About this file
This is a resubmittal document for Discipline 3 (Transit Operations Planning) under the Arizona Department of Transportation's On Call Transit Consultant Services RFP (solicitation number BPM007068). LSC Transportation Consultants, Inc. proposes to provide multimodal transit consulting services on an as-needed basis through individual task assignments. The RFP seeks to establish multiple contracts for six primary disciplines, with work performed over a twelve-month contract term potentially extending to forty-eight months total. Proposals are due by September 10, 2025. The services will support various transit-related activities including transit planning studies, transit planning tasks, transit operations planning, transit operations tasks, strategic planning, and coordination and mobility management projects, with deliverables and performance measures specified in individual task assignments.
LSC proposes a project team led by Principal and Project Manager Genevieve Evans, AICP, who brings twenty-two years of transportation planning experience and has managed numerous short-range and long-range transit plan updates for rural and urban transit operators throughout the western United States. The team includes four additional planners, graphics and multimedia support, and administrative/financial support staff. LSC emphasizes its quality assurance and control practices, including standardized workflows, employee training, and comprehensive project management plans. Reimbursement will be completed through hourly rate structures, with task-specific assignments determining the scope and financial parameters of individual consulting engagements. The contract is funded through federal transit programs including FTA Sections 5311, 5310, and 5305. LSC is not proposing with a subcontractor and notes it has been successfully providing transportation planning and engineering consulting for over forty years.

Genevieve Evans, AICP Principal
Genevieve Evans joined LSC Transportation Consultants, Inc. as a Transportation Planner for LSC’s Tahoe City, California office in 2003. Over the years, she has served as Project Manager for multiple Transit Planning studies, Triennial Performance Audits, and Regional Transportation Plans. She is currently part of the Lassen County Transportation Commission staffing team.
Quality assurance and control (QA/QC) practices are essential to ensuring that projects are delivered successfully—on time, within scope, and on budget. QA focuses on proactive measures such as standardized workflows, employee training, and review protocols to prevent errors before they occur. Ms. Evans oversees the project team to ensure that roles and project objectives are well understood and distributed according to strengths. In implementing QC, at least one other member of staff is to review deliverables, in addition to the original content generator and the project manager. The project manager supports these efforts by implementing a comprehensive project management plan that includes a clearly defined scope and a realistic schedule aligned with the allowed budget.
PROJECT EXPERIENCE
San Luis Obispo Joint Short Range Transit Plan Update (2024) (Urban) Project Manager – LSC updated the transit plan of the regional transit operator and local city operator in San Luis Obispo County as part of a joint SRTP update. The Study included recommendations for a new flat fare structure for RTA along with expansion of SLO Transit services in anticipation of a more year-round Cal Poly academic schedule. Final Plans were adopted in early 2025.
Mendocino County Short Range Transit Plan Update (2024) (Rural) Project Manager –With an anticipated budget deficit and allocation of state SB 125 funding in mind, the plan replaces poor-performing services with more productive options for a short-term neutral cost impact, including the introduction of microtransit services.
Lake County Transit Plan Update (2023) (Rural) Project Manager - Lake County has a relatively high number of transit-dependent residents who need Lake Transit Authority's services for daily mobility needs. This plan update analyzed options to increase transit efficiency through microtransit and schedule changes in larger communities while recognizing the need to continue lifeline service to outlying communities.
Atomic City Transit Plan Update (2023) (Rural) Project Manager - Located in Los Alamos, New Mexico, Atomic City Transit serves a unique transit-oriented community centered around the Los Alamos National Laboratory (LANL). In addition to five-year service recommendations, the plan reviewed strategies to deal with significant driver shortage problems for the region and coordination with regional operators and LANL.
El Dorado Short Range and Long Range Transit Plan Update (2019) (Rural) and On-Call Services – Project Manager - The Plan included 5 and 20-year recommendations to meet changing land uses and developments. For multiple years, LSC has maintained an on-call contract with El Dorado Transit for transit planning services.
