About this file
This document provides specifications for end user hardware to be procured by the Naval Enterprise Networks Program Management Office through a solicitation for proposals. Requirements include laptops, desktops, tablets, virtual desktops, and thin/zero client devices meeting minimum technical thresholds for components such as processors, memory, storage, ports, and displays. Peripherals such as keyboards, mice, monitors, and docking stations are also within scope. Delivery of hardware as a service is required including provisioning, storage, configuration, maintenance, and disposition. Proposals are due by September 14, 2018 with contract award anticipated thereafter. The contract will have a three-year base period and six one-year options and utilize firm-fixed price and cost reimbursement line items. The Space and Naval Warfare Systems Command intends to make a single award to serve procurement needs across the Navy Marine Corps Intranet, Outside Continental United States Enterprise Naval Enterprise Network, and Marine Corps Enterprise Network.

Common HW REQs
Common Requirements
All values under the Technical Thresholds tab are minimums unless explicitely stated otherwise or Yes/No (Y/N) values. Any offering should meet or exceed all thresholds.
All thresholds for the Rugged Tablet and the 2-in-1 Detachable devices are for the assembled unit (tablet with attached keyboard and/or docking station) unless explicitly stated as tablet only.
Shall meet Microsoft Windows Hardware Certification Program Requirements for the accredited Microsoft Windows Operating System version at time of shipment to the government - excluding the Zero Client.
Ensure all EUHW can be deployed on either NIPR or SIPR Networks.
All Computer hardware will contain built-in wireless capability. This wireless solution shall comply with 802.11-2007 standards, and supports a minimum 256-bit encryption capability. Desktop Versions will have ability to have the Wireless capability removed. (Zero Client excluded)
All Hardware will have the Wireless capability enabled as default - unless specified in the order.
Be able to process core build security applications and group policy objects (GPOs), as well as other business applications included in the core build allowing for user multi-tasking
Have enough memory and processor speed, in accordance with SOTS process (Section 3.2.4), to allow the user to open multiple applications (e.g. Excel, PowerPoint, Adobe, and other business applications) and allow the user to multi-task between those open applications, while using multiple display outputs to display on multiple screens or monitors at the same time.
All devices and components shall be Business Class model computer line (unless specified otherwise) and shall be new. They cannot be used, refurbished, or grey market goods.
Be Trade Agreements Act (TAA) compliant, in accordance with TAA (19 U.S.C. 2501, et seq.) of 1979 (R-XX, Appendix A).
Trusted Platform Module (TPM) 2.0 or later; Trusted Boot, UEFI Secure Boot (except for Zero Client)
Embedded or integrated full-duplex 10/100/1000 BASE-TX UTP NIC installed with RJ45 Network Connector.
Embedded or integrated 24-bit sound card installed with integrated microphone and stereo speaker jacks
All graphics outputs, including zero clients, shall support 1920x1080 output or higher (this includes embedded portable displays).
Video display outputs are listed in ascending order of quality: VGA, DVI (DVI-I or DVI-D), Display Port, HDMI.
Any format of the specific output port is acceptable for meeting video output thresholds (mDP and DP are equivalent). If the output port is not the full size port, an appropriate dongle or connector allowing connection of a full sized cable is required (i.e., mDP requires a conversion to DP).
FCC Class B Compliant.
Laptop computer batteries shall be replaced upon failure
All Cameras will be disabled by default unless specified in the order.
All computers shall be certified to meet the minimum “Bronze” performance criteria per the Electronic Product Environmental Assessment Tool (EPEAT)
All system and system added features shall be OEM-Certified
System processors support the 64-bit architecture instruction set
System shall be both IPv4 and IPv6 compliant per Department of Defense (DoD) Joint Technical Architecture version 6.0 (JTAv6) or later
Any firmware or device driver software required for the operation of each proposed item is free of malicious code
Contractor will disable in the BIOS the following technologies if installed: WWAN, Infrared, Bluetooth, Webcam, GPS modules, “vPRO technology”, “Anti-Theft technology”, “Active Management technology (AMT)” and all explicit tracking and automatic update capabilities. (e.g., No Absolute BIOS, etc.). Per DoD Directive 8100.2 dated 14APR2004
No item contains firmware based tracking/anti-theft software or any other tracking functionality (including but not limited to firmware, software, or other unidentified tracking capabilities)
All hardware and software of “silent” reach-back capabilities to OEM or third party Contractors shall be disabled. There shall not be any automatic unauthorized remote data transfer or automatic update without a customer acknowledgement or confirmation process
System DoD Common Access Card (CAC) reader(s) shall be FIPS 201 compliant and compatible with DoD Directive 8190.3 and DoD Instruction 8520.2, Smart Card Technology
For each item, all instances of hidden or recovery disk partitions have been identified and instructions for their removal have been provided to the government
Provide access to the latest version of UEFI BIOS manuals and documentation (per model). Documentation must include UEFI BIOS setting values and definitions. Documentation must also provide guided instructions to update UEFI BIOS and Firmware
