About this file
This justification and approval document and related solicitation provide details for a firm fixed-price construction contract to renovate the Air Force Materiel Command Headquarters at Wright-Patterson Air Force Base in Ohio. The renovation project requires a proprietary Predator Elite Integration Security Platform manufactured by LINX Defense to integrate with the existing system. No other equipment is compatible with the base-wide security system due to the proprietary nature of the system's software and hardware. The solicitation will be released on or about November 10th, 2022 for the $100-250 million construction contract with a 1095 day period of performance. Offerors must register in the System for Award Management and proposals will be evaluated using a best value tradeoff process, with all non-price factors combined considered equal to price.

JUSTIFICATION AND APPROVAL
FOR OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Agency: U.S. Army Corps of Engineers (USACE), Louisville District, Post Office Box 59, Louisville, Kentucky 40201-0059.
2. Description of Action: This justification and approval (J&A) is being prepared for the use of a brand name item, Predator Elite Integration Security Platform, in the firm fixed price construction contract for the Air Force Materiel Command (AFMC) Headquarters Renovation Phase 1 (Package A) project at Wright-Patterson Air Force Base, Ohio. The government will not purchase the Predator Elite Integration Security Platform equipment directly, but rather brand name specifications will be included in the design bid build solicitation that will lead to a new firm fixed price (FFP) construction contract. The construction contract is planned to be awarded under a full and open solicitation, using FY23 Air Force O&M funding.
3. Description of Supplies/Services: The proprietary Predator Elite Integration Security
Platform equipment will include balanced magnetic switches, motion detectors, glass break sensors, tamper switches, card readers (with and without keypads), local audible alarms, electrified mortise locks, and power supplies which are manufactured by LINK Defense, LLC of Canton, Ohio. The estimated total cost for the equipment is for materials associated with the renovation project.
4. Authority Cited: 10 United States Code (U.S.C.) 2304(c)(1), as implemented by
Federal Acquisition Regulation (FAR) 6.302-1(a)(2), “Only One Responsible Source and no other supplies or services will satisfy agency requirements.” This authority is applicable to brand name justifications in accordance with FAR 6.302-1(c)(1).
5. Reason for Authority Cited: As described at FAR 6.302-1(a)(2), when the supplies or services required by the agency are available only from one responsible source and no other types of supplies or services will satisfy agency requirements, full and open competition need not be provided for.
a) Background: The Phase 1 (Package A) AFMC Headquarters Building
Renovation project at Wright-Patterson Air Force Base will connect to existing facilities. This project has been designed to tie-in to existing building systems so there is only one (1) system protecting the facility. The existing AFMC facility is currently housed in several buildings (primarily Building 10262 and Building 10266) that have been combined into one contiguous facility. The existing facility is comprised of two three-story buildings that have undergone extensive renovations through the years. Each time the facilities were renovated, systems such as fire alarm, fire suppression and intrusion detection had to be coordinated to ensure the facility and the users were protected by code-compliant systems.
Due to the classified nature of the work products provided by AFMC, the building has an access control and intrusion detection system. This system must report to the AFMC security office and Base Security Forces. The system includes alarm panels, balanced mechanical switches, door locks/strikes, glass break sensors, motion sensors, card readers for doors (both with and without keypads), and all related infrastructure to power the system. The system is coordinated with proprietary software connecting the various system components.
The existing AFMC facilities IDS (Intrusion Detection System)/access control system is a Predator Elite Integration Security Platform, which is a proprietary system. The scope of the Repair/Renovate AFMC Headquarters Building 10262 and Building 10266 – Phase 1 (Package A) project requires the integration of the IDS/access control system with the IDS/access control system on the existing AFMC facilities.
AFMC is part of the DoD intelligence community. Entities within the intelligence community use a security badging system known as “Blue Badge.” Continuity of the IDS is vital due to the secure nature of these facilities. In addition, this system will allow AFMC personnel to access other “Blue Badge” secure Government facilities housing other intelligence community partners. No other system can provide the required functionality.
Justification: LINX Defense, LLC is the sole manufacturer of the Predator Elite Integration Security Platform, as well as the sole manufacturer for the balanced mechanical switches, door locks/strikes, glass break sensors, motion sensors, card readers for doors (with and without keypads), and all related infrastructure to power the system. The IDS/access control system panel, balanced mechanical switches, door locks/strikes, glass break sensors, motion sensors, card readers for doors (both with and without keypads), and all related infrastructure to power the system are comprised of proprietary software and hardware; which is the intellectual property of LINX Defense. Due to the proprietary nature of the system, no other manufacturer’s products can connect to and function in conjunction with the existing IDS/ access control system at the facility and the base-wide security system. For these reasons, the Predator Elite Integration Security Platform products are the only ones that can satisfy the government’s requirements.
b) Impact: The use of any parts from any other manufacturer would be incompatible with the existing LINX Defense system. The LINX Defense system uses proprietary software and the utilization of parts from other manufacturers will result in communication errors with the LINX Defense system, making it inoperable.
c) Alternatives: None viable to achieve a fully functioning system for the reasons noted above in paragraph 5. b) and c). This project will provide a total replacement of the Integration Security Platform system.
6. Efforts to Obtain Competition: Technical capabilities of various manufacturers were reviewed for compatibility to the current IDS/access control system; however no other equipment would integrate with the existing system in the building and coordinate/communicate with local and Installation security offices.
7. Actions to Increase Competition: This is a finite requirement with no anticipated future needs, and therefore there are no actions to increase future competition.
8. Market Research: A technical review and evaluation was conducted of the intrusion detection system requirements for the AFMC HQ and WPAFB facilities. As discussed in paragraph 6 above, only the Predator Elite Integration Security equipment produced by LINX Defense will ensure seamless compatibility with the existing Intrusion Detection System.
