About this file
This is a Method of Approach document for the State of Arizona Department of Transportation (ADOT) On-Call Pipelining and Drainage Repair Services contract. The document outlines SWSW's approach to drainage excavation repairs, which involves reestablishing existing ditches, waterways, and channels within ADOT's right-of-way. Work scope varies by location based on site visits and ADOT project manager determinations. Typical crews consist of a foreman, two operators, a laborer, loader, excavator, transport trucks, trailer, and water buffalo. The contractor must follow a structured eight-step procedure: coordinate with the district, call Bluestake 811 for utility locating three days in advance, order materials and equipment, mobilize crews to site, conduct a site survey to determine required drainage grades, perform excavation and embankment placement, haul off unsuitable or surplus materials as needed, and conduct post-construction surveys to verify proper drainage establishment. Upon completion, the contractor must clean the site and obtain approval from the local ADOT district maintenance supervisor before demobilizing.
Safety procedures are integral to all operations, requiring proper personal protective equipment including gloves, hardhats, reflective vests, and eye protection for all crew members. All excavation work requires prior Bluestake utility locating to prevent conflicts with underground utilities. During excavation operations, crew members must maintain visual contact with equipment operators and remain outside the operator's swing path, with one designated spotter using hand signals to communicate with the operator. Suitable excavated material is to be utilized for embankment and compacted in place, while unsuitable or surplus material must be properly disposed of off-site.

Method of Approach- Drainage Excavation
Drainage Excavation Repairs:
Each drainage repair location may slightly differ due to the repairs that are required by the district at the site visits.
SWSW will determine the equipment and crew size, as well as materials needed based on the site visit and what the ADOT project Manager determines. The typical crew will consist of a foreman, two operators, a laborer, a loader, an excavator, transport trucks and trailer, and a water buffalo. Being that the intentions of this scope of work is to reestablish existing ditches, waterways, and channels, SWSW crews will survey the site and determine the required slopes to needed to re-establish the flowline in the right-of-way. All suitable excavated material will be utilized for embankment and will be compacted in place. If any unsuitable or surplus material is excavated, the material will be hauled off the site and disposed of properly.
Prior to any work starting, the Drainage Repair Crew will follow this step-by-step procedure;
1. Coordinate with district: SWSW will coordinate with each district and determine what work is needed.
SWSW will price the required work and submit to the project manager. Upon acceptance and a PO, SWSW will begin work.
2. Call Bluestake: Prior to any excavation, SWSW will call 811 and order a bluestake of the excavation to ensure the site is free of any conflicting utilities. (3 days in advance)
3. Order Materials/equipment: SWSW will coordinate all material/equipment deliveries ahead of mobilization to prevent any delays.
4. Mobilize to Site: Crews will mobilize to site and begin work.
5. Survey Site: SWSW crews will perform a site survey to determine the required grades needed to achieve effective drainage.
6. Preform Excavation: Crews will perform all required drainage excavation and embankment placement.
7. Material Haul off: If required, crews will haul off and surplus or unsuitable materials.
8. Post Construction Survey: Once excavation is complete, crews will re survey site to ensure proper drainage has been established.
Once work is complete at any location SWSW will cleanup site of all construction debris to make location look as if no work occurred. SWSW will have local ADOT district maintenance supervisor approve of all work prior to crews demobilizing.
Safety Procedures during Drainage Excavation
With any SWSW operations crews will always have proper PPE including gloves, hardhats, reflective vests, and eye protection. During the drainage excavation scope, crews will ensure that a blues take is called in prior to digging. While the excavation begins, all crew members will maintain eye contact and stay out of the operator’s swing path. There will be one designated spotter who will utilize hand signals to communicate with the operator.
