About this file

Summary

This is a Standard Form 424B (SF-424B) Assurances for Non-Construction Programs document executed by the Texas Health and Human Services Commission (HHSC) through the Department of State Health Services (DSHS) in support of federal funding applications. The form serves as a certification that the applicant organization possesses the legal authority, institutional capacity, managerial capability, and financial resources necessary to execute federal assistance programs in compliance with applicable federal statutes, regulations, and executive orders. The assurances document covers a broad spectrum of federal compliance requirements and does not specify particular products or services, project timelines, or deliverables, as it functions as a standardized certification tool rather than a project-specific solicitation document.

The assurances require the applicant to comply with federal nondiscrimination laws including Title VI of the Civil Rights Act of 1964, Title IX of the Education Amendments of 1972, Section 504 of the Rehabilitation Act of 1973, the Age Discrimination Act of 1975, and relevant provisions addressing drug abuse, alcohol abuse, housing discrimination, and human trafficking. Additional compliance areas include environmental protections under the National Environmental Policy Act, the Coastal Zone Management Act, the Clean Air Act, and the Endangered Species Act; labor standards under the Davis-Bacon Act and Contract Work Hours and Safety Standards Act; historic preservation requirements; human subjects research protections; animal welfare standards; lead-based paint restrictions; and Single Audit Act compliance. The document requires signature by an authorized certifying official and contains no specific funding amounts, pricing terms, or contract renewal options, operating instead as a general compliance certification applicable to federally-funded programs across multiple funding sources.
