requirements | All graphics outputs shall support 1920x1080 output or higher, including thin/zero clients. | Common Requirements state that "All graphics outputs shall support 1920x1080 output or higher, including thin/zero clients." We need clarification on how this requirement should be interpreted for Laptops - is the government's intent that the actual inherent laptop screen resolution should be 1920x1080, or is the requirement stating that the Video Display Port outputs should support 1920x1080 via whatever port is chosen (i.e.: HDMI, VGA, DP, etc.)? | For business class portable devices, both the embedded screen and the output ports should meet or exceed the 1920x1080 threshold. | 12/13/18 | ||
| 18 | 3.2.1 | Does the Navy require an image to be included in every box, or only |
when CLIN 005 Group is specifically is ordered? We ask this because the
| image CLIN quantities do not match the system quantities. | The image is only required when a CLIN x005AX is ordered. | 12/13/18 | ||||
| 19 | EUHW Attach 1 EUHW PWS_v3.0 Final | 3.2.6 | Does the puk uplift just apply to the general purpose laptop, or can any device be deployed in a PUK? | The EUHW PUK uplift can be applied to any EUHW portable device. | 12/13/18 | |
| 20 | EUHW Attch 10 EUHW Device Specifications REV4.1 - Common Requirements | CLIN 0001AE - Embedded or integrated full-duplex 10/100/1000 BASE-TX UTP NIC installed with RJ45 Network Connector (except for Rugged Tablet) | Given the industry emphasis on smaller, lightweight systems for portable devices, an embedded NIC is not an industry standard option for ultra- portable, lightweight devices such as 2-in-1 Detachable systems for CLIN 0001AE. In fact, the government's response eliminates any compliant bid options from any manufacturer. As such, we respectfully request the government allow an exemption for CLIN 0001AE as you did on CLIN 0001AD for Rugged Tablet for the embedded NIC requirement, or allow for the use of an adaptor to meet this requirement. | Attachment 10, EUHW Device Specifications, "Common HW REQs" tab, Common Requirement #2 directs offerors to consider the laptop-like configuration when reviewing the requirements and technical thresholds for the Rugged Tablet and 2-in-1 Detachable devices. Currently available units can satisfy this requirement when considered in a laptop-like configuration. | 12/13/18 | |
| 21 | 3.2.1 | If the Navy does not order an Image via CLIN 0005, what is the Navy's expectation for imaging? - If the Navy does not order a specific image, what generic image is the Vendor to provide with the unit? (Vendor cannot ship without an image/OS load.) | If the imaging CLIN was not ordered with the device, the vendor may load any Windows image. The requestor will apply the appropriate image upon delivery. | 12/13/18 | ||
| 22 | A.1 | 3.2.1 | Is it permissible for the EUHW Prime Contractor to have its independently owned and operated foreign-incorporated sub-contractor to maintain custody of all disk images and deploy them on EUHW devices? | No. An foreign-owned entity cannot maintain custody, handle, or deploy disk images in accordance with the Contract Security Classification Specification, DD Form 254. | 12/13/18 | |
| 23 | EUHW Attch 10 EUHW Device Specifications REV4.1 | High Performance Desktop | Original requirement stated: 'Discrete HD graphics with quad monitor support, 24GB.' Response to Part 1 Answers #49 said graphics requirements would be updated in Device specification per Amendment, and what was provided via Amendment 3 states "Discrete HD graphics with quad monitor support, 24GB; secondary GPU for supporting graphic acceleration and general-purpose computing." We request clarification on the government's change. Please confirm two 12GB GPUs will not meet this requirement and that bidders must bid a single 24GB GPU. | The threshold requirement is for a 24 GB graphics card supporting 4 monitors and a second graphics card supplying graphics acceleration and general-purpose computing. | 12/13/18 | |
| 24 | EUHW Attch 10 EUHW Device Specifications REV4.1 - Common Requirements | CLIN 0001AE - Embedded or integrated full-duplex 10/100/1000 BASE-TX UTP NIC installed with RJ45 Network Connector (except for Rugged Tablet) | Our research shows that there are no OEMs who are currently able to meet the requirement for an embedded NIC in a 2-in-1 Detachable device (ie: a tablet device with a keyboard).
| 25 | Q&A Part 2, Question # 33 | High Performance Desktop Processor Requirements | Per Part 2 Answers #33, government responded stating that and Amendment to Device Specifications would reflect changes to the processor thresholds; however, the device specifciations for processor thresholds in post-Amendment 3 Attachment 10 remain unchanged from the original requirements. Please confirm that the government intended to modify the requirement and the actual requirement states a "Base frequency of 2.5Ghz and TDP to 140W or lower." | An amendment to the RFP will include the final updated version of Attachment 10 EUHW Device Specifications. Thresholds listed in that document are final. | 12/13/18 | |
| 26 | 3.2.1 | Section 3.2.1 calls out "Image EUHW devices with the requested Government-provided image when specified in the order. There is a number discrepancy is in the pricing tables. | An amendment to the RFP will update any errors found on Attachment L-1, Pricing Workbook. | 12/13/18 | ||
| 27 | EUHW Price Workbook v2 | The government as requested in the "Full Bundle" items that, when purchase separately from a computer system, are usually non-TAA item (examples of these items include but are not limited to Keyboard, Mouse, Docking Station). TAA items purchased as a stand-alone TAA item, meaning not with a computer system, are typically far more expensive than when they can be attached to a computer system order. As such, in order to reduce costs on these peripherals we request that the government allow non-TAA Keyboard, Mouse, and Docking Station in the FUll Bundle and Docking Station CLINs. | All items provided under this contract must comply with the Trade Agreements Act. | 12/13/18 | ||
| 28 | EUHW Price Workbook v2 | The government as requested that the Docking Stations as a separately ordered and priced for each system. Docking stations, when purchase separately from a computer system, are usually non-TAA item. TAA items purchased stand-alone are typically far more expensive than when they can be attached to a computer system order and assume the TAA compliance of the computer system in the factory. Furthermore, under the current requirement OEMs will be forced to provide third party docking stations to meet this requirement. As such, in order to enable OEM branded options with the most efficient interoperability with the computer systems bid, we request that the government allow non-TAA products for the Docking Station CLINs. | All items provided under this contract must comply with the Trade Agreements Act. | 12/13/18 | ||
| 29 | EUHW Price Workbook v2 | Rugged Laptop Base/Boost Clock Speed GHZ | The Rugged device industry recently moved from Intel's 6th generation processors to Intel's 7th generation processors. | In accordance with Attachment 10, EUHW Device Specifications, offeror may exceed the processor specification regardless of cores and thread, but must meet the processor class and performance. | 12/13/18 | |
| 30 | EUHW Attch 10 EUHW Device Specifications REV4.1 | Rugged Tablet - Video Display Port Requirement | The Video Display Ports requirement for the Rugged Tablet CLIN change from the original specification requirement of "1xVGA or higher" to post Amendment 3 now stating "2 (1 Display Port, 1 VGA)." It appears as though this is an oversight and the new requirement was mistakenly copy/pasted into every Laptop and Tablet CLIN.
| 31 | ubfactor 1.1 Technical Volume | We respectfully request additional page count for the Subfactor 1.1 Technical Volume response section from 20 to 50 pages. This request is due to the fact that there are substantial PWS requirements which need to be addressed under Subfactor 1.1 for which there is not currently adequate space allotment to provide thoroughly, such as Program Management. | RFP amendment 0004 increased the page count from 20 to 50 for Subfactor 1.1. | 12/13/18 | ||
| 32 | Section L-4.(d)(2)(iv).c "The percentages shown above are percentages of the total subcontracted value." |
We are seeking the following clarifications from the Government.
| Does it mean that the Prime is required to subcontract up to 34% of the contract value to small business subcontractors? | An amendment to the RFP will amend the Small Business Participation percentage to address this issue. | 12/13/18 | |
| 33 | Section L-4.(d)(2)(iv).c "The percentages shown above are percentages of the total subcontracted value." |
We are seeking the following clarifications from the Government.
| Does it mean that if the Prime is to subcontract out any work, 34% of the total value of such work must be allocated to the small business subcontractors? | An amendment to the RFP will amend the Small Business Participation percentage to address this issue. | 12/13/18 | ||||
| 34 | As a corollary to above, if the Prime decides not to subcontract out any work (i.e., it performs all work on its own), is it correct to assume that the Prime will not be held to the 34% subcontracting goal requirement? | An amendment to the RFP will amend the Small Business Participation requirement to make it a percentage of the total contract value, not a percentage of the subcontracted value. | 12/13/18 | |||
| 35 | RFP N00039-18-R-0004 Document, Section M-1, Page 193 and M-2, Page 194 | |||||
| Question: Sections M-1 and M-2 do not include any reference to the Small Business Subcontracting Plan that bidders must include in Volume 4 – Cover Letter and Contract. Is this omission intentional? If a bidder does not include any Small Business Subcontracting Plan in Volume 4, will such an omission have any impact on the evaluation of its proposal? | Yes, Section L-4(d)(2) clearly states “Failure to submit complete responses to each of the following Sections, if applicable, may result in rendering the Offeror ineligible for contract award.” An amendment to the RFP will clarify the evaluation of the Small Business Subcontracting Plan. | 12/13/18 | ||||
| 36 | Attachment 1 - PWS (Version 3 - Amendment 3) | Section 2 | The revised Scope specifies that "Government NIPR and SIPR images are designated as Controlled Unclassified Information (CUI) For Official Use Only (FOUO)". Both of the referenced Questions 6 and 52 state that "SIPR image is Controlled Unclassified Information" and made no mentioning of the NIPR image. To avoid any confusion, could the Government please confirm that either: | |||
| i) Both the SIPR and NIPR images are CUI? Or ii) Only the SIPR image is CUI? | Both the SIPR and NIPR images are CUI. | 12/13/18 | ||||
| 37 | Additionally, will the Government be answering questions that were submittedafter the October 12th deadline. Please advise. | Please refer to the RFP, FAR clause 52.212-1, section L-2(f) for information regarding the handling of questions.. | 12/13/18 |
