About this file
This is Addendum 6 to a Request for Offers (RFO) issued by the Texas Health and Human Services Commission through the Department of State Health Services for Take Charge Texas (TCT) Support Services (Solicitation No. HHS0014612v2). The amendment replaces Article IX of the original solicitation with a comprehensive list of sixteen exhibits that establish the contractual framework and requirements for vendors. The exhibits encompass solicitation affirmations, uniform terms and conditions, HHS additional provisions, data use agreements with security and privacy inquiries, certification regarding lobbying, cost proposals, assurances for non-construction programs, HUB subcontracting plans, information security and privacy requirements, evaluation tools, key performance measures and liquidated damages, deliverables specifications, exceptions forms, assumptions forms, online bid room information, insurance requirements, and FFATA certification forms. The original solicitation timeline includes a pre-proposal conference on November 12, 2025, a question submission deadline of November 14, 2025, and a proposal due date of December 8, 2025, at 10:30 a.m. Central Time, with an anticipated contract award in March-April 2026 and an effective date of June 2026. The contract term is three years with options for HHSC to extend for up to two additional one-year periods.
Historical compensation for this contract has been approximately $800,000 per state fiscal year, and respondents are expected to demonstrate cost savings relative to this baseline. The contractor must provide comprehensive maintenance and support services utilizing Agile/Scrum methodology with specified team composition, maintain service response times ranging from less than one hour for critical incidents to two business days for low-priority issues during standard business hours (Monday-Friday, 7:30 a.m.-5:30 p.m. Central Time), and comply with stringent security and privacy requirements including maintaining all confidential information within the contiguous United States. Vendors must demonstrate five years of experience in maintenance and development services for similar systems and financial solvency. The solicitation includes HUB subcontracting opportunities and requires mandatory insurance and comprehensive financial documentation submission in accordance with state procurement regulations and Data Use Agreement requirements.
